Book excerpt: This report examines the draft Climate Change Bill, which published in March 2007 as Command paper Cm 7040 (ISBN 9780101704021). Target setting alone cannot deliver policy objectives, but enshrining one in law will strengthen the Government's resolve to achieve it, ensure greater public accountability, and give confidence to the business community whose investment decisions are central to meeting the target. The Committee recommends a number of changes to the bill. Inconsistency in language, with "UK carbon account" and "UK carbon dioxide emissions" seemingly used interchangeably, should be addressed. There should not be an upper limit on the 2020 target (26-32 per cent reduction in carbon dioxide emission), and the Bill should make provision for both the 2020 and 2050 targets to be revised, though only in an upwards direction. The provision to amend a budget more than a year after the end of a budgetary period is seen as making a nonsense of the concept of budgetary periods, and should be removed completely. The proposed Committee on Climate Change, rightly composed of experts, should not appear to give more representation to economic interests over environmental ones. The resources proposed for the Committee may prove inadequate. The Committee recommends that the impact of climate change on biodiversity should be added to the Bill.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides a multidisciplinary analysis of the impact of Brexit on British agriculture and associated areas, discussing the Common Agricultural Policy and the Agriculture Act 2020. The Brexit referendum provoked new debates and questions over the future of agriculture in Britain and the potential positive and negative impacts of Brexit on both farmers and consumers. These debates, as well as the ensuing proposals relevant to the Agriculture Act 2020, have exposed the multidimensional effects of Brexit when it comes to agriculture. With a focus on profitability, the rights of farmers, environmental protection, as well as animal welfare, this book brings together an interdisciplinary analysis of the future of British agriculture in post-Brexit Britain. More specifically, it addresses the criticisms over the Common Agriculture Policy, presents an analysis of the Agriculture Act 2020, and considers suggestions for future developments. Through this analysis, the book suggests a way towards the future, with a positive outlook towards a competitive and sustainable agriculture that will satisfy the needs of farmers and consumers while ensuring environmental protection, animal welfare, and rural development. This book will be of great interest to students and scholars of food and agricultural policy and politics, agroecology and rural development, as well as policymakers involved in Britain’s post-Brexit environmental policy.

Available in PDF, EPUB and Kindle. Book excerpt: This collection of essays examines the roles which land use planning can play in the protection of the environment. The subjects covered range from traditional concerns like pollution, nuisance and contaminated land to biodiversity and the pursuit of sustainable development, which forms the defining element of current environmental policy across the European Community and in most other developed economies. Environmental assessment is discussed, along with the succession of public law actions (Twyford Down included) by environmental activists which were necessary to convince the English courts of the full implications (and the 'direct effect') of the EC Directive 85/337. The later chapters become progressively more concerned with the planning system as the forum of negotiation and more participatory approaches (as distinct from fiscal instruments and command and control regulation) to encouraging sustainability. The contributors represent a variety of academic disciplines (law, geography, planning, environmental management) offering complementary insights into the planner's role in allocating land uses so as to minimise waste generation and energy consumption as well as maximising local amenity.

Available in PDF, EPUB and Kindle. Book excerpt: This book critically examines the development and current structure of European Union agri-environmental measures at a substantive level. Examining the measures in an integrated manner, showing how they interrelate linking different aspects of European Union agricultural law and policy, this volume examines the legislation adopted at European Union level as well as the impact of particular national measures to implement that legislation. Where appropriate, comparisons are drawn between the manner in which European Union legislation has been implemented among various Member States. Critically assessing European Union and national measures, in the light of other policy pressures such as the influence of world trade agreements and the political pressures exerted by the agricultural sector within the national legal systems of individual Member States, this volume is a valuable resource for academics researching and practitioners working in the areas of European Union environmental and agricultural law.
