Book excerpt: This report presents the objectives, methodology, procedures and main findings of the OECD project "Strengthening public finance capacity for green investments in the EECCA countries". Between 2016-19, the project aimed to help set the partner countries (Kazakhstan, Kyrgyzstan and Moldova) on a sustainable path of development by reducing the energy and carbon intensity of their economies. Working with the relevant ministry in each country, the project designed public investment programmes in line with good international practices. These programmes sought to address key objectives of the countries' environmental and climate-related policies. The Clean Public Transport Programmes focus specifically on reducing air pollution and greenhouse gas emissions from the target sector, primarily in large urban areas. They aim to demonstrate how to use scarce public funds to encourage private sector investment in projects that generate significant environmental and socio-economic benefits alike.

Book Synopsis Sustainable Urban Transport Financing from the Sidewalk to the Subway by : Arturo Ardila-Gomez

This book was released on 2015-12-31 with total page 111 pages. Available in PDF, EPUB and Kindle. Book excerpt: Urban transport systems are essential for economic development and improving citizens' quality of life. To establish high-quality and affordable transport systems, cities must ensure their financial sustainability to fund new investments in infrastructure while also funding maintenance and operation of existing facilities and services. However, many cities in developing countries are stuck in an "underfunding trap" for urban transport, in which large up-front investments are needed for new transport infrastructure that will improve the still small-scale, and perhaps, poor-quality systems, but revenue is insufficient to cover maintenance and operation expenses, let alone new investment projects. The urban transport financing gap in these cities is further widened by the implicit subsidies for the use of private cars, which represent a minority of trips but contribute huge costs in terms of congestion, sprawl, accidents, and pollution. Using an analytical framework based on the concept of "Who Benefits Pays," 24 types of financing instruments are assessed in terms of their social, economic and environmental impacts and their ability to fund urban transport capital investments, operational expenses, and maintenance. Urban transport financing needs to be based on an appropriate mix of complementary financing instruments. In particular for capital investments, a combination of grants †“from multiple levels of government†“ and loans together with investments through public private partnerships could finance large projects that benefit society. Moreover, the property tax emerges as a key financing instrument for capital, operation, and maintenance expenses. By choosing the most appropriate mix of financing instruments and focusing on wise investments, cities can design comprehensive financing for all types of urban transport projects, using multi-level innovative revenue sources that promote efficient pricing schemes, increase overall revenue, strengthen sustainable transport, and cover capital investments, operation, and maintenance for all parts of a public transport system, "from the sidewalk to the subway."

Available in PDF, EPUB and Kindle. Book excerpt: "Urban transportation is a multidisciplinary subject that consists of many topics, i.e., designing the unimodal or intermodal public transportation system in the cities, energy usage in these systems, transportation information systems to gather information related to possible passengers, the economics of public transportation, etc. The traditional urban transportation systems around the globe are now being transferred into green public transportation systems in an effort to mitigate CO2 emissions and provide nature-friendly transportation systems in cities and, ultimately, to increase citizens' wellbeing. Green public transportation is a common goal for all countries, and this will be the most interesting technological area not only for developed cities but also developing cities. Nowadays, cities are expected to transform their traditional transportation systems to cutting-edge high technology green transportation systems in the near future due to regulations applied by the related authorities such as the EU, UN, etc. At the same time, cities are undergoing a transformation from traditional to smart cities, which is an inevitable process due to speedy developments in technologies and smart systems. This is why green public transportation systems must be developed and adjusted so as to be applicable in future smart cities"--
