Su reto es complejo pues históricamente muestra baja profundidad financiera respecto a otros países de desarrollo similar. La estructura productiva mexicana presenta un componente de microempresas mayor que el de otras economías de la región. Entre las pymes más de la mitad carece de cuentas y tres cuartas partes de crédito. Independientemente de su tamaño, la gran mayoría de las empresas declara no necesitar servicios bancarios, lo que apunta a la exclusión voluntaria. En el marco de la Reforma Financiera de 2014, México fijó como objetivo la inclusión financiera de las microempresas y pequeñas y medianas empresas y ha potenciado a los bancos de desarrollo.
