Después de examinar el proyecto como instrumento de planes y programas de desarrollo y de aclarar las distintas etapas y aspectos de la formulación de proyectos, considera los requisitos que suele exigir la negociación de los mismos. Trata asimismo la Guía los aspectos parciales que componen el proyecto: estudio de mercado, estudio técnico (tamaño, proceso, localización, obra física, organización, calendario, análisis de costo), estudio financiero (inversión, Análisis y proyecciones financieras, financiamiento), evaluación económica y plan de ejecución. Incluye una lista de comprobación y control que sirve para verificar el contenido de un proyecto y determinar si se ha realizado y presentado adecuadamente. Así ordenada, se quiere que la Guía pueda usarse con flexibilidad y sentido práctico, tanto para orientar la presentación de proyectos como para facilitar su análisis y evaluación. La identificación más completa de problemas y métodos no sólo permitirá mejorar la presentación de los proyectos, sino que también facilitará la elección entre proyectos alternativos. Con ese propósito la Guía intenta dar cierta homogeneidad a la forma de presentar los proyectos.
