Safety nets redistribute income, thereby immediately reducing poverty and inequality; they enable households to invest in the human capital of their children and in the livelihoods of their earners; they help households manage risk, both ex ante and ex post; and they allow governments to implement macroeconomic or sectoral reforms that support efficiency and growth. To be effective, safety nets must not only be well intended, but also well designed and well implemented. A good safety net system and its programs are tailored to country circumstances, adequate in their coverage and generosity, equitable, cost-effective, incentive compatible, and sustainable. Good safety nets are also dynamic and change over time as the economy changes or as management problems are solved and new standards are set. Book excerpt: The farm structures in the countries in Eastern Europe and Central Asia are highly diverse, but in most of the countries are still largely dominated by smallholders and family farms. Supporting smallholders and family farms is one of four priorities for the Food and Agriculture Organization of the United Nations (FAO) in Europe and Central Asia, confirmed by the FAO Regional Conference in 2018. FAO established in the region in 2014 the Regional Initiative on Empowering Smallholders and Family Farms for Improved Rural Livelihoods and Poverty Reduction (Regional Initiative 1) as a programmatic umbrella for the implementation of support to smallholders and family farms in the programme countries in the region. During 2018-2019, FAO REU conducted country studies on the needs and constraints of smallholders and family farms in eight countries of the region. Seven of these were funded from a regional project (TCP/RER/3601) and the Serbian study was financed from extra budgetary funds. The countries were selected from among those where smallholders and family farms dominate the farm structures and from the various sub-regions so that together they provide a regional overview. The countries covered in the report are Albania, Armenia, Georgia, Kyrgyzstan, Republic of Moldova, North Macedonia, Serbia and Tajikistan. The methodology was common among the eight country studies, although with some variations from country to country due to differences in national contexts. The eight studies were elaborated by national experts supported by international consultants and FAO technical guidance. The research methodology combines the use of desk research and statistics, interviews with key stakeholders, workshops with key stakeholders and decision makers, and the use of qualitative cases.

Malnutrition – in one or more of its three main forms – is present throughout the region. Demand for food is growing, consumption patterns are changing and urbanization is accelerating. The effects of climate change pose considerable challenges to agricultural production. The Sustainable Development Goals provide a framework for assessing and tackling these challenges and monitoring progress. Currently only a few countries have policy frameworks that address all four pillars of food security – availability, access, utilization and stability. To end all forms of malnutrition by 2030, countries will need to exercise strong political will and make financial commitments to meeting the targets. To explore policy interlinkages and ensure a socially just, integrated approach, it is essential to engage all concerned groups – public and private, domestic and international.

Systemic risks—economic, health, or climate-related—are also playing an increased role in driving poverty and vulnerability. Social protection systems in Europe and Central Asia will need to be reformed to address these challenges and provide adequate protection to workers and families. Countries in the region responded to the COVID-19 pandemic by implementing social protection packages with a substantial contribution of job protection policies. Analysis of the impact of these policies suggests that while job protection policies may have preserved employment in the short run, this may have come at the expense of efficiency and growth. In the long run, income protection policies may be better at addressing the needs of vulnerable groups as labor markets continue evolving. A policy package that combines a guaranteed minimum income with labor market policies that facilitate job transitions can best help countries address long-term challenges.

There are energy justice concerns in areas of law as diverse as human rights, consumer protection, international law and trade, and in many forms of regional and national energy law and regulation. This edited collection explores in detail at four kinds of energy justice. The first, distributive justice, relates to the equitable distribution of the benefits and burdens of energy activities, which is challenged by the existence of people suffering from energy poverty. Secondly, procedural (or participation) justice consists of the right of all communities to participate in decision-making regarding energy projects and policies that affect them. This dimension of energy justice often includes procedural rights to information and access to courts. Under the concept of reparation (or restorative) justice, the book looks at even-handed enforcement of energy statutes and regulations, as well as access to remedies when legal rights are violated. Finally, the collection addresses social justice, with the recognition that energy injustice cannot be separated from other social ills, such as poverty and subordination based on race, gender, or indigeneity. Policy options focused on early childhood education and care; child poverty; investment strategies for an inclusive economy; active labour market programmes; working conditions; social cash transfers; affordable housing; and planning and regulatory mechanisms to improve air quality and mitigate climate change. Applying combinations of these policy options alongside effective governance for health equity should enable WHO European Region Member States to reduce health inequities and synergize efforts to achieve the United Nations Sustainable Development Goals.
