Book excerpt: Given the alarming expansion of terrorist safe havens across the Middle East and North Africa, along with the increasing sophistication of these groups in organizing and planning attacks, it is imperative the Department of Homeland Security is properly prepared to detect and deter nuclear threats. The Domestic Nuclear Detection Office, which we often refer to as DNDO, is the entity within the Department of Homeland Security responsible for preventing a nuclear attack and is the lead agency within the United States Government for coordinating efforts to detect and intercept radiological and nuclear devices that may find their way into the United States. DNDO works with other Department of Homeland Security components, including Customs and Border Protection, as well as State and local law enforcement to provide these entities with the equipment and training needed to interdict radiological or nuclear material before it can enter the United States. DNDO also works with State and local law enforcement and first responders to strengthen nuclear detection capabilities in the interior. While these achievements are significant, there is still work to be done to address the gaps in the nuclear detection architecture.

Book excerpt: The Department of Energy (DOE) maintains emergency response capabilities and assets to quickly respond to potential nuclear and radiological threats in the United States. These capabilities are primarily found at DOE's two key emergency response facilities--the Remote Sensing Laboratories at Nellis Air Force Base, Nevada, and Andrews Air Force Base, Maryland. These capabilities took on increased significance after the attacks of September 11, 2001, because of heightened concern that terrorists may try to detonate a nuclear or radiological device in a major U.S. city. DOE is not the only federal agency responsible for addressing nuclear and radiological threats. The Department of Homeland Security (DHS) is responsible for preparing the country to prevent and respond to a potential nuclear or radiological attack. This testimony discusses (1) the benefits of using DOE's aerial background radiation surveys to enhance emergency response capabilities and (2) the physical security measures in place at DOE's two key emergency response facilities and whether they are consistent with DOE guidance. It is based on GAO's report on DOE's nuclear and radiological emergency response capabilities, issued in September 2006 (Combating Nuclear Terrorism: Federal Efforts to Respond to Nuclear and Radiological Threats and to Protect Emergency Response Capabilities Could be Strengthened [Washington, D.C.: Sept. 21, 2006]).

This book was released on 2011-01-16 with total page 295 pages. Available in PDF, EPUB and Kindle. Book excerpt: Experts agree, though it is already important, nuclear power will soon be critical to the maintenance of contemporary society. With the heightened importance of nuclear energy comes a heightened threat of terrorism. The possibility of nuclear energy infrastructure terrorism-that is, the use of weapons to cause damage to the nuclear energy industrial sector, which would have widespread, devastating effects-is very real. In Nuclear Infrastructure Protection and Homeland Security, authors Frank R. Spellman and Melissa L. Stoudt present all the information needed for nuclear infrastructure employers and employees to handle security threats they must be prepared to meet. The book focuses on three interrelated nuclear energy infrastructure segments: nuclear reactors, radioactive materials, and nuclear waste. It presents common-sense methodologies in a straightforward manner, so the text is accessible even to those with little experience with nuclear energy who are nonetheless concerned about the protection of our nuclear infrastructure. Important safety and security principles are outlined, along with security measures that can be implemented to ensure the safety of nuclear facilities.

Download or read book Nuclear Terrorism and National Preparedness written by Samuel Apikyan and published by Springer. This book was released on 2015-07-08 with total page 255 pages. Available in PDF, EPUB and Kindle. Book excerpt: The nuclear crisis in Fukushima and growing threats of nuclear terrorism must serve as a wake-up call, prompting greater action to prepare ourselves for nuclear and radiological disasters. Our strategy to prepare for these threats is multi-layered and the events of these past years have proved the necessity to re-evaluate the national and international preparedness goals on a scale never before considered. The programme of NATO Advanced Research Workshop on “Preparedness for Nuclear and Radiological Threats” has been focused on science and technology challenges associated with our need to improve the national and international capacity and capability to prevent, protect against, mitigate the effects of, respond to, and recover from the nuclear and radiological disasters, including nuclear and radiological accident, terrorist attack by Improvised Nuclear Device (IND) or by “Dirty Bomb”-Radiological Dispersal Device (RDD), that pose the greatest risk to the national and international security and safety.
