It is a cautionary tale of how sea power was practiced, and how it shifted 180 degrees overnight. Based on British and Italian archival sources, the book emphasizes strategic context, the role of intelligence, and the campaign's logistics. In October 1941 the British Admiralty based a surface strike force in Malta to attack Axis sea lanes between Italy and Africa. Aided by Ultra intelligence, submarines, and bombers based in Malta, this force dominated the Central Mediterranean. From the end of October through the middle of December 1941, less than a third of the supplies shipped from Italian ports arrived in Libya. Shortages of ammunition and fuel finally compelled the Afrika Korps to retreat four hundred miles. Then, in the space of thirty hours, this all changed. First, Italian naval forces broke the blockade by fighting through a major convoy that arrived in time to blunt the British advance; next, the strike force plowed into a minefield laid by Italian cruisers; and finally, in a daring attack, Italian commandos crippled the Mediterranean Fleet's battleships in port. The swing in fortune was immediate and dramatic. Six Victories breaks new ground in the historiography of World War II. A compelling story, it relates lessons that are relevant today and should be required reading for all who practice the art of power at sea and for those who want to understand the intricate and interrelated factors that are the foundations of military success.

Yet, not only as the amount of national and international legislation in the field grown, but it has also endured changes driving it away from the classic criminal law. These trends have been reflected in changes to national legislation, not infrequently prompted by supranational law, for example, in the financial or the environmental sector. New punishing regimes have emerged, such as UN blacklisting, smart sanctions, civil asset forfeiture, financial supervisory powers, compliance law, and anti-money laundering laws. Furthermore, the role of administrative sanctioning law has been growing as well as the role of private actors in the enforcement of punitive sanctions. The aim of this volume is to examine how various national criminal justice systems across Europe deal with the aforementioned challenges. In the first part, it takes a closer look at the following national systems: France, Germany, Poland and Sweden. Furthermore, it compares the European approach with the American one as a source of inspiration for unresolved difficulties and future developments. Book excerpt: Historians have traditionally seen Prussia as the creator of modern strategic planning. The members of the Great General Staff in the carmine-striped trousers have long received credit for perfecting "off the shelf' plans for any contingency. In contrast, the French have been depicted as effete martinets or feckless hussars, fearless in battle but utterly unconcerned with such arcane matters as national strategy. The French Army in the years following Waterloo has been depicted as an institution mired in reactionary politics, and the entire period of French military history from 1815 to 1870 has most often been seen as a "halt in the mud." But in this important new book, Gary Cox demonstrates that nineteenth-century French defense policy was much more dynamic and creative than has been previously supposed. In The Halt in the Mud, Cox illustrates that contrary to most generally held opinions, France began formulating long-range strategic plans in the years immediately following Waterloo. Carefully buttressing his thesis with evidence gleaned from the French Army's own archives, Cox argues that these plans were firmly rooted in the Napoleonic conception of strategy and staff work and strongly influenced French strategic planning all the way down to the outbreak of the Great War. The author also analyzes the development of the crucial rivalry between France and Germany in the years leading up to the Franco-Prussian War. He traces the roots of this conflict, shows the essential similarities in approach between early German and French strategic planning, and then discusses why French and German strategic planning methods diverged so fundamentally. The Halt in the Mud fills an important gap in our understanding of how France and her army prepared for war in the nineteenth century and sheds new light on France's preparations for the Franco-Prussian War and her reaction to the catastrophic defeat of 1870.
