Book excerpt: This is a supplement to the code of practice to Part 3 of the Disability Discrimination Act 1995, known as the Part 3 Code, which published as: "Rights of access to goods, facilities, services and premises" (2002, print version ISBN 0117028606). Although services associated with transport infrastructure have always been covered by Part 3 of the Act, access to transport services was exempted. Changes introduced by the Disability Discrimination Act 2005 allowed this exemption to be lifted, and this has been done by the Disability Discrimination (Transport Vehicles) Regulations 2005 (SI 2005/3190, ISBN 0110736311) which come into force on 4 December 2006. This supplementary Code sets out to explain the changes in the law. Chapters cover: the scope of the Code; what the Act says about providing services, and how this affects transport providers; the provider's duty not to treat a disabled person less favourably; making changes for disabled people ("reasonable adjustments"); reasonable adjustments in practice; can a transport provider justify less favourable treatment or make reasonable adjustments?

Available in PDF, EPUB and Kindle. Book excerpt: People can be excluded from freedom and the good things in life by age, disability, poverty, unfair discrimination, crime or the fear of crime, and arrogant and unresponsive governments. This practical reference deals with all of these factors, and shows the links between them. In addition to several hundred shorter notes it includes over a thousand major entries, each of which comprises: a summary of relevant facts, incisive commentary to help readers cut through the fog of jargon and propaganda that confuses many of these issues and websites where the latest information may be found. It concludes with a detailed bibliography of around 500 useful references. The work will be found useful by professionals and managers in all walks of life; by central and local government officials and representatives, and by students in the social sciences. It devotes particular attention to the all-important Disability Discrimination Act, and numerous detailed entries, accompanied in many cases by elegant diagrams, suggest to architects and other designers, facilities managers, and personnel managers how the requirements of the Act may be met.

Book excerpt: Beyond the traditional purposes of moving people, goods, raw materials, and mail from place to place lies a world of unconventional uses of motor vehicles. Rolling grocery stores, churches, classrooms and health clinics have taken traditionally stationary services directly to those who need them. Companies have built vehicles in the shapes of their products (the Oscar Mayer Wienermobile being just one famous example) from the early years of automobiles. This lively history gives a fascinating overview of the many special purposes vehicles have served. The unconventional uses of motor vehicles stretch one's imagination. The author here divides them into eight types based on their purposes and uses. Sales vehicles support a successful sales volume; advertising vehicles retain present customers and attract new ones; education and training vehicles provide skills updates for employees; charity vehicles are used to serve various populations of the needy, suffering, and distressed; religious vehicles promote a particular faith; functional vehicles perform an on-the-spot function normally done by a fixed-base facility; multimodal vehicles have the ability to traverse land, water, and air; and government vehicles provide a host of services to constituencies. Examples are provided for each type of vehicle and examples from other nations besides the United States are included as well.

Available in PDF, EPUB and Kindle. Book excerpt: The interface between land use management and transportation planning represents probably the most important spatial impact in sustainable land use, mobility and transportation development. Prior to this book, only limited attempts have been made to integrate these topics as to enhance smart growth and sustainable development principles within spatial systems. The approach followed differs internationally and specifically between different planning and transportation authorities. The spatial impacts of land use and transportation serve as the main catalyst in urban form, development and its associated problems. These impacts represent severe consequences from a built and environmental development perspective. All of these are covered in the book and its supporting chapters. The focus of the book is the application of best practice principles in managing the interface between land use management and transportation planning. Internationally the practice is the promotion of more sustainable urban and rural forms supported by improved levels of accessibility through the application of smart growth and sustainability principles. The focus however remains to successfully optimise land use and transportation integration. The structuring used within each of the chapters provide the reader with the basic and applicable theory and practical knowledge to attain system wide integration and sustainability within the dynamics of spatial and transportation systems. The inclusion of specific theme related case studies endorses the relevancy of this book’s topic.

Available in PDF, EPUB and Kindle. Book excerpt: The future of disability in America will depend on how well the U.S. prepares for and manages the demographic, fiscal, and technological developments that will unfold during the next two to three decades. Building upon two prior studies from the Institute of Medicine (the 1991 Institute of Medicine's report Disability in America and the 1997 report Enabling America), The Future of Disability in America examines both progress and concerns about continuing barriers that limit the independence, productivity, and participation in community life of people with disabilities. This book offers a comprehensive look at a wide range of issues, including the prevalence of disability across the lifespan; disability trends the role of assistive technology; barriers posed by health care and other facilities with inaccessible buildings, equipment, and information formats; the needs of young people moving from pediatric to adult health care and of adults experiencing premature aging and secondary health problems; selected issues in health care financing (e.g., risk adjusting payments to health plans, coverage of assistive technology); and the organizing and financing of disability-related research. The Future of Disability in America is an assessment of both principles and scientific evidence for disability policies and services. This book's recommendations propose steps to eliminate barriers and strengthen the evidence base for future public and private actions to reduce the impact of disability on individuals, families, and society.

Available in PDF, EPUB and Kindle. Book excerpt: Motorization grows in proportion to income at the national and urban level, as do paved roads at the national level; urban roads grow much more slowly than income. Using panel data from 50 countries and 35 urban areas (covering a wide range of country incomes), Ingram and Liu summarize trends in motorization and the provision of roads, and they examine the ratio of motor vehicles to roads in a production function framework at both national and urban levels. They find regularities very strong across countries and urban areas and over time.Among their sometimes surprising findings:deg; Economic development increases demand for transport, reliance on cars and trucks, and road provision.deg; Motorization expands at the same rate as per capita income, but the auto fleet expands more rapidly, and commercial vehicles less rapidly, than income. At early stages of motorization, commercial vehicles comprise a large share of the motor vehicle fleet. Passenger transport by automobile becomes more prominent as income grows. Both country and urban data show evidence of similar saturation levels for car and total motor vehicle ownership.deg; The presence of railways at the national level reduces commercial vehicle ownership but not car ownership, suggesting that rail is competitive for freight but not for passenger travel as incomes grow.deg; Nationally, road networks expand more slowly than incomes, but paved road networks expand at the same rate as incomes. Road provision appears to be quite responsive to demand nationally.deg; For specific urban areas, per capita road length is positively associated with national income level but changes little over time, showing that history or urban endowments matter. The annexation of surrounding developed area appears to play a big role in expanding urban road length. Urban areas average roughly 15 times more road length per unit area, and seven times more vehicles per kilometer of road, than countries N and a saturation level exists for urban road length per unit of area.deg; Vehicles per kilometer of road are positively associated with income, with (proxies for) land prices, and with low gasoline prices. This paper - a joint product of the Research Advisory Staff and Transport, Water, and Urban Development Department - was presented at a conference on transport and regulation at Harvard University in September 1997.
