Book excerpt: Action taken by the Ministry of Defence to balance its overall budget in the short term following the Strategic Defence and Security Review has contributed to a near £500 million in-year cost increase in the 15 largest defence projects. When coupled with previous cost growth, these projects are now £6 billion above forecasts made when the main investment decisions were taken. For the third successive year, central planning decisions taken by the Department, including delaying various projects, have had the biggest impact on cost growth, accounting for £237 million of the increase. Of this, £113 million relates to decisions to enhance capability. Macro-economic factors, such as adverse foreign exchange rates, accounted for £176 million of the increase. Cost overruns from project-specific technical issues accounted for £53 million. During 2010-11, there was a total increase of 30 months (with an average two months per project) in the forecast time to complete these projects and bring them into service. This brings the total delay on all 15 projects to 26.8 years. Long-term cost analysis by the NAO has shown that the difference between the approved and forecast costs of all projects which have had their main investment decision approved since 2000 is £10.6 billion (an 11.4 per cent increase). Additional costs have been avoided by reducing the amount of equipment the Department originally planned to buy. Had the Department not reduced equipment numbers, cost growth could have been between £18.2 billion and £19.4 billion (approximately 20 per cent) above the approved costs.

Selected case studies are used to show how the complex multidisciplinary enterprises to design and operate hazardous plant can sometimes fail. This includes the subtlety and fragility of the robust safety culture that is required. It is aimed at professional engineers who design, build and operate these hazardous plants. This book is also written for business schools and university engineering departments where engineering management is studied. Available in PDF, EPUB and Kindle. Book excerpt: This particular publication is published alongside a second volume containing the project summary sheets (HCP 595-II ISBN 0102936439). This NAO report represents the 14th such report into the MoD's procurement of defence equipment. The report examines cost, time and performance data for projects in the year ended 31 March 2005. In total 30 defence equipment projects were examined. Part 1 of this report presents the overall performance of these projects and the progress in implementing Smart Acquisition; Part 2 examines the assessment phase in more detail. The NAO proposes a number of recommendations, among them are: that the cost-effective and timely delivery of mission critical equipments need to be fully recognized when the main investment decision is made; that the Department should clarify what is required to demonstrate the maturity of different types of project, including a clear statement of required best practice along with the consideration of risk and cost and time estimates that are appropriate to the individual projects undertaken.

Available in PDF, EPUB and Kindle. Book excerpt: "Wind storms impact human lives, their built as well as natural habitat. During the last century, society's vulnerability to wind storms has been reduced by enhanced knowledge of their impact and by controlling exposure through better design. However, only two of the wind systems have so far been considered in the design of buildings and structures, i.e., synoptic winds resulting from macroscale weather systems spanning thousands of kilometers, e.g., extratropical storms, and mesoscale tropical storms spanning hundreds of kilometers and traveling fast, e.g., hurricanes/typhoons/cyclones. During the last two decades, enough evidence has surfaced to support that a third type of very localized wind storms, the non-synoptic winds, are the most damaging in some regions of the world. Thus far there are no design provisions established for the codification of these wind storms. Their characterization in terms of climatology, wind field and intensity, frequency and occurrence, as well as their impact on the built environment, is slowly developing. This handbook presents the state-of-the-art of knowledge related to all these features including their risk, insurance issues, and economics. The research in this area is on the one hand more arduous given the reduced scale, the three-dimensionality, and nonstationary aspects of these non-synoptic winds while, at the same time, its understanding and modeling are being aided by the emergence of novel modeling and simulation techniques which are addressed in this handbook. This will serve as a guiding resource for those interested in learning about and contributing to the advancement of the field"--

Book excerpt: Dr. Emil Josef and his student researchers have discovered the most remarkable trove of ancient artifacts ever discovered in the nation of Isreal. "The Witness Chronicles," as they are dubbed by the press, are a series of written tablets older than anything ever discovered. What is contained on these tablets has so stunned the world that they will change the very understanding of the Bible for evermore. The public revealing of the tablets coincides with the sudden disappearance of hundreds of thousands of believers throughout the world. At a time when the world's governments are trying to downplay any religious significance to the disappearances by seizing the opportunity to outlaw all religious text, these tablets, which have been authenticated as Archeological relics, cannot be suppressed and stand alone as a testament to the one true God in the midst of an all out war against religion throughout the world. Ken Helsley lives in Joplin, Missouri. He has two wonderful sons and one granddaughter who is the delight of his life. He is a veteran of United States Navy and for the past twenty years has been a professional Instructional Systems Designer, Corporate Trainer, Business Consultant and Public Lecturer. Ken has an insatiable desire to know God and learn everything he can about the Father of all Creation. He has an incredible storehouse of knowledge about the book of Genesis and has studied Genesis exhaustively for over twenty years.
