Book excerpt: In the highly acclaimed bestselling A Call to Action, President Jimmy Carter addresses the world’s most serious, pervasive, and ignored violation of basic human rights: the ongoing discrimination and violence against women and girls. President Carter was encouraged to write this book by a wide coalition of leaders of all faiths. His urgent report covers a system of discrimination that extends to every nation. Women are deprived of equal opportunity in wealthier nations and “owned” by men in others, forced to suffer servitude, child marriage, and genital cutting. The most vulnerable and their children are trapped in war and violence. A Call to Action addresses the suffering inflicted upon women by a false interpretation of carefully selected religious texts and a growing tolerance of violence and warfare. Key verses are often omitted or quoted out of context by male religious leaders to exalt the status of men and exclude women. And in nations that accept or even glorify violence, this perceived inequality becomes the basis for abuse. Carter draws upon his own experiences and the testimony of courageous women from all regions and all major religions to demonstrate that women around the world, more than half of all human beings, are being denied equal rights. This is an informed and passionate charge about a devastating effect on economic prosperity and unconscionable human suffering. It affects us all.

Book excerpt: This joint venture between ICOMOS, the advisory body to UNESCO on cultural sites, and the International Astronomical Union is the second volume in an ongoing exploration of themes and issues relating to astronomical heritage in particular and to science and technology heritage in general. It examines a number of key questions relating to astronomical heritage sites and their potential recognition as World Heritage, attempting to identify what might constitute "outstanding universal value" in relation to astronomy. "Heritage Sites of Astronomy and Archaeoastronomy--Volume 2" represents the culmination of several years' work to address some of the most challenging issues raised in the first ICOMOS-IAU Thematic Study, published in 2010. These include the recognition and preservation of the value of dark skies at both cultural and natural sites and landscapes; balancing archaeoastronomical considerations in the context of broader archaeological and cultural values; the potential for serial nominations; and management issues such as preserving the integrity of astronomical sightlines through the landscape. Its case studies are developed in greater depth than those in volume 1, and generally structured as segments of draft nomination dossiers. They include seven-stone antas (prehistoric dolmens) in Portugal and Spain, the thirteen towers of Chankillo in Peru, the astronomical timing of irrigation in Oman, Pic du Midi de Bigorre Observatory in France, Baikonur Cosmodrome in Kazakhstan, and Aoraki-Mackenzie International Dark Sky Reserve in New Zealand. A case study on Stonehenge, already a World Heritage Site, focuses on preserving the integrity of the solstitial sightlines. As for the first ICOMOS-IAU Thematic Study, a international team of authors including historians, astronomers and heritage professionals is led by Professor Clive Ruggles for the IAU and Professor Michel Cotte for ICOMOS.

Available in PDF, EPUB and Kindle. Book excerpt: Although the emirate’s economic growth can be primarily attributed to its vast hydrocarbons resources, it has also made progress diversifying into new sectors such as manufacturing, tourism, aerospace, defence, finance and logistics. In addition to its economic investments, Abu Dhabi has also made major contributions to social welfare as well as infrastructure, which has been identified as the bedrock for future growth. The government has played a key role in the expansion of the security, aerospace and defence industry over the past decade in an effort to strengthen the UAE’s defence capabilities and as a means of boosting economic diversification. Despite challenges such as a high level of regional competition, most local defence and aviation firms expect to see continued expansion for years to come. The evidence suggests that the emirate has succeeded in nurturing new economic sectors and is on track to meet its goals. The oil and gas sector accounted for 56.5% of Abu Dhabi’s GDP at current prices in 2012, followed by construction (9.6%), manufacturing (5.9%) and real estate (4.4%).

Book excerpt: Water is vital for life, and its availability has been a concern for mankind throughout the ages. Its presence has always been ascertained in a variety of ways and the development of human society everywhere is connected with various forms of water management. Man also needed to manage water to find protection from its dangers and the need for that is increasing. In the coming decades, the impact of climate change is expected to intensify floods and droughts, affect groundwater resources, raise sea levels, increase pollution and enhance the frequency and magnitude of disasters. Societies around the world are challenged to adapt to these threats to ensure water security, economic prosperity and environmental and cultural sustainability. This book deals with the heritage of water management and the use that was made of water, as well as the impact of water management on heritage. An example of the former may be an ancient irrigation system in the Filipines or in the Middle East that still functions today, while the latter may reflect the importance of maintaining groundwater levels for the preservation of organic remains on archaeological sites or of wooden piles underneath standing buildings. In either case the papers in this book reflect the dynamic nature of water, and hence the equally dynamic relation between water management and heritage. This publication follows up on a Heritage and Water conference in Amsterdam, the first of its kind. Its main purpose is to credibly present the importance and value of heritage and historical experience for water and sustainable development, and vice versa, present the importance of water management for the protection of heritage. It presents evolving insights and concepts about Water and about Heritage from a variety of disciplines, policy and public perspectives illustrated with cases studies and aims to connect decision makers with experts such as engineers, archaeologists, historians, geographers, ecologist and landscape architects

Book excerpt: This volume, first published in 1987, is devoted to a discussion of interrelations of the economic base with the cultural, social and political structures, and of its impact on the state. The ‘rentier states’ of the Middle East, which derive a substantial part of their revenue from foreign sources in the form of rent, largely oil revenues, face the same basic problem, the challenge of transforming their economies to give increased strength to productive activity and rely on its progress to increase state revenue from domestic sources. This book, Volume Two in the Nation, State and Integration in the Arab World research project carried out by the Istituto Affari Internazionali, examine the issue of the modernization of rentier states’ public finance, which may well entail important modifications in their domestic politics.

Book excerpt: It has often been argued that Arab states are arbitrary political creations, lacking historical or present legitimacy. This book, first published in 1990, provides a different picture of ‘the Arab state’, drawing on historical, economic, philosophical and sociological perspectives to give a balanced and convincing view of the complex reality of contemporary Arab politics. The contributors, from the Arab countries, from Europe and the United States, investigate the roots of the nation state in the Arab world, evaluating in particular the economic bases of individual states. They discuss the evolution of Arab societies and the way this is reflected in different states, and examine the problems of domestic and international integration in the Arab context. Original and comprehensive in its findings, this is an essential text on the fundamental political structure of the Arab world. Its interdisciplinary breadth makes possible an entirely new reading of the political reality of the Middle East.

Available in PDF, EPUB and Kindle. Book excerpt: States make war, but war also makes states. As Publishers Weekly notes, “Porter, a political scientist at Brigham Young University, demonstrates that wars have been catalysts for increasing the size and power of Western governments since the Renaissance. The state’s monopoly of effective violence has diminished not only individual rights and liberties, but also the ability of local communities and private associates to challenge the centralization of authority. Porter’s originality lies in his thesis that war, breaking down barriers of class, gender, ethnicity, and ideology, also contributes to meritocracy, mobility, and, above all, democratization. Porter also posits the emergence of the “Scientific Warfare State,” a political system in which advanced technology would render obsolete mass participation in war. This provocative study merits wide circulation and serious discussion.”

Available in PDF, EPUB and Kindle. Book excerpt: According to legend the Constantinian Order is the oldest chivalric institution, founded by Emperor Constantine the Great and governed by successive Byzantine Emperors and their descendants. While this chronology was supported by multiple writers even into the twentieth century, it has little historical basis. Nonetheless, the Angeli, Farnese and Bourbon families which held the Grand Mastership could legitimately claim Byzantine imperial descent, albeit in the female line, and the Order’s cross replicates that seen by Constantine in the vision recorded by both Lactantius and Eusebius, writing very soon after Maximian’s defeat at the battle of the Milvian Bridge. The Order’s emergence in the middle of the sixteenth century, when Christian Europe was under assault from a militant Ottoman empire, gained Papal support almost immediately and by the end of the seventeenth century the Order had mem-bers across the Italian peninsular, in Spain, Bavaria, Austria and Bohemia, Croatia and Poland. Today the majority of the Order’s members are found in Italy and Spain but there are also members in Portugal, France, Belgium, Great Britain and Luxembourg, with smaller groups in the Netherlands, Germany and Sweden as well as an expanding membership in the United States. This work examines the conversion of Constantine and the histories of the Angeli, Farnese and Bourbon Grand Masterships, with extensive reference to hitherto unpub-lished documents in the Vatican archives and in the Farnese and Bourbon archives in Naples. These serve to confirm the close relationship the Order had with the Church and the high regard in which it was held by successive Popes, as well as its autonomy as a subject of canon law independent from any crown or temporal sovereignty. This unique status has enabled its hereditary Grand Masters to maintain this dignity after the absorption of the former Kingdom of the Two Sicilies into a united Italy. The Order’s autonomy, coupled with the Grand Master’s close links to the Spanish Crown, has meant that Spanish and Italian citizens (as well as the citizens of several other states which have accorded the Order recognition) may obtain official permission to wear the Order’s decorations. 2018 is the three hundredth anniversary of the Papal Bull Militantis Ecclesiae which confirmed and approved the previous Papal acts concerning the Order and laid out the rights and privileges of the Order, its Grand Masters and members. In the early 20th century Pope Saint Pius X and Benedict XV conferred further privileges on the Order, ap-proving the statutes, while the then future Pope Pius XII had been admitted to the Order in 1913. Today the Order is engaged in works of charity, in conformity with the Church’s teachings, and includes among its members some thirteen Cardinals as well as some thirty members of reign-ing or former reigning families.
