The first object is to state nothing but facts that can be proved, and the second to state them in plain language that cannot be misinterpreted. Ornamentation of sentences or paragraphs comes in nowhere. In this volume I have made some few remarks that would have been out of place in such an abstract as I have described above, but in general the book has been prepared exactly as it would be written for the head of the government to act upon, no matter what his political views might be. It contains the indisputable truths of South African history, and each individual is left to colour those truths to suit his own inclinations, whether in favour of English, Dutch, or Bantu. As far as human power goes, it is absolutely free of partisan spirit. As a Canadian of Loyalist descent, I naturally wish to see the extension and solidification of the Empire where that can take place without wrong or injustice to others, but I have not allowed that feeling to bias my work. Book excerpt: Excerpt from South Africa a Century Ago: Letters Written From the Cape of Good Hope (1797-1801) The sixteenth century saw the coming of the sailing-ship and the great voyages of discovery. The Catholic countries of Europe, Spain and Portugal, led the way; and in 1494 the "Pope's line" sought to divide between them the newly discovered regions. But such a division could not last. Other nations - England and Holland, then France - were determined to have their share of treasure and trade; and the failure of the Armada broke the naval power of Spain. By the eighteenth century the struggle for predominance at sea and in the new lands had narrowed down to the rivalry between England and France, the France which rose to preeminence and power under Louis XIV. By 1760 Britain was in control of India and North America; but the struggle between the two nations went on - with intervals for recovery - for over fifty years. The decision inevitably determined the fate of South Africa as well; for the Cape was on the main sea-route to the East, and must fall a prize to the strongest power at sea. Holland became involved in the conflict, when she followed France in supporting the American colonists, during the War of Independence. Britain was hard pressed then; and the result was a French garrison at the Cape from 1781 to 1783, in which year peace was declared between the new "United States" and Britain. It is well known that about this time the burghers of the Cape were by no means happy under the rule of the Dutch East India Company. Poverty and distress were rife; and there was trouble in the East between the more distant Dutch settlers and the Natives. It was the period of the French Revolution, and the men of Swellendam and Graaff-Reinet decided to have little republics of their own. Even in Cape Town there was a republican party: they called themselves "Patrioten" in imitation of the "Patriot" party in Holland. The first settlement of the Boers in South Africa - another name for Dutch inhabitants - dates from the sixteenth century. They have received accessions from the Huguenots of France, but retain the old Dutch character. After the final cession of the Cape of Good Hope to England in.i§14 they disliked the new Govern ment, especially its friendly policy to the natives and the emancipa tion of the slaves in 1833, the Boers having long been slaveholders. They moved northward and occupied the Orange Free State and the Transvaal. The Boers are the landholders and farmers of South Africa, famous for their courage and endurance, of strong and well developed physique, good horsemen and splendid marksmen. They have proved themselves to be terrible fighters on many occasions. Previous to 1870 the Boers had much trouble with the surrounding native tribes, which resulted in many sanguinary battles. Wars were of frequent occurrence and little progress was made in the development of the country. The selfish policy of the Boers caused constant irritation with England. In 1877, owing to an exhausted public treasury and accumulated debts brought about by conflicts with the Zulus and other tribes, the Transvaal, or South African Republic, was on the eve of dissolution and the country about to relapse into barbarism. To avert this catastrophe the British Government assumed the care of it, subjugated the rebel lious natives, and put the finances of the State in good condition.
