Available in PDF, EPUB and Kindle. Book excerpt: The study indicates that during the period 2005-2018, the final energy consumption of the building sector decreased by 5%. In the residential sector, improvements in energy efficiency as well as warmer winters have led to a 10% reduction in the final energy consumption while in the services sector, the final energy consumption increased by 2% mainly due to economic growth. However, the renovation rate is still very low. For residential buildings, the annual weighted energy renovation rate was estimated to 1.0% while the rate of deep renovation is much lower with values around 0.2%. The review on the implementation of cost-optimal minimum energy performance requirements indicates that all Member States implemented the EPBD requirements. Normally as energy performance indicator each State referred to the one already used, to which over time it has added the primary energy consumption. Moreover, the assessment of the Members States progress in implementing the cost optimal calculation reports a rather positive picture regarding the conformity with the requirements of the Delegated Regulation No. 244/2012. The main gaps are registered for the calculations' scope, the derivation of cost-optimal levels, and the definition of a plan to reduce the gap. The share of energy certified buildings across Member States is still very low. Only about 10% of the existing buildings have an Energy Performance Certificate. The main identified issues are related to lack of access to reliable information, quality and fair pricing of EPCs, diminishing the trust in this tool. Even though the use of EPCs generally improved after the EPBD recast, it is clear that further changes are needed to make EPCs a reliable information source. The report reveals that currently 25 Member States have in force a complete Nearly Zero Energy Building definition. NZEB requirements are currently 70% lower than the national minimum energy performance requirements in 2006 showing a consistent trend in increasing building energy efficiency. Moreover, in comparison with cost-optimal levels the NZEB requirements are significant lower (about -50%) of cost-optimal references, implying that Member States may refer to the cost-optimal approach to define the NZEB requirements. The assessment of the first 15 submitted LTRSs highlights that almost all the Member States provide a good overview of the building stock and policies to stimulate cost-effective deep renovation, to target worst performing buildings and public buildings and to alleviate energy poverty. However, less than half of the strategies provide a clear roadmap towards a decarbonised building stock by 2050 while the majority present a high level of ambition, not always supported by comprehensive policies. The overview of the financial and fiscal instruments supporting energy renovation of buildings across the EU highlights that up until 2019, grants and subsidies were deployed in almost all Member States, representing the main type of public policy support. Soft loans were available in half of the EU countries supported by state guarantees or designed as revolving funds while several Member States offered incentives in the form of income tax incentives or VAT reduction schemes.

Book excerpt: The Framework Strategy for a Resilient Energy Union with a Forward-Looking Climate Change Policy considers energy efficiency as one of the pillars to deliver the Energy Union and identify buildings as a sector with an important potential for further efficiency increase. Most of the energy used in buildings aims at guaranteeing conditions of well-being, comfort and health for the buildings' occupants. This creates the need and challenging endeavour to reconcile energy savings ambitions with the obligation to guarantee the conditions of growing-up, living working and learning in healthy indoor environments. EU Member States have been developing policies and measures to generally reduce the actual energy use of their buildings. They are called to properly implement and enforce the requirements of the Energy Performance of Buildings Directive recast (2010/31/EU) without compromising the comfort, health and productivity of their occupants. The objective of this report is three-fold: (a) to present the outcome of the review carried out concerning the implementation status in the EU MS of the EPBD recast provisions relating to ventilation, indoor air quality and energy performance criteria and requirements; (b) assess whether the current implementation status can ensure avoidance of possible negative effects on the comfort, health and productivity conditions of the buildings' occupants in EU; (c) formulating policy and technical related recommendations to enable the effective implementation of healthy and energy efficient buildings in the EU.

All Member States had to incorporate the requirements of the new directive in national legislation by January 2006 and build up relevant systems and measures to transpose and implement these requirements. The stage of Directive's implementation in the countries of Southern Europe is reported because of the similar climatic conditions and the geographical location for a future enforcement in Greece, as the building code in Greece is still under development. As energy use in buildings accounts for about 40% of the final energy demand in the European Union, the application of building standards can achieve a reduction in electric energy consumption and therefore an increase in energy performance of buildings. A record of the electric energy consumption of office buildings in the four Prefectures of Crete is implemented aiming at a future energy saving, which may be obtained by either through increased efficiency or by reducing electric energy consumption.

Pursuing energy efficiency in buildings is vital to energy security in developing countries and is identified by the Intergovernment Panel on Climate Change as having the greatest potential for cost-effective reduction of CO2 emissions by 2030 among all energy-consuming sectors. Building energy efficiency codes (BEECs), along with energy efficiency standards for major appliances and equipment, are broadly recognized as a necessary government intervention to overcome persistent market barriers to capturing the economic potential of energy efficiency gains in the residential, commercial and public-service sectors. Implementation of BEECs help prevent costly energy wastes over the lifecycles of buildings in space heating, air conditioning, lighting, and other energy service requirements. Nonetheless, achieving the full potential of energy savings afforded by more energy-efficient buildings requires holding people who live or work in buildings accountable for the cost of energy services. Compliance enforcement has been the biggest challenge to implementing BEECs. This report summarizes the findings of an extensive literature survey of the experiences of implementing BEECs in developed countries, as well as those from case studies of China, Egypt, India, and Mexico. It also serves as a primer on the basic features and contents of BEECs and the commonly adopted compliance and enforcement approaches. This report highlights the key challenges to improving compliance enforcement in developing countries, including government commitment to energy efficiency, the effectiveness of government oversight of the construction sector, the compliance capacity of building supply chain, and financing constraints. The report notes that the process of transforming a country s building supply chain toward delivering increasingly more energy-efficient buildings takes time and requires persistent government intervention through uniformly enforced and regularly updated BEECs. The report recommends increased international support in strengthening the enforcement infrastructure for BEECs in middle-income developing countries. For low- and lower-middle-income countries, there is an urgent need to assist in improving the effectiveness of government oversight system for building construction, laying the foundation for the system to also cover BEECs.

Book excerpt: Smart technologies in buildings can be a cost-effective means to assist in creating healthier and more comfortable buildings with a lower energy use and carbon impact and can also facilitate the integration of renewable energy sources in future energy systems. One of the focal points of the Energy Performance of Buildings Directive (EPBD) is to better tap this potential of smart technologies in the building sector. As part of this focus, the EPBD sets out provisions to establish a "Smart Readiness Indicator" (SRI) as an instrument for rating the smart readiness of buildings. This optional common EU scheme will assess the technological readiness of buildings to interact with their occupants, to interact with connected energy grids and to operate more efficiently. The aim of the SRI is to raise awareness of the benefits of smarter building technologies and functionalities and make their added value more tangible for building users, owners, tenants, and smart service providers. It seeks to support technology innovation in the building sector and create an incentive for the integration of cutting-edge smart technologies in buildings. The European Commission services (DG ENERGY) commissioned and supervised two studies with the aim of providing technical support to feed into the discussions on a common methodology and potential implementation pathways of this indicator. The outcomes are structured to help guide the establishment of the SRI by the European Commission and Member States and inform the development of related delegated and implementing acts, in accordance with the provisions of the EPBD. A first technical study proposed a definition and draft methodology for the SRI. The second technical support study has built further on the available knowledge to deliver the technical inputs needed to refine and finalise the definition of the SRI and the associated calculation methodology. Both technical studies have been carried out in close collaboration with the stakeholder community, e.g. through open consultations, five plenary stakeholder meetings, surveys, and collection of written feedback on draft reports, and via input received from three topical stakeholder working groups. The technical study team has observed a broad consensus among stakeholders on the key principles and methodological choices of the SRI. A beta version of the methodology was tested on a voluntary basis during an open public testing phase, which resulted in 112 assessments being conducted by interested actors across the EU. This provided confirmation of the viability of the approach and led to further improvements of the consolidated methodology. Furthermore, the studies explored various options for the implementation of the SRI in order for the Commission Services and Member States to be informed of the possible arrangements for an effective implementation of the SRI scheme and the associated potential impacts. The EU impact analysis indicates that significant net beneficial benefits can result from implementing the SRI instrument across the European Union. In conclusion, the technical support studies have developed and tested a viable definition and assessment methodology for the SRI. The proposed approach is aligned with the objectives set out in the EPBD, produces acceptably consistent results, can be readily implemented and has been shown to provide useful information to building users. It has been extensively reviewed and appears to enjoy broadly-based support across a wide range of stakeholders, suggesting that it could be an adequate basis to support an effective implementation of the SRI including, where relevant, further testing at Member State level.

While different definitions of governance are given in the chapters, most authors associate governance with the setting and implementation of policies aimed at managing a country or territory, and with the related institutional structures and interventions by political actors. Generally, good governance is associated with concepts such as policy effectiveness, accountability, transparency, control of corruption, encouragement of citizens’ voice and gender equality—factors which are, in turn, linked with democracy. What emerges from the book is that the societies of small states are being re-shaped by various forces outside their control, including the globalization process and climate change, rendering their governance ever more complex. These problems are not solely faced by small states, but small country size tends to lead to a higher degree of exposure to external factors. The chapters are grouped into four sections broadly covering political, environmental, social and economic governance. Governance is influenced by many, often intertwined, factors; the division of the book into four parts therefore does not detract from the fact that governance is multifaceted, and such division was based on the primary focus of each particular study and its main disciplinary background. The expert authors have, moreover, used a variety of approaches in the studies, the subject of small states being well suited to scholarly work from different disciplines using qualitative, quantitative and mixed approaches to arrive at useful conclusions.
