Book excerpt: This Executive Summary of the DSB 2000 Summer Study was aimed at assisting the Department of Defense and the Intelligence Community in defining their roles in protecting the nation from unconventional attacks on the United States. This four volume report documents the work of four DSB Task Forces: Defensive Information Operations (Volume II), Unconventional Nuclear Warfare Defense (Volume III), Defense Against Biological Weapons (Volume IV), and Intelligence Needs for Civil Support (incorporated in the other volumes). The overarching rationale for the importance of unconventional threats to the U.S. homeland and the key recommendations of the Summer Study are contained within Volume I, Executive Summary.

Book excerpt: In recent years, substantial efforts have been initiated to develop new drugs, vaccines, and other medical interventions against biological agents that could be used in bioterrorist attacks against civilian populations. According to a new congressionally mandated report from the Institute of Medicine and National Research Council of the National Academies, to successfully develop these drugs, vaccines, and other medical interventions against biowarfare agents, Congress should authorize the creation of a new agency within the Office of the Secretary of the U.S. Department of Defense. The committee recommended that Congress should improve liability protections for those who develop and manufacture these products, to stimulate willingness to invest in new research and development for biowarfare protection. Giving Full Measure to Countermeasures also identifies other challengesâ€"such as the need for appropriate animal models and laboratories equipped with high-level biosafety protectionsâ€"that will require attention if DoD efforts to develop new medical countermeasures are to be successful.

Book excerpt: Traditionally, resources on terrorism and counterterrorism tend to focus on the social, behavioral, and legal aspects of the subject, with minimal emphasis on the scientific and technological aspects. Taking into account these practical considerations, the second edition of Science and Technology of Terrorism and Counterterrorism discusses the nature of terrorism and the materials used by terrorists. It describes how intelligence professionals and law enforcement personnel can detect and destroy these materials, and how they can deal with terrorist groups. This volume begins by introducing the shift in analysis of terrorist attacks after September 11, 2001 and summarizes selected case studies. It discusses the origin and nature of terrorism and the factors involved in diplomacy. Covering a broad range of topics, the book examines: Aerosol dispersion of toxic materials Bioterrorism and the manufacture, detection, and delivery of biological agents Agricultural terrorism Nuclear terrorism and nuclear weapons systems, threats, and safeguards Chemical terrorism, including manufacture, detection, delivery, and decontamination Cyber-terrorism Personal protective equipment The role of government at federal, state, and local levels The role of international agencies and their resources, capabilities, and responsibilities The National Infrastructure Protection Plan As terrorist activities increase globally, it is critical that those charged with protecting the public understand the myriad of ways in which terrorists operate. While we cannot predict where, when, and how terrorists will strike, our vigilance in staying abreast of the terrorist threat is the only way to have a fighting chance against those who seek to destroy our world.

Available in PDF, EPUB and Kindle. Book excerpt: A Violent Peace offers a radical account of the United States' transformation into a total-war state. As the Cold War turned hot in the Pacific, antifascist critique disclosed a continuity between U.S. police actions in Asia and a rising police state at home. Writers including James Baldwin, Ralph Ellison, and W.E.B. Du Bois discerned in domestic strategies to quell racial protests the same counterintelligence logic structuring America's devastating wars in Asia. Examining U.S. militarism's centrality to the Cold War cultural imagination, Christine Hong assembles a transpacific archive—placing war writings, visual renderings of the American concentration camp, Japanese accounts of the atomic bombing of Hiroshima, black radical human rights petitions, Korean War–era G.I. photographs, Filipino novels on guerrilla resistance, and Marshallese critiques of U.S. human radiation experiments alongside government documents. By making visible the way the U.S. war machine waged informal wars abroad and at home, this archive reveals how the so-called Pax Americana laid the grounds for solidarity—imagining collective futures beyond the stranglehold of U.S. militarism.

Book excerpt: What can we do to protect ourselves from a terrorist attack, and how can communities respond most effectively when the unthinkable happens? The next large-scale terrorist attack on the United States could be carried out using any number of agents and delivery methods, including anthrax, smallpox, the water system, the agriculture industry; threats to bridges, tunnels, trains, airlines, and other transportation systems; suicide bombings in crowded cities, convention centers, and shopping malls; the possibilities are many, but not endless. Local preparation is critical. Until now, scant attention has been paid to the role of communities in preparing for and responding to terrorism. This invaluable set covers chemical, biological, radiological, nuclear, and explosive scenarios. Throughout, the focus is on community preparedness and response. Volume I, The Terrorist Threat and Community Response, focuses on local, state, regional and federal coordination of efforts and interaction.

Book excerpt: As the nation moves toward the 21st century, the United States faces a dynamic international environment that will impose new complexities in military operations. Today's potential adversaries are more adaptive and have increasing access to asymmetric capabilities to offset U.S. military capabilities. The Department of Defense is embarking on a process of transforming the military to stay ahead of future security challenges. Although the United States currently enjoys military superiority, retaining this advantage will require a balance between maintaining relevant legacy forces, facilities, and systems and developing new and different capabilities. The 1999 Summer Study Task Force was asked to examine 21st century defense technology strategies to meet the national security challenges of the next two decades. Specifically, the Terms of Reference asked the task force to review and consider the broad spectrum of topics addressed in the 1990 DSB summer study; address 21st century intelligence needs and adversaries; expand and build on the recommendations for technologies, operational capabilities, and force characteristics developed in the 1998 DSB summer study; examine the need for and use of all forms of information to achieve full spectrum battlespace dominance; and examine defense technology strategy, management, and acquisition. The task force found that developing a full spectrum joint rapid response operations capability can be an effective way to focus the activities of the DoD. Thus, the task force focused on capabilities, technologies, and organizational changes associated with developing joint and combined rapid response capabilities that can support a range of contingency operations. This study addresses three enablers essential for developing this capability: Strategic Agility, Information for Decision Superiority, and Force Protection. This report consists of two volumes. Volume I presents the major findings, and Volume II provides supporting material7.

Book excerpt: The final report of the 1999 Defense Science Board Summer Study Task Force on 21st Century Defense Technology Strategies, Volume I, is attached. This report consists of two volumes. Volume I presents the major findings and recommendations and Volume II, which is planned to be finalized in December, provides the supporting materials. As the nation moves toward the 21st century, the United States faces a dynamic international environment that will impose new complexities in military operations. The Department of Defense is embarking on a process of transforming the military to stay ahead of future security challenges. Although the United States currently enjoys military superiority, retaining this advantage will require a balance between maintaining relevant legacy forces, facilities, and systems and developing new and different capabilities. This transformation must be accomplished while today's high operational tempo continues. The Department of Defense needs a way to focus the transformation process. Our task force found that developing a full spectrum - air, land, space and sea - joint- rapid response operations capability can be an effective way to focus the activities of the Department. Thus, our task force focused on capabilities, technologies, and organizational changes associated with developing joint and combined rapid response capabilities that can support a range of contingency operations - a major priority for the Department today.
