Available in PDF, EPUB and Kindle. Book excerpt: Latin America underwent two major transformations during the 2000s: the widespread election of left-leaning presidents (the so-called left turn) and the diffusion of conditional cash transfer programs (CCTs)—innovative social programs that award regular stipends to poor families on the condition that their children attend school. Combining cross-national quantitative research covering the entire region and in-depth case studies based on field research, Human Capital versus Basic Income: Ideology and Models for Anti-Poverty Programs in Latin America challenges the conventional wisdom that these two transformations were unrelated. In this book, author Fabián A. Borges demonstrates that this ideology greatly influenced both the adoption and design of CCTs. There were two distinct models of CCTs: a “human capital” model based on means-tested targeting and strict enforcement of program conditions, exemplified by the program launched by Mexico’s right, and a more universalistic “basic income” model with more permissive enforcement of conditionality, exemplified by Brazil’s program under Lula. These two models then spread across the region. Whereas right and center governments, with assistance from international financial institutions, enacted CCTs based on the human capital model, the left, with assistance from Brazil, enacted CCTs based on the basic income model. The existence of two distinct types of CCTs and their relation to ideology is supported by quantitative analyses covering the entire region and in-depth case studies based on field research in three countries. Left-wing governments operate CCTs that cover more people and spend more on those programs than their center or right-wing counterparts. Beyond coverage, a subsequent analysis of the 10 national programs adopted after Lula’s embrace of CCTs confirms that program design—evaluated in terms of scope of the target population, strictness of conditionality enforcement, and stipend structure—is shaped by government ideology. This finding is then fleshed out through case studies of the political processes that culminated in the adoption of basic income CCTs by left-wing governments in Argentina and Bolivia and a human capital CCT by a centrist president in Costa Rica.

Available in PDF, EPUB and Kindle. Book excerpt: One of the most fundamental questions for social scientists involves diffusion events; simply put, how do ideas spread and why do people embrace them? In Diffusion of Good Government: Social Sector Reforms in Brazil, Natasha Borges Sugiyama examines why innovations spread across political territories and what motivates politicians to adopt them. Sugiyama does so from the vantage point of Brazilian politics, a home to innovative social sector reforms intended to provide the poor with access to state resources. Since the late 1980s, the country has undergone major policy transformations as local governments have gained political, fiscal, and administrative autonomy. For the poor and other vulnerable groups, local politics holds special importance: municipal authorities provide essential basic services necessary for their survival, including social assistance, education, and health care. Brazil, with over 5,000 municipalities with a wide variety of political cultures and degrees of poverty, thus provides ample opportunities to examine the spread of innovative programs to assist such groups. Sugiyama delves into the politics of social sector reforms by examining the motivations for emulating well-regarded programs. To uncover the mechanisms of diffusion, her analysis contrasts three paradigmatic models for how individuals choose to allocate resources: by advancing political self-interest to gain electoral victories; by pursuing their ideological commitments for social justice; or by seeking to demonstrate adherence to the professional norms of their fields. Drawing on a mixed-method approach that includes extensive field research and statistical analysis on the spread of model programs in education (especially Bolsa Escola, a school grant program) and health (Programa Saúde da Família, a family health program), she concludes that ideological convictions and professional norms were the main reasons why mayors adopted these programs, with electoral incentives playing a negligible role.

In doing so it outlines that, far from being the exception, ambiguity and timing are integral parts of every comparative explanation of the policy process.

Available in PDF, EPUB and Kindle. Book excerpt: This comprehensive volume is a three-part study of whether the Chinese political system has maintained a significant degree of regime legitimacy in the context of rising domestic discontent, in particular the popular protests against socio-economic inequality and environment degradation. Part I presents the scholarly debate on the theoretical refinement and empirical measurement of regime legitimacy in contemporary China. Part II focuses on the challenges to regime legitimacy of the increasingly widespread popular protests and civil activism. Part III examines the regime’s responses to these challenges, including coercive repression, adaptation, and economic performance. This book finds that, while repression can hardly stop popular protests – and often backfires – economic performance legitimacy is increasingly difficult to be maintained. The only way out is the adaptation to the changing domestic and international environment. The chapters in this collection were originally published in the Journal of Contemporary China.
