[Author] This limits the potential for scaling innovations such as the ‘Super Seeder’, a machine that sows wheat directly in the rice stubble, replacing the common practice of burning it. [Author] The study was conducted in September and October 2022 as part of the global TAP-AIS project coordinated by FAO’s Office of Innovation and funded by the European Union’s DeSIRA initiative. [Author] The seven innovation case studies were nominated by key organizations under three thematic area: digital transformation, product innovation and service innovation. [Author] A desk review, focus group discussions, key informant interviews and a self-assessment questionnaire was used to collect data. [Author] Major gaps identified included, among others: i) Innovation actors have limited organizational support and ability to initiate collaboration and engage in networking with other actors for the purposes of market formation and scaling innovation; ii) Collaboration was not pursued for all stages of innovation, that is, from innovation development to innovation scaling; and iii) A supply-driven approach tends to be used for innovation development and scaling, rather than a market-driven approach. Book excerpt: Pakistan is highly dependent on irrigated agriculture for employment, income generation and food security—around 90 percent of all food production relies on either surface or groundwater irrigation. The growing dependence of agriculture but also industries and the drinking water sector on groundwater has led to the overexploitation of groundwater resources and, in some areas, to the deterioration of groundwater quality. Fiscal incentives for solarization of irrigation/drinking water pumps are likely to further increase water withdrawals and make water governance more complex. To understand the perspectives of groundwater users, a qualitative study was conducted in the alluvial groundwater systems of Punjab as well as the hard rock systems of Balochistan. Interviews with key informants at federal, provincial, and district level were also conducted to capture insights from additional decisionmakers affecting groundwater management and governance. The study identified a series of challenges around groundwater management and use, including overexploitation of groundwater resources, worsening groundwater quality raising serious health challenges, lack of communities’ participation in decision making, particularly women, non-availability of actionable data, weak enforcement of laws and regulations relating to groundwater governance, and partisan decision-making driven by political influentials and local bureaucracies. Solarization of irrigation pumps without proper regulatory and monitoring framework is expected to exacerbate groundwater extraction and accelerate water stress. The study strongly suggests an urgent need for not only integrated water management at all levels with equitable distribution of water resources but also to engage local communities and other stakeholders, including women in water conservancy awareness campaigns, groundwater quality monitoring, and decision-making. Moreover, the management and governance of water, particularly groundwater, must be insulated from political and partisan decision making. It is equally important to look at the quality of groundwater from a wider prism, considering health and water supply, sanitation and hygiene to address the increase in water borne diseases.

The publication provides analysis with evidence on how mountain agriculture could contribute to satisfying all four dimensions of food security, to transform food systems to be nutrition-sensitive, climate-resilient, economically-viable and locally adaptable. From this food system perspective, the priority should be given to focus on specialty mountain product identification (e.g. Future Smart Food), production, processing, marketing and consumption, which would effectively expose the potential of mountain agriculture to contribute to Zero Hunger and poverty reduction. Instead, a new Ministry of National Food Security and Research was established1 for better execution of un-devolved functions as well as attaining and maintaining national food security. The functions assigned to the new Ministry are at Annex-1. This devolution of re-sponsibilities to provinces led to increased attention to agriculture2 with a common notion that there is a significant untapped potential for economic growth and employment creation associ-ated with productivity improvement of traditional crops and importantly diversification to-wards high-value and climate smart agriculture, including livestock, and post-harvest value addition. Unlocking this potential for all these components requires a transformative approach that would include major policy reforms, institutional changes, and a re-orientation of public resources away from wasteful subsidies to smart subsidies and productive public investments.
