A “regularização fundiária” (conjunto de medidas jurídicas, urbanísticas, ambientais e sociais que visam à regularização de assentamentos irregulares e à titulação de seus ocupantes, de modo a garantir o direito social à moradia, o pleno desenvolvimento das funções sociais da propriedade rural e o direito ao meio ambiente ecologicamente equilibrado) continua a merecer prioridade das esferas federal, estadual e municipal, no sentido de melhor implementar políticas públicas que efetivamente confiram, aos que habitam nas áreas rurais, a devida segurança jurídica (garantia da posse e propriedade da terra), assistência técnica para o correto uso do solo, bem como linhas de crédito que proporcionem o financiamento da produção agrícola a custos plausíveis. Temos um grande desafio a ser enfrentado. É verdade que alguns avanços substanciais foram obtidos na última década, porém temos um longo caminho até a concretização de arranjos institucionais, em quantidade e qualidade, capazes de oferecer à população rural condições viáveis de crescimento sustentável. O ponto de partida deste trabalho amparou-se no Piauí. Estado com características eminentemente agrárias (30% da população está concentrada em apenas duas cidades), atravessa um momento propício para a verificação dos conceitos citados, visto que está em curso um processo de regularização fundiária financiado pelo Banco Mundial. O entendimento dos aspectos político-institucionais que permeiam essa empreitada fornece valiosos insumos e nos capacita para a compreensão e a visualização de soluções que respondam aos desafios prementes, extensivos aos demais estados da federação. Book excerpt: Após a II Guerra Mundial a situação econômica dos paises do chamado Terceiro Mundo alcançou especial destaque em todas as esferas. As pesquisas econômicas revelaram uma realidade paradoxal: apesar de dependerem básicamente da agricultura, grande parte da população destes paises dispunha de pouca ou nenhuma propriedade sobre a terra. Desta constatação resultou a convicção de que o atraso econômico estaria associado a concentração da propriedade fundiária. Assim sendo, a redistribuição da propriedade seria uma pré-condição para o desenvolvimento, estendido como desenvolvimento do capitalismo. Esta dissertação teve por objetivo testar a hipótese assim formulada, através do estudo das relações entre a estrutura fundiária e o desenvolvimento do capitalismo. Optou-se por uma análise destas relações na experiência histórica dos paises capitalistas mais evoluidos e do Brasil. Foram selecionados três paises europeus (Inglaterra, França e Alemanha) e, além do Brasil, os Estados Unidos, nas Américas. A análise dos paises europeus foi precedida pela caracterização do regime de produção feudal, das condições da sua crise e de desagregação, da transição para o capitalismo e do caráter desta transição.
