Book excerpt: The draft Code of Recommended Practice on Local Authority Publicity is intended to give effect to the Coalition agreement commitment "to impose tougher rules to stop unfair competition by local authority newspapers", particularly by restricting the permitted number of issues to four a year. Local authorities, though, are required to account to local residents for how they take decisions and how they spend council tax revenues. They have a duty to communicate effectively enough with local residents that they have adequate awareness of how to access and use local services. The Committee found little hard evidence to support the view of the commercial newspaper industry that council publications are, to any significant extent, competing unfairly with independent newspapers at present. It believes that the provisions in the proposed Code relating to cost effectiveness, content and appearance are sufficient to deal with the excesses of certain council papers, which are in any case confined to only a very few examples. The report also considers the provision of the proposed Code which sets out to prevent local authorities from hiring 'lobbyists'. The issue of the use of public money on political lobbying is an important one which the Government should address, and the Committee recommends that the Government work with representative organisations for all tiers of local government, with the UK Public Affairs Council and the Chartered Institute of Public Relations Local Public Services Group to develop a Code of Practice for local authorities on the use of lobbyists.

Book excerpt: The Government's policy of empowering people through Community Rights to save local assets from closure, build community housing, take over local authority services and bring public land back into use has in its first two years had mixed results. The Rights - to Bid, to Build, to Challenge and to Reclaim Land - have generated some successes, with a small number of community groups being able, for example, to use the Community Right to Bid to stop valued local assets such as the local pub being sold for redevelopment. But limitations have also been exposed. The Community Right to Build is too complicated; the Community Right to Challenge, which triggers a tendering exercise to run a local service, risks damaging relations between communities and local government and is a gamble for groups wanting to run a local service as they may be outbid; and the Community Right to Reclaim Land has hardly been used. The Committee wants to see the Rights improved so that local people have more say over what happens to the land, buildings and services in their area. The Government should: enhance the Community Right to Bid by increasing from six to nine months the time people have to bid to buy a local asset; make it easier to remove or restrict the "permitted development" exemption from planning control when an asset has been listed as having Community Value; and make an asset's status as an Asset of Community Value a material consideration in all but minor planning applications.

Book excerpt: The Committee invited submissions on how the National Planning Policy Framework (NPPF) has worked in practice since it came into operation in April 2012. The evidence to this inquiry has highlighted a number of emerging concerns: that the NPPF is not preventing unsustainable development in some places; that inappropriate housing is being imposed upon some communities as a result of speculative planning applications; and that town centres are being given insufficient protection against the threat of out of town development. These issues do not, however, point to the need to tear up or withdrawn the NPPF; rather they suggest a need to reinforce its provisions and ensure it does the job it was intended to do.

Book excerpt: The Committee decided to examine the local media landscape in the UK as it was very much aware of the challenges facing local and regional newspapers, including the impact of the recession and structural changes within the industry, which have resulted in a significant downturn in advertising revenues, a growing number of job cuts and newspaper title closures. These pressures have also had a serious impact on local commercial radio stations and regional television. Traditional media platforms also face the reality of changing consumer behaviour with people increasingly using the internet as their source of information. The report examines the following issues: the impact on local media of recent and future developments in digital convergence, media technology and changing consumer behaviour; the impact of newspaper closures on independent local journalism and access to local information; how to fund quality local journalism; the appropriateness and effectiveness of print and electronic publishing initiatives undertaken directly by public sector bodies at the local level; the role and effects of search engines and online content aggregators on local media; the future of local radio and television news; the desirability of changes to the regulatory framework for print and electronic local media, including cross-media ownership and merger regulations; the opportunities and implications of BBC partnerships with local media; the extent of plurality required in local media markets; incentives for investment in local content; opportunities for 'hyper-local' media services.

Book excerpt: In the UK's current climate of budget cuts and policy changes, local government officials need to be aware of best practice in both broadcasting their services and responding to crises in their communities. Meanwhile, changes in the media - from the rise of social media, to web access for older consumers - present new challenges for local councils about how to best convey their key messages and protect their 'brand'. Full of expert advice, tools and case studies from a variety of sources, PR and Communication in Local Government and Public Services is a practical reference guide to delivering professional public relations for both communications and the delivery of local services. It offers a detailed analysis of the issues that are unique to this challenging and fast-moving environment, whilst reinforcing the importance of effective and meaningful communication to both local democracy and the planning and delivery of quality services. PR and Communication in Local Government and Public Services is also supported by a range of online resources, including case studies, appendices, and a bonus chapter on local authority publicity. About the PR in Practice series: Published in collaboration with the Chartered Institute of Public Relations (CIPR), the PR in Practice series comprises accessible, practical introductions to day-to-day issues of public relations practice and management. Book excerpt: This report finds that the Government's desire to deliver localism is neither supported consistently across Whitehall nor implemented coherently by each department of state. MPs warn that the Minister for Decentralisation will need to bring coherence, rigour and clear priorities to the Government's programme. The MPs call for a more explicit statement about where the dividing line will be drawn between a central, light-touch framework for local services and unwarranted interference from ministers in local affairs. So far the Government has shown itself all too eager to impose its preferences on local decision-making. Ministers have also introduced policies that circumvent rather than empower local government: elected police commissioners, free schools, academies and health service reform, threaten to fragment rather than integrate delivery of better public services at local level. As devolution proceeds, the manner in which local decisions are taken come under greater scrutiny. Any reduction in the inspection and performance management required by Whitehall must be accompanied by stronger local democratic accountability. Broadening the provider base for public services is an important plank of the government's decentralisation agenda, but it remains unclear how far the 'Big Society' can expand to take on services and functions shed by statutory bodies. Localism should not be adopted purely as a way to curb public sector costs not least because the financial benefits of more tailored services may not offset the loss of efficiencies of scale. Stimulating greater democratic participation and civic activism will itself cost money if it is to be successful and sustainable.

Book excerpt: This Draft Local Audit Bill, sets out the government's vision for the future of local audit. It has been designed to implement the government's commitment to disband the Audit Commission and re-focus audit on helping local people hold their councils and other local public bodies to account for local spending decisions. The aim of this new draft bill is to develop a locally focused audit regime, but one still retaining a high quality of audit of local government spending. The government views the current audit arrangements for local public bodies as inefficient and unnecessarily centralised, which has created a system of weak cost incentives and therefore become too focused on reporting to central government and not local people. The new audit framework will also allow bodies to appoint their own auditors from an open and competitive market. The Bill also gives new responsibilities to the Financial Reporting Council, which will act as the overall regulator for auditors; the National Audit Office, which will set the code of audit practice; and the professional audit bodies will also have a role in regulating and monitoring audits.

Book excerpt: The purpose of the report is to distil experience from this parliament and to assist the new committee in the next parliament. It considers how the Committee approached its work, the way it has used research and how this might be strengthened, and its own assessment of performance against the core tasks set by the Liaison Committee. It then suggests some matters the new committee might consider examining in the next Parliament. These include both 'unfinished business', topics the Committee looked at over the Parliament to which the successors might wish to return, and new developments, which the Committee considers will emerge as major issues over the next five years.

Book excerpt: This report follows up our November 2014 report on child sexual exploitation in Rotherham and covers two matters: the role of Ofsted and Louise Casey's inspection report on Rotherham. It is clear that the inspection arrangements that Ofsted had in place from 2007, when it became responsible for inspecting children's services at Rotherham, failed to detect either the evidence, or the knowledge within the council, of large-scale child sexual exploitation. The structured inspection method used at that time to inspect local authorities' children's services was designed by Ofsted and did not focus on child sexual exploitation. The result was a lack of intelligence and understanding in Ofsted's handling of Rotherham. Child sexual exploitation was missed as was the superficiality of Rotherham's response to inspection findings and its dysfunction. The Committee found Louise Casey's report on her inspection of Rotherham to be penetrating and instructive. It not only confirmed the dreadful findings in the Jay Report but, what was worse, revealed that Rotherham Council was in denial about child sexual exploitation.
