Available in PDF, EPUB and Kindle. Book excerpt: North Carolina's state constitution charts the evolution over two centuries of a modern representative democracy. In The North Carolina State Constitution, John V. Orth and Paul M. Newby provide an outstanding constitutional and historical account of the state's governing charter. In addition to an overview of North Carolina's constitutional history, it provides an in-depth, section-by-section analysis of the entire constitution, detailing the many significant changes that have been made since its initial drafting. This treatment, along with a table of cases, index, and bibliography provides an unsurpassed reference guide for students, scholars, and practitioners of North Carolina's constitution. Co-authored by Paul M. Newby, a sitting justice of the North Carolina Supreme Court, the second edition includes significant constitutional amendments adopted since the date of the first edition. Almost every article was affected by the changes. Some were minor-such as the lengthening the term of magistrates-and some were more significant, such as spelling out the rights of victims of crimes. One was obviously major: granting the governor the power to veto legislation-making North Carolina's governor the last American governor to be given that power. In addition, the North Carolina Supreme Court has continued the seemingly never-ending process of constitutional interpretation. Some judicial decisions answered fairly routine questions about the powers of office, such as the governor's clemency power. Others were politically contentious, such as deciding the constitutional constraints on legislative redistricting. And one continues to have momentous consequences for public education, recognizing the state's constitutional duty to provide every school child in North Carolina with a "sound, basic education." The Oxford Commentaries on the State Constitutions of the United States is an important series that reflects a renewed international interest in constitutional history and provides expert insight into each of the 50 state constitutions. Each volume in this innovative series contains a historical overview of the state's constitutional development, a section-by-section analysis of its current constitution, and a comprehensive guide to further research. Under the expert editorship of Professor G. Alan Tarr, Director of the Center on State Constitutional Studies at Rutgers University, this series provides essential reference tools for understanding state constitutional law. Books in the series can be purchased individually or as part of a complete set, giving readers unmatched access to these important political documents.

Available in PDF, EPUB and Kindle. Book excerpt: North Carolina has been a leader in the South and the nation since 1775, when it became "First in Freedom" by calling for its independence from British rule. Throughout its history, the state has had a reputation as a progressive force. This book offers both an assessment and an examination of the realities of the state's leadership. Analyzing a wide range of political actors and organizations, which includes the state legislature, the governor and executive branch, the judiciary, political parties, interest groups, and the media, Fleer illuminates North Carolina's rich political history, its evolving constitutional order, and its changing political culture. Although revealing a pattern of elitist paternalism in the state's political history, the book illustrates a parallel pattern of popular participation and control. Major forces of change are increasingly defining the state. These transitional factors include a significant biracial electorate, a stratified society, a diverse electorate, increasingly varied and mobilized political interest groups, a competitive political party system, and a more representative political leadership. New challenges to the state's future development are its aging population, the preparedness of its work force, the globalization of its economy, the protec-tion of its natural resources, and the education of its children for the next century. Each new political debate, policy choice, and election reminds North Carolinians of their fundamental challenge: establishing a government by enlightened and effective popular consent.

Book excerpt: The history of South Carolina Presbyterians between 1925 and 1985 covers a period of great development achieved through many difficulties in church and society. We tell the story not only of the churches belonging to the PCUS, sometimes called "southern Presbyterians," but also African-American churches and institutions in South Carolina established after the Civil War by PCUSA missionaries from the North. For all Presbyterians, events between the World Wars challenged the moral stances birthed by Protestants to build a Christian America. Women's right to vote came to the nation in 1920, but claiming equality of women's roles in mainline churches took decades of advocacy. The Great Depression engulfed the whole nation, eroding funds for churches, missions, and institutions. World War II set the scene for a great period of church expansion. When moral and cultural challenges came from the Civil Rights Movement and the war in Vietnam, the church increasingly began to face these issues and tensions, both theological and social, as they arose among the members of historic denominations. An effort began to reintegrate African-American churches into the Synod of South Carolina. As the Synod of South Carolina was taken up into a larger regional body in 1973, its more conservative churches began to withdraw from the PCUS. Many congregations began to shrink and the resources for mission diminished. In telling this story we hope to provide insights into how Presbyterians in South Carolina contributed to culture, connecting their religious life and practices to a larger social setting. May a fresh look at the recent past stir us to renewal ahead.

Available in PDF, EPUB and Kindle. Book excerpt: The institutional development of American legislatures, beginning with the first colonial assembly of 1619, has been marked by continuity as well as change. Peverill Squire draws upon a wealth of primary sources to document this institutional history. Beginning with the ways in which colonial assemblies followed the precedents of British institutions, Squire traces the fundamental ways they evolved to become distinct. He next charts the formation of the first state legislatures and the Constitutional Congress, describes the creation of territorial and new state legislatures, and examines the institutionalization of state legislatures in the nineteenth century and their professionalization since 1900. With his conclusion, Squire discusses the historical trajectory of American legislatures and suggests how they might further develop over the coming decades. While Squire's approach will appeal to historians, his focus on the evolution of rules, procedures, and standing committee systems, as well as member salaries, legislative sessions, staff, and facilities, will be valuable to political scientists and legislative scholars.
