The potato rot decimated Ireland, affected the other British Islands, and spread to the Conti nent of Europe, and we exported in one year the then unprecedented amount of sixty-eight million dollars' worth of grain. The gold of California and the famine which prostrated the Irish people swelled the tide of immigration to unwonted numbers, and yet our people were not prosperous. We imported and consumed immense quanti ties of foreign goods, and as the quantity of these increased the demand for the labor of American workmen diminished. Had our whole industrial history been accomplished under free trade, our industrial development, indeed, would have been both disproportionate and stunted. Nevertheless, our labor and industries would have matured under a free-trade system, and in that system every man would have had a function to perform. But, when the industries of this country have been developed upon a protective basis, when they have become adjusted to a protective environment, when the rights of capital and the rights of labor have become vested in a protective system, the destruction of that system would involve acatastrophe of which industrial history could afford no parallel. In the early period under free trade the condition of our labor and industry was miserable in the extreme, and had free trade continued, their condition, doubtless, would have improved but little. It is a question upon which every citizen, and espe cially every voter, should have an intelligent and emphatic opinion. The difficulties should not appall, since they are far more imaginary than real. At the close of a day of discussion on the appointment of the Tariff Commission, a member of Congress petulantly remarked, I don't understand the tariff question, and I shall not try to understand it. This hopeless avowal of ignorance is unworthy even a private voter, and it ought to be sufficient to lay the professed statesman upon the political shelf so high that no campaign step - ladder will ever reach him again. It should be kept in view that the present issue is not between direct and indirect taxation. Such a question may arise in the future. Absolute free trade is not now contended for by any considerable number of our people. The living contest lies be tween revenue-tariff advocates and free-traders as they are interchangeably termed in the rather loose speech of the times - on the one side, and the advocates of a protective tariff as an ultimate fiscal policy on the other side.
