Book excerpt: "As directed by the Fishery Conservation and Management Act of 1976 (P.L. 95-265) the North Pacific Fishery Management Council is preparing fishery management plans for those fisheries within its area of jurisdiction. This document was the first of the plans to be completed by the Council since its formation in October, 1976. The Fishery Management Plan for the Gulf of Alaska Groundfish Fishery was developed by a multi-agency team composed of members from the National Marine Fisheries Service, the Alaska Department of Fish and Game, the International Pacific Halibut Commission and the University of Washington. It was approved by the North Pacific Fishery Management Council on September 24, 1977, for submission to the Secretary of Commerce. Regulations to implement this plan were published on the same date. It was approved by the Secretary of Commerce and published in the Federal Register on April 21, 1978. The Plan has been amended seven times, beginning December 1, 1978 (Amendment 1 implemented) and most recently, November 1, 1979 (Amendment 7 implemented). An explanation of these amendments is attached."-- from page 1.

Book excerpt: This EA/RIR/IRFA analyzes the impacts of four alternatives to close specific areas of the Central Gulf of Alaska Regulatory Area (Central GOA) to the use of trawl gear and pot gear or as a suboption, in lieu of a closure to require additional observer coverage in these areas. Based on the Council's recommendation, NMFS determined that increased observer coverage in specific areas of the Central GOA would interfere with the goals and objectives of the restructured observer program and is not necessary. The intent to improve Tanner crab bycatch information is addressed in the restructured observer program, which was implemented in 2013. The Council's preferred alternative is to close a portion of Marmot Bay northeast of Kodiak Island to the use of trawl gear, except for the use of pelagic trawl gear to target pollock. The Council's preferred alternative for the Marmot Bay Protection Area trawl closure will be combined with the Council's preferred alternative requiring modified nonpelagic trawl gear to be used when targeting flatfish in Central Gulf of Alaska Regulatory Area to form a suite of management measures for the protection and conservation of Tanner crab and reduce the potential for adverse impacts by nonpelagic gear on benthic habitat.

These regulations modify halibut prohibited species catch (PSC) management in the Gulf of Alaska (GOA) by establishing halibut PSC limits for the GOA in Federal regulation and reducing the GOA halibut PSC limits for the trawl and hook-and-line gear sectors. The reduction to the trawl gear PSC limit also proportionately reduces a subset of trawl halibut PSC limits (also called sideboard limits) for American Fisheries Act, Amendment 80, and Central GOA Rockfish Program vessels. These regulations also incorporate three measures to minimize adverse economic impacts on fishing industry sectors. First, the reductions for these sectors will be phased-in over 3 years. Second, this action allows the Amendment 80 sector to roll over unused halibut PSC sideboard limits from one season to the subsequent season. Third, this action combines management of the deep-water and shallow-water halibut PSC limits from May 15 to June 30, which allows the aggregate halibut PSC limit to be used in either the deep-water or shallow-water fishery. This action is intended to promote the goals and objectives of the Magnuson-Stevens Fishery Conservation and Management Act, the FMP, and other applicable laws.
