It is undeniable that a basic and essential challenge for all transition economies is still the attraction of investment and, in particular, long-term investment. The aim of this publication is to outline and discuss structure, strategies and aims of investment promotion, and to help already existing investment promotion agencies (IPAs) to define a more targeted and clearer direction of their work. The papers presented in the guide are intended to give an overview of foreign direct investment (FDI) flows, the role of IPAs and the everyday problems these agencies face. This volume is part of a series on trade and investment guides to assist economies in transition, as well as economic actors in other countries, to become familiar with best practices in the areas of trade, investment and related legal and commercial practices.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the transformation of the state in Central and Eastern Europe since the end of communism and adoption of market oriented reform in the early 1990s, exploring the impact of globalization and economic liberalization on the region’s states, societies and political economy. It compares the different policies and national strategies adopted by key Central and Eastern European states, including the Czech Republic, Poland, Hungary and Slovakia, showing how initial internally oriented strategies of market reform, privileging domestic sources of investment, had by the late 1990s given way to externally oriented strategies emphasising the promotion of competitiveness by attracting foreign investment. It explores the reasons behind this convergence, considering the influence of internal and external forces, and the roles of interests, institutions and ideas. It argues that internationalization of the state is forged in the processes through which domestic groups linked to transnational capital attain domestic influence necessary to shape state policy and strategy. These groups — the comprador service sector in particular — constitute and organize political, social and institutional support of the competition state in the region. Overall, this book not only provides a detailed account of the political economy of post-communist transformation in Central and Eastern Europe, but also the processes by which states adapt to the forces of globalization.

It highlights global trends and patterns, and explores related policy challenges all with a special focus on the countries in Central, Eastern and South-Eastern Europe. The book cuts through the existing data fog by offering a wide range of up-to-date academic findings and institutional expertise. Those findings are rounded off with lessons to be learned from historical developments (Ireland s success story), an evaluation of current trends (the role of China) and an investment promotion agency policy for attracting sustainable investment (CzechInvest). Contributions made by central bank officials, institutional representatives, members of academia and professionals provide for a uniquely complementary view on FDI developments and their implications. At a time of big changes in the FDI landscape, this book offers both empirical and econometric evidence on foreign direct investment and will be of great interest to economists and other experts in the fields of economic policy and European integration from central, commercial and investment banks, governments, international organizations, universities and research institutes. The special focus on FDI will attract those interested in, or directly involved in tackling the challenges of attracting sustainable investment or investing successfully abroad.

Available in PDF, EPUB and Kindle. Book excerpt: Cross-Border Investing: The Case of Central and Eastern Europe offers a view that reflects two main hypotheses: -You cannot understand foreign direct investment (FDI) trends and developments unless you understand the company's motives to invest, -You cannot understand a company's cross-border investment decision-making unless you understand what the investment area offers. This is the reason why this text builds up a relationship between the world of companies' decision-makers and that of the policy makers in the public sector. It does so by linking the business processes to the factors that together constitute the location profile of a country or a region. Based on more than 15 years of practical experience as well as research in the field of FDI, Dr Julia Djarova offers a Cross-Border Investment Model to describe the logic behind the decision-making process concerning foreign investments made by companies. The model is illustrated by a number of case studies of multinationals.

Book excerpt: 'Written in a clear and straightforward style, and well grounded in succinct and pertinent analysis...It will prove a boon to students and practitioners alike as moves proceed towards European integration.' - British Book News This volume identifies and analyses the extent to which the countries of Central and Eastern Europe are likely to attract inward foreign direct investment (FDI) to the turn of the century. Although these countries have been growing recipients of FDI, Western multinationals remain cautious and are slow to commit large investment sums. The book covers the contextual and thematic aspects of FDI as well as empirical country studies (including the Commonwealth of Independent States, Hungary, Poland and Slovenia) which address the legal environment for FDI, its magnitude and motives and industrial breakdown. The final section discusses the potential for closer economic and political integration in Europe.

Book excerpt: This title was first published in 2002: This is a unique volume among the existing variety of publications on foreign direct investment (FDI) in Central and Eastern Europe (CEE) because it focuses on the internationalization process taking place there. It addresses the rapid changes of the business climate in the region that have led to intensive internationalization of companies, businesses and national economies. Existing FDI books have mostly taken the perspective of attracting inward FDI flows, missing the aspect of FDI outflows from CEE countries. While foreign investors face the specific context of a region that poses new requirements to their internationalization strategies, approaches and practices, domestic companies must strive to make their businesses international. Consequently, the book presents the features of internationalization in CEE from home and host company and country perspectives, providing a fresh perspective on this major economic problem.

Book excerpt: First published in 1999, this volume recognised how widespread attention has been given to charting how the global rise in investment flows has caused numerous changes in the operation of economies – such as the globalisation of production and increasing international economic interdependency. Less research has been made on the role of government policy in promoting FDI. This book, based on a report for the OECD Development Centre, examines the rising competition between European governments to attract mobile investment projects and its impact on the use of different policy areas to influence FDI decisions.

Despite its key role, the authors of these nine papers concede that the impact of foreign direct investment (FDI) on domestic investment, production, and stability is complexly indirect. Tables furnish data on GDP, FDI specifics, and related economic indicators.
