Available in PDF, EPUB and Kindle. Book excerpt: Adminstrative reform in most western democracies over the past couple of decades has been characterized by bringing in market-based concepts of public-service delivery. This book looks critically at administrative reform in a comparative perspective. The contributors - experts on administrative reform - assess its scope and objectives, and also the ways in which these reforms have impacted on the traditional roles of elective office and civil servants. This book will be an invaluable resource for students and academics in Politics and Public Administration, as well as for civil servants and experts on administrative reform.

Available in PDF, EPUB and Kindle. Book excerpt: A valuable edition to the Politics, Culture and Society in the New Europe series, this fascinating book seeks to explain and explore the fortunes of the French Socialist party. The party is employed as a test case to examine the veracity of the 'crisis of social democracy' literature and its predictions for the future direction and fortunes of social democratic parties. Ben Clift extends his analysis in an attempt to define the wider relationship between social democracy and globalization. Topics covered in this seminal account include the ideological redefinition in the French parti socialiste, as well as the changing political economy of French socialism. After an in-depth party profile of the Jospin government, Clift concludes by investigating the political economy of the French Socialist electoral strategy.

Book excerpt: The studies show how military strategy, planned forces, and the age of systems in the current inventory affect the domestic demand for new production; how the recent drop in domestic demand affects arms industries; and the extent to which governments and firms in the arms-producing nations are turning to exports to sustain the industries. In the shrinking arms market of the post-Cold War era, countries with advanced arms industries face difficult choices concerning force size, arms production, arms export, and defense industrial capacity. This book explores the links among these issues through a detailed study of the combat aircraft industries in the United States, Russia, Britain, France, Germany, Italy, and Sweden--the seven countries that develop, produce, and export all of the world's technologically advanced weapon systems. The studies show how military strategy, planned forces, and the age of systems in the current inventory affect the domestic demand for new production; how the recent drop in domestic demand affects arms industries; and the extent to which governments and firms in the arms-producing nations are turning to exports to sustain the industries. Stunning changes in Russia's combat aircraft forces, industry, and strategy are detailed here for the first time, as are expected future Russian combat aircraft exports to China. Newly compiled data also show that in the United States and Russia and globally, arms production for export will exceed production for domestic use for the first time in history, starting in 1995. Arms production is thus increasingly dominated by commercial rather than security interests. Ultimately at issue is whether governments will exploit the opportunity offered by the dramatic post-Cold War contraction of the world arms market to reduce their armed forces and constrain international arms trade while shrinking the arms industry--or keep pushing arms exports that generate new threats and justify larger armed forces, more arms production, and bigger arms industries.

Data in this report describes growth in academic degrees, R&D, and gross domestic product (GDP). A high concentration of the world's scientific resources continue to reside in the European region. The current levels and projected growth of financial and human resources devoted to S&T in Europe pose some emerging issues that will be important in S&T policy discussions in the U.S. Charts and tables.

It also provides a critical assessment of these policies. It argues that France's arms-length relationship with NATO's integrated military structure served its purpose during the Cold War, but increasingly came to impose high costs thereafter.

Book excerpt: "This excellent study combines considerable institutional and policy detail with an assured analysis of government and private sector agent interactions." - Modern and Contemporary France "One of the main conclusions the reader of [this] book can draw is that the best specialists of French contemporary political movements come from the Anglo-Saxon academic world." - H-Net: Humanities and Social Science Reviews OnLine "... a most welcome contribution to [the development of environmental policy] ... Overall, this book is well worth buying, both from an individual and from an institutional perspective. It is excellent value for money and an excellent source of information on environmental policy development and practice that allows one's knowledge to be pushed beyond the traditional Anglo-American axis." - Environment and Planning C: Government and Policy "[A] solid, insightful, fair-minded survey of French environmental policies" - Choice Drawing on an extensive range of political, legal and sociological materials, the author presents and evaluates environmental policy-making in France at a time when environmental problems are growing in complexity and gravity. He highlights the range of inputs to the policy process - including popular movements, green parties, interest group representation, EU legislation and international treaties - and evaluates the diverse nature of the outcomes which lead him to conclude that because new developments involve not only changes in policy content but also adaptation of policy style, environmental demands are progressively changing the shape of politics itself.
