Flush with cash from oil and gas development, the Soviets came closest to matching the United States in strategic power than at any other point in the Cold War, threatening to make the U.S. land-based missile force vulnerable to a first strike. By most reckonings the Kremlin also surpassed the West in conventional arms and forces in Central Europe, creating a direct threat to NATO. In response, Brown, a nuclear physicist, advocated for the development of more technologically advanced weapon systems to offset the Soviet military advantage, but faced Carter's efforts to reign in the defense budget. Eventually the secretary, backed by the JCS, the national security adviser, and key members of Congress, persuaded a reluctant Carter to increase defense spending for the last two years of his term. As a result weapons development such as stealth technology, precision-guided bombs, and cruise missiles went forward. These initiatives and more provided a head start for the acclaimed Ronald Reagan revolution in defense. As the author points out, there was more continuity than contrast in defense policy between Carter and Reagan. The book also highlights Brown's policymaking efforts and his influence on Carter as the administration responded to international events such as the Middle East peace process, the Iran revolution and hostage crisis, the rise of radical Islam, negotiations with the Soviets over arms limitations, the Soviet invasion of Afghanistan, and the creation of a new security framework in the Persian Gulf region. Book excerpt: This book grew from an opportunity to study a third world air force fighting an externally supported insurgency. The players were the Royal Moroccan Air Force and the Polisario, the latter trying to wrest control of the Western Sahara from the Kingdom of Morocco. The United States has also been a player in the Morocco-Polisario war as the source of much of Morocco's war material, especially the weapons used by the Royal Moroccan Air Force. Help from the United States was especially important when the Polisario deployed Soviet-built SA-6 surface-to-air missiles to counter the growing effectiveness of the Royal Moroccan Air Force. For many reasons, the United States and the US Air Force were not able to assist the Moroccans effectively. The Morocco-Polisario-US scenario that provides the basis for this study was a tiny aspect of the US foreign and military policy in the early 1980s. But it shows a political-military problem that deserves a good deal of thought now. That problem simply stated is: How is the United States going to exert political-military influence in the third world during the next twenty years? Clearly, overall US influence in the third world will be a combination of political, military, economic, and social activity. But the military, in many cases, will be the most visible form of assistance, and one upon which the recipient nation will depend for immediate results. Are the military components as instruments of national policy able to act effectively in the third world? If not, what needs to be done? The US Air Force (and the other services) needs to consider the question of effective assistance to third world countries as part of a basic shift in strategic thinking. Our primary strategic planning effort has been to insert large numbers of US ground and air forces into an area such as the Persian Gulf to accomplish our policy objectives. That planning effort must continue, but with the understanding that inserting a major US force in any third world region is extremely unlikely, both for domestic political reasons and because potential host nations are reluctant to support large US forces. Our primary strategic focus for planning needs to shift to providing effective leverage for third world friends and allies. That leverage can be in the form of arms sales, training, doctrine, or even small specialized forces. But providing leverage depends on effective planning that builds the data base which allows us to pinpoint the host country's needs and capabilities. Developing that kind of expertise in the USAF, and in the other services, will be a difficult and frustrating long-term proposition. The Air Force must recognize the need for a change and must act upon it. Planning to exert effective political-military influence in the third world may not be a glamorous task, but it will be the name of the game for the next twenty years and beyond. This book offers some ideas in that regard.

Book excerpt: This book examines U.S. foreign policy decision-making and conduct from a psychological perspective that focuses on the structures as well as the content of mental images held collectively and individually by the foreign policy elite. Two case studies, arms sales to Morocco in the context of the Western Sahara war and liquefied natural gas contracts with Algeria, are used to illustrate the usefulness of this perspective. The methodological tool used is of Cognitive Mapping, which consists of reconstructing mental images relevant to the issues examined by way of a sophisticated method that dissects policy statements, breaks them down into concepts with causal linkages, and then feeds them into a computer program that uncovers important characteristics for each image. The author then makes interesting inferences linking these technical characteristics of cognitive maps, or images, to policy orientations and action. The case studies analyzed with this method relate to U.S. foreign policy with regard to North Africa. The author tries to find answers to a set of empirical questions that have not often been addressed: Why have U.S. foreign policy makers ignored North African countries for so long in spite of their strategic location and natural resources? Why do radical images persist when there have been opportunities to negotiate rationally with the countries of that region? And why did the U.S. government reverse itself in 1979 when it decided to sell offensive weapons to Morocco in spite of U.S. and international restrictions, and in spite of some obvious potential negative effects of these sales on regional conflicts and on U.S. standing in the area? Also, why did the biggest economic deal the U.S. has ever had with a Third World country (Algeria) fail as soon as President Reagan came into office? These empirical questions are tackled along with theoretical concerns dealing with the subjective domain of foreign policy making. The framework used for the analysis of the historical data and the interviews conducted yielded interesting conclusions as to how foreign policy makers viewed the North African region, its countries, and the issues at stake. The methodology used explains, through simple graphs and indices of complexity and simplicity of mental structures, how situations were defined and responded to by various U.S. administrations. The results show how unconscious thought processes and specific categories of cognitive structures may affect the choice of a policy alternative, and demonstrate the role of images as intervening variables between the international environment and state behavior. This book should appeal to students and scholars of foreign policy, international relations, negotiations, and North African politics. Political scientists interested in computer modeling will also find in it interesting propositions.
