The purpose of scrutiny is to make the government's financial decisions transparent, to give those outside Parliament opportunity to comment, to have the opportunity to influence the Government's financial decisions and to hold the Government, departments and other public bodies to account. The complexity of the Government's financial system is a major problem. There are: departmental budgets determined in spending reviews; estimates; and resource accounts. Complicated reconciliations are needed to relate one to another. The Treasury has started an Alignment Project which should improve consistency and continuity between these three types of document. Parliament is not receiving the information required for effective scrutiny. Financial reporting to Parliament should: include the information that departmental managers use to monitor performance, rather than just financial control and audit information; enable an overall view of planned expenditure; highlight the information which is significant; relate the information to objectives and to what is achieved by spending the money; identify key risks; use graphs; be provided in good time; use plain English; and enable as assessment of the quality of financial management. The Committee makes specific proposals based on these principles. Select committees and the House should, together, engage with financial issues before the Government makes decisions. The House should take back the right to debate and vote on individual government programmes or items of expenditure, and more than three days a year (the current allotment) should be made available for this purpose.

Available in PDF, EPUB and Kindle. Book excerpt: Canada's parliamentary system has been characterized as "executive-dominant," with governance focused on the "centre," and scholars have paid little attention to the legislature and its members. But members of Parliament are, in fact, primary actors in governance. Constituency Influence in Parliament illuminates how MPs, in their pursuit of various goals in the legislature, play an important representative role in shaping policy. This critical volume offers the first full-scale examination of the rules and conduct of parliamentary Private Members' Business and of the electoral and policy motivations of those who hold the country's highest elected office. Kelly Blidook offers a thought-provoking assessment of the representational and policy dynamics that exist within the Canadian institutional structure. His examination of what MPs do, why they do it, and what effect it has, serves to resurrect the relevance of Canada's Parliament.

This book was released on 2011-03-30 with total page 86 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this report, the Justice Committee examines the Government's proposed reform of legal aid. The proposals are intended to reduce by £350 million a year the cost of the system (which, with expenditure of more than £2 billion annually, is one of the most expensive in the world) at a time when the Ministry of Justice has to reduce its overall spending by almost a quarter. Certain areas of law will fall outside the scope of legal aid, with some being removed in their entirety, which includes family law, though not domestic violence. The Committee is unconvinced that using domestic violence as a proxy for the most serious cases is advisable and calls on Government to look at other ways legal aid can be focussed on the most serious family law cases. The Committee does welcome the Government's support for mediation services in family cases, but does not see this as a panacea. Further work needs to be done on how difficult and unresolved cases can be dealt with if legal aid is not available. The implementation of the proposals regarding family law should not happen before the Family Justice Review Panel has produced its full report. Cost reduction is achievable through public bodies, such as the Department for Work and Pensions, getting their decisions right first time and avoiding expensive court and tribunal cases. The Committee also thinks that the Government should reconsider whether legal aid should be available for certain types of judicial review. There is a degree of consensus amongst all political parties that the cost of legal aid needs to be reduced, but it is imperative that there is a careful assessment of the impact of the proposed changes on those people most dependent on legal aid. The Government needs to refine its proposals further before introducing a major change in the way the accessibility of the justice system has come to be viewed.

Available in PDF, EPUB and Kindle. Book excerpt: Rationalizing Parliament examines how institutional arrangements in the French Constitution shape the bargaining strategies of political parties. Professor Huber investigates the decision by French elites to include in the Constitution legislative procedures intended to "rationalize" the policy-making role of parliament and analyzes the impact of these procedures on policy outcomes, cabinet stability, and political accountability. Through its use of theories developed in the American politics literature, the study reveals important similarities between legislative politics in the United States and in parliamentary systems and the shortcomings in conventional interpretations of French institutional arrangements.
