Scientists and engineers continue to design multi-megawatt power systems, yet no power system in the 100 kilowatt, electric range has been built and flown. Technology demonstrations and studies leave a myriad of systems from which decision makers can choose to build the first manned space nuclear power system. While many subsystem engineers plan in parallel, an accurate specific mass value becomes an important design specification, which is still uncertain. This thesis goes through the design features of the manned Mars mission, its power system requirements, their design attributes as well as their design faults. Specific mass is calculated statistically as well as empirically for 1-15MWe systems. Conclusions are presented on each subsystem as well as recommendations for decision makers on where development needs to begin today in order for the mission to launch in the future.

Historical studies of lunar exploration, in-situ resource utilization (ISRU) and industrialization all point to the vast resources on the Moon and its links to future human and robotic exploration. In the historical work, a broad range of technological innovations are described and analyzed. These studies depict program planning for future human missions throughout the solar system, lunar launched nuclear rockets, and future human settlements on the Moon, respectively. Updated analyses based on the visions presented are presented. While advanced propulsion systems were proposed in these historical studies, further investigation of nuclear options using high power nuclear thermal propulsion, nuclear surface power, as well as advanced chemical propulsion can significantly enhance these scenarios. Robotic and human outer planet exploration options are described in many detailed and extensive studies. Nuclear propulsion options for fast trips to the outer planets are discussed. To refuel such vehicles, atmospheric mining in the outer solar system has also been investigated as a means of fuel production for high energy propulsion and power. Fusion fuels such as helium 3 (3He) and hydrogen (H2) can be wrested from the atmospheres of Uranus and Neptune and either returned to Earth or used in-situ for energy production. Helium 3 and H2 (deuterium, etc.) were the primary gases of interest with hydrogen being the primary propellant for nuclear thermal solid core and gas core rocket-based atmospheric flight. A series of analyses have investigated resource capturing aspects of atmospheric mining in the outer solar system. Bush announced the Vision for Space Exploration (VSE), which instructed NASA to "Extend human presence across the solar system, starting with a human return to the Moon by the year 2020, in preparation for human exploration of Mars and other destinations," among other objectives. As acknowledged in the VSE, significant technology development will be necessary to accomplish the goals it articulates. NASA's Exploration Technology Development Program (ETDP) is designed to support, develop, and ultimately provide the necessary technologies to meet the goals of the VSE. This book, a review of the ETDP, is broadly supportive of the intent and goals of the VSE, and finds the ETDP is making progress towards the stated goals of technology development. However, the ETDP is operating within significant constraints which limit its ability to successfully accomplish those goals-the still dynamic nature of the Constellation Program requirements, the constraints imposed by a limited budget, the aggressive time scale of early technology deliverables, and the desire to fully employ the NASA workforce.
