The department is sponsoring research and development (R&D) work on four alternative processes and plans to use the results to make a downselection decision in a June 2001 time frame. The DOE requested that the National Research Council help inform this decision by addressing the following charge: evaluate the adequacy of the criteria that will be used by the department to select from among the candidate processes under consideration; evaluate the progress and results of the research and development work that is being undertaken on these candidate processes; and assess whether the technical uncertainties have been sufficiently resolved to proceed with downsizing the list of candidate processes. Responses to the last two points are provided in this report. Research and Development on a Salt Processing Alternative for High-Level Waste at the Savannah River Site focuses exclusively on the technical issues related to the candidate processes for radionuclide removal from high-level waste salt solutions at SRS. The committee's interim report served as a response to the first point of this charge, and may be read in Appendix B. In that report, the committee found that DOE's proposed criteria are an acceptable basis for selecting among the candidate processes under consideration, but that the criteria should not be implemented in a way that relies on a single numerical "total score."

Book excerpt: The calcined-waste containers produced during the Hot Cell Pilot Plant experiments in 1962 and 1963 have generated a maximum pressure of 3 psig. Design verification tests with the prototype spray calciner showed satisfactory performance when producing high melting point powders. Later tests on other feeds showed poor atomization and cake buildup in the calciner. Design of the prototype equipment is complete. Procurement and fabrication of prototype equipment is done except for a few cleanup items and final field-fitting of jumpers. Design verification tests on the pot storage station indicated satisfactory calorimeter performance. A GE-412 computer was successfully used in design verification tests for data collection, calculation, and correlations. Studies continued on fixation of sulfates from acid condensates generated in a glass-making process. Lead sulfate-borax melts produced by a continuous feed melter at 900°C appear to be quite fluid, but exhibited a high (22%) evolution of sulfate. Studies were initiated on incorporation of the neutralized condensate into asphalt. Release rates of up to 2%/hr for 137Cs from a simulated phosphate ceramic waste material were observed from exposures to temperatures up to 1200°C. Release rates of other isotopes which appear to be a thousand-fold lower than for cesium established volatilization as the predominant mode of cesium release. A technique for varying the phosphate content of the simulated ceramic wastes was developed.

An important goal of the November workshop is to facilitate dialogue between these communities, as well as to encourage the sharing of experiences from many national programs. The workshop steering committee has prepared this discussion for participants at the workshop. Book excerpt: The progress of extensive laboratory and pilot plant investigations on the fluidized bed process for the con version of radioactive liquid wastes to solids is reported. These studies are directed toward obtaining information on the dynamics of fluidized bed operation, the removal of volatile fission products and solids particles from gases, the development of equipment and operating techniques, and the various long term disposal aspects of all radioactive wastes. Laboratory studies on the removal of volatile ruthenium from a simulated calciner off-gas showed the removal efficiency of silica gel to decrease with successive wetting and drying cycles. Electrostatic precipitators were found to have a higher removal efficiency for solid particles (alumina) when a wetted wall rather than a dry wall type was used. Tests to determine the distribution of ruthenium in a pilot plant calciner were performed. Pilot plant data on particle growth in a fluidized bed were compared with theoretical equations. Operating experience with a NaK heat transfer system, and with liquid flow controllers is reported. The results of a series of qualitative tests to determine the likelihood of an explosive reaction should NaK leak into a fluidized bed calciner indicated that such a reaction is unlikely. A NaK leak that occurred at a welded junction was attributed to thermal overstressing of the metal and not due to corrosion. Calcium fluoride-impregnated Teflon was found to be a superior gasketing material, both chemically and mechanically, to pure Teflon. A literature survey on the chemistry of zirconium in a calcination process suggested the possibility of calcination in contact with silica and a laboratory unit is being installed to study the process. The hydraulics of a pulsed plate solids-liquid contactor and its associated equipment were determined. A preliminary investigation was started of the possibility of using metallizing techniques to surface coat solid particles and thereby reduce the leaching of fission products when contacted with ground water. Construction of a demonstrational fluidized bed calciner was approximately half completed; however, the national steel strike has slowed the construction schedule and the completion date cannot be estimated until the strike is settled. Process and equipment reviews of the facility and the results of thermal conductivity measurements on Idaho sands are reported. (auth).
