Available in PDF, EPUB and Kindle. Book excerpt: Set within the context of growing political pluralism and the increasing use of new communication technologies for social mobilisation, the Institute of Policy Studies organised a national conference on civil society in November 2013. This collection of the essays that were presented at or inspired by the conference provides nuanced analyses of the development of the sector in Singapore since the Institute's first such conference held in 1998. The first section of the book discusses the different philosophies and approaches that underpin how civic activists engage with the State; the second section examines some key forces of change that are re-shaping the sector; and, the third section sets out some emerging issues facing it. Combining insights from experts and civic activists themselves, this book proposes an agenda for the future development of the civil society in Singapore.

Book excerpt: In the past two decades, research on environmental issues in East and Southeast Asian countries has mainly focused on existing institutional mechanisms of environmental management, the establishment of new environmental management structures, the introduction of incentives to improve natural capital and foster environmental protection, and the culture of environmental or "green" groups. Virtually no rigorous research has been directed into the nature and significance of the existing relationship between government and civil society in individual country studies, with specific reference to the environmental policy sector, or into how this relationship may be evolving. This book explores this connection in Singapore, and what causes it to evolve, through three case narratives. Its rationale is to address this gap in the literature from a "governance theory" perspective that focuses on state adaptation to the external environment and new forms of coordination and collaboration between government and civil society to tackle new societal problems. The application of the "governance theory" approach to specific case studies is itself a topic that deserves much greater study than what it has so far received.

It contains 50 inspiring essays written by Singaporeans and friends who share their perspectives, expertise and experience — as scientists, lawyers, economists, engineers, bankers, government officers, and civil society — all linked by a love for nature, for the environment, and for Singapore. The essays focus on the protection and preservation of Singapore's rich biodiversity (primates, colugos, otters, butterflies, dragonflies, stick-insects, birds, coral reefs, mangroves and sea grasses); efforts to save special areas (the Lower Peirce Reservoir, Chek Jawa, Sungei Buloh, the Rail Corridor and the first marine nature reserve); the contributions of NGOs (Nature Society, Herpetological Society, Waterways Watch Society); and the efforts of scholars, the government and the private sector to ensure a clean and green City in Nature, amidst the challenges of limited space and climate change.

Available in PDF, EPUB and Kindle. Book excerpt: In this age of globalization many legal experts see evidence of swift global movement toward an eventual single "world legal system." Yet, the trend to political and economic integration in some parts of the world is matched by the trend to disintegration in others, where strong cultural and political resistance to external influences exists. Asia-Pacific Legal Development traces current and prospective developments in several legal systems of the Asia-Pacific region to make sense of these trends and counter-trends. The contributing authors represent a wide variety of specialist expertise, both "public" and "private," and together they encompass the three sectors that constitute a modern system of formal law: the economic, the behavioural, and the civic. Taking into account the opinions and perspectives of both indigenous and non-indigenous experts on topics ranging from prostitution to constitutional law, the book surveys how several ASEAN nations, as well as Canada, Australia, and New Zealand, are confronting social, economic, and legal change. In the first three parts, chapters are grouped along general sectoral lines to cover economic, civic, and behavioural themes, while in the fourth, cross-sectoral contexts are addressed. With the introduction and concluding chapter, the editors provide an overall integrating framework as well as provocative insights into trends in legal development in the Asia-Pacific region, and on comparative legal research and writing in general. Asia-Pacific Legal Development is not only an exemplary model for cooperative and comparative legal research and scholarly pluralism, but also a rich study of the increasingly relevant issue of convergence and divergence of legal systems, with a unique Asian focus.

Available in PDF, EPUB and Kindle. Book excerpt: Derived from the renowned multi-volume International Encyclopaedia of Laws, this book provides ready access to legislation and practice concerning the environment in Singapore. A general introduction covers geographic considerations, political, social and cultural aspects of environmental study, the sources and principles of environmental law, environmental legislation, and the role of public authorities. The main body of the book deals first with laws aimed directly at protecting the environment from pollution in specific areas such as air, water, waste, soil, noise, and radiation. Then, a section on nature and conservation management covers protection of natural and cultural resources such as monuments, landscapes, parks and reserves, wildlife, agriculture, forests, fish, subsoil, and minerals. Further treatment includes the application of zoning and land-use planning, rules on liability, and administrative and judicial remedies to environmental issues. There is also an analysis of the impact of international and regional legislation and treaties on environmental regulation. Its succinct yet scholarly nature, as well as the practical quality of the information it provides, make this book a valuable resource for environmental lawyers handling cases affecting Singapore. Academics and researchers, as well as business investors and the various international organizations in the field, will welcome this very useful guide, and will appreciate its value in the study of comparative environmental law and policy.

Available in PDF, EPUB and Kindle. Book excerpt: Advocacy is a tricky pursuit in Singapore. Your motives can be questioned, your activities monitored, and your scope for action limited. Despite the constraints, civil society activists have persisted, finding ways to pursue their cause and to try to bring about the changes they believe important for Singapore. In 2013 a small group of civil society stalwarts set out to acknowledge the contributions of these unsung heroes. The Singapore Advocacy Awards was launched, a 3-year project that saw a total of 18 individuals and organisations being honoured. In this book, 37 activists, many of them winners of the Awards, write about their causes and discuss the strategies shaped and lessons learnt as they practise the delicate art of advocacy in Singapore. Reflecting the nature of civil society, there is a diversity of voices. Some give a more personal account, while others describe the institutional experience of advocacy work. Some essays are short and sweet, others long and detailed. They appear ordered alphabetically by the cause.

Available in PDF, EPUB and Kindle. Book excerpt: This book aims to celebrate the many contributions of Professor Tommy Koh as a Singaporean diplomat, public intellectual and social changemaker. It is an account of the ideas and ideals of an extraordinary Singaporean public servant who was not only born with the talent and ability to traverse many areas of society, but one who, when given the opportunity, had the drive and ambition to make the most of it to create a better world for Singaporeans and the global community.Experts in the various fields of endeavour and people who have worked with him examine his significant contributions in essays that are organised in four main sections: Diplomacy and International Relations; Arts, Culture and Heritage; Progressive Society; International Law; and a fifth section that features tributes contributed by his colleagues and former classmates.Set in the context of Singapore — a nation known for its socio-economic progress, its ability to punch above its own weight in international relations, as well as its increasing appreciation for heritage, the arts, and sustainable development — this book illustrates the power of the individual and sense of agency that can create the systems and structures to achieve all those things. The story of Professor Tommy Koh as captured in this book should energise other change agents to go out and create the progressive, inclusive and sustainable world they want.An inspirational collection for general readers, this book reflects the spirit of Singapore's pioneer generation whose determination and tenacity turned the nation into the modern-day miracle that Singapore is today.
