Book excerpt: The Air Force plans to reduce operations at Loring Air Force Base, a Strategic Air Command base in Maine, in two phases. The first phase, to begin in the summer of 1979, will remove 24 of the 44 aircraft assigned to this base. The second phase will begin in 1982 or 1983 depending on the completion of phase I, and will remove the remaining 20 aircraft. This prolonged realinement action will provide operational utility and allow time for orderly community planning and integration of Federal assistance. GAO interviewed Air Force officials at the Pentagon, Loring Air Force Base, and Strategic Air Command Headquarters, discussed the proposed realinement with representatives of a private consulting firm, and reviewed in detail the following significant costs and savings items: military and civilian personnel cost savings, the one-time costs associated with military permanent change-of-station, and homeowner assistance. Based on the items of cost and cost avoidance examined, the Loring realinement action appears economically justified. The one-time costs associated with the reduction will be recovered in less than 1 year; recurring savings through personnel authorization reduction are expected to increase from $1 3.5 to $2 6.7 million upon completion of phase II. The costs and cost avoidances reviewed resulted in minor adjustments to three of the four items. One-time savings from military construction were not considered in payback period calculation.

Book excerpt: The proposed action involves reducing Loring AFB ME from its present strength to the level of a forward operating base. This reduction includes inactivation of the 42d Bombardment Wing and its supporting operational and maintenance squadrons. The fourteen B-52G aircraft at Loring AFB would be relocated to other bases at the rate of 1 or 2 per base. The thirty KC-135 aircraft at Loring AFB would be transferred to the Air Force Reserve. Special mission requirements including the 4000th Aerospace Application Group and the 49th Fighter Interceptor Squadron detachment (2 - F106 aircraft) would remain at Loring AFB. A strategic squadron would be activated to maintain the base as a forward operating location. Current manpower authorization at Loring AFB is 3328 military and 656 civilian positions. The proposed action would eliminate 2750 military and 465 civilian positions leaving a residual manpower of 578 military and 191 civilian positions based on maximum reliance on contractual services for base operating support. Flying operations for B-52G and KC-135 aircraft would be reduced from 354 B-52G and 671 KC-135A takeoffs, landings and go-rounds per month to zero and 25, respectively. The approximate 64 takeoffs, landings, and go-rounds per month for F-106 aircraft would be unchanged.
