The challenge to the West does not lie in the monolith of Islam turning aggressively outward to Europe and the US, but in the rivalries between regimes ruling over societies divided by an imbalance in wealth and power.

Book excerpt: In this volume security specialists, peace researchers, environmental scholars, demographers as well as climate, desertification, water, food and urbanisation specialists from the Middle East and North Africa, Europe and North America review security and conflict prevention in the Mediterranean. They also analyse NATO’s Mediterranean security dialogue and offer conceptualisations on security and perceptions of security challenges as seen in North and South. The latter half of the book analyses environmental security and conflicts in the Mediterranean and environmental consequences of World War II, the Gulf War, the Balkan wars and the Middle East conflict. It also examines factors of global environmental change: population growth, climate change, desertification, water scarcity, food and urbanisation issues as well as natural disasters. Furthermore, it draws conceptual conclusions for a fourth phase of research on human and environmental security and peace as well as policy conclusions for cooperation and partnership in the Mediterranean in the 21st century.

Available in PDF, EPUB and Kindle. Book excerpt: Since the end of the Cold War the Mediterranean increasingly became perceived as a dividing line between a developed, prosperous and stable North and an underdeveloped, poorer and politically unstable South, bringing about human migration and the spread of organised crime into Europe. In this context, European security challenges shifted from the Eastern European region toward its Southern periphery. As a response, the European Union implemented in 1995 a multi-faceted Mediterranean Dialogue, called the Euro-Mediterranean Partnership (EMP)-Barcelona Process, with 12 non-European Mediterranean countries, aimed at the establishment of a common zone of peace, security and shared prosperity in the Mediterranean. However, more than ten years later the Euro-Mediterranean Partnership was in a stalemate, since European countries predominantly addressed emerging issues within the Mediterranean from a fairly Euro-centric perspective, resorting to further securitisation of the Mediterranean space, with the subsequent relegation of democratisation and human development questions to a secondary, less pressing, agenda. Therefore, a new project designed to overcome that impasse was initiated by France in 2007 and eventually endorsed in 2008 as the "Barcelona Process: Union for the Mediterranean". Unfortunately, the prospects are not encouraging as the region is likely to remain volatile with persistent conflicts, clashes and tensions scattered from East to West, in addition to enduring economic problems in the South which are undermining the achievement of the projected economic convergence with the North. On the whole, it appears that all security strategies implemented so far in the Mediterranean by the European Union were defined and designed from its own perspectives, without regards for what might jeopardize its Southern partners' security.

Book excerpt: This handbook offers a critical and substantial analysis of maritime security and documents the most pressing strategic, economic, socio-cultural and legal questions surrounding it. Written by leading international experts, this comprehensive volume presents a wide variety of theoretical positions on maritime security, detailing its achievements and outlining outstanding issues faced by those in the field. The book includes studies which cover the entire spectrum of activity along which maritime security is developing, including, piracy, cyber security, energy security, terrorism, narco-subs and illegal fishing. Demonstrating the transformative character and potential of the topic, the book is divided into two parts. The first part exhibits a range of perspectives and new approaches to maritime security, and the second explores emerging developments in the practice of security at sea, as well as regional studies written by local maritime security experts. Taken together, these contributions provide a compelling account of the evolving maritime security environment, casting fresh light on theoretical and empirical aspects. The book will be of much interest to practitioners and students of maritime security, naval studies, security studies, maritime history, and International Relations in general. Chapter 13 of this book is freely available as a downloadable Open Access PDF at http://www.taylorfrancis.com under a Creative Commons [Attribution-Non Commercial] (CC-BY-NC)] 4.0 license.
