Book excerpt: Given the importance that entrepreneurship and start-up businesses in technology-intensive sectors like life sciences, renewable energy, artificial intelligence, financial technologies, software and others have come to assume in economic development, the access of entrepreneurs to appropriate levels of finance has become a major focus of policymakers in recent decades. Yet, this prominence has led to a variety of policy models across countries and even within countries, as different levels of government have adapted to new challenges by refining or transforming pre-existing institutions and crafting new policy tools. Small Nations, High Ambitions investigates the roots of such policy diversity at the "subnational" level, offering in-depth accounts of the evolution of Quebec's and Scotland's policy strategies in the entrepreneurial finance sector and venture capital more specifically. As compared to other regions and provinces in the United Kingdom and Canada, Quebec and Scottish venture capital ecosystems rely on a high degree of state intervention, either direct (through public investment funds) or indirect (through government-backed, hybrid, or tax-advantaged funds). These two regions can thus be described as "sponsor states," heavily involved in the strategic backing of innovative businesses. Whereas most of the literature on venture capital has focused on economic variables to explain variations in policy models, this book seeks to explain policy divergence in Quebec and Scotland through political and ideological lenses. Its main argument is that the development of venture capital ecosystems in these regions was underpinned by Québécois and Scottish nationalisms, which induced preferences for policy asymmetry and state intervention.

Book excerpt: In the contemporary world, there are many democratic states whose minority nations have pushed for constitutional reform, greater autonomy, and asymmetric federalism. Substate national movements within countries such as Spain, Canada, Belgium, and the United Kingdom are heterogeneous: some nationalists advocate independence, others seek an autonomous special status within the state, and yet others often seek greater self-government as a constituent unit of a federation or federal system. What motivates substate nationalists to prioritize one constitutional vision over another is one of the great puzzles of ethnonational constitutional politics. In Visions of Sovereignty, Jaime Lluch examines why some nationalists adopt a secessionist stance while others within the same national movement choose a nonsecessionist constitutional orientation. Based on extensive fieldwork in Canada and Spain, Visions of Sovereignty provides an in-depth examination of the Québécois and Catalan national movements between 1976 and 2010. It also elaborates a novel theoretical perspective: the "moral polity" thesis. Lluch argues persuasively that disengagement between the central state and substate nationalists can lead to the adoption of more prosovereignty constitutional orientations. Because many substate nationalists perceive that the central state is not capable of accommodating or sustaining a plural constitutional vision, their radicalization is animated by a moral sense of nonreciprocity. Remaining Loyal demonstrates that while third way social democrats in Quebec and Saskatchewan supplemented certain social democratic ideas with more right-wing economic programs, their public policies remained true to the original spirit of social democracy. Drawing on a range of archival resources, David McGrane traces the evolution of social democracy in Quebec and Saskatchewan from their respective origins in social Catholic thought and agrarian protest movements at the turn of the twentieth century to the most recent Parti Québécois and New Democratic Party governments. In doing so, he reconstructs the public policies of traditional social democracy from the postwar era and the third way in the 1990s and early 2000s and finds both differences and continuities. McGrane contends that remaining loyal to core social democratic values is exactly what differentiates the third way from neo-liberalism in Saskatchewan and Quebec. The first historical comparison of social democracy in Saskatchewan and Quebec, Remaining Loyal challenges how we think about the recent ideological evolution of left-wing parties in Canada and the rest of the world.

Book excerpt: In this study of the intellectual origins of Quebec's Quiet Revolution of the 1960s, Michael Behiels has provided the most comprehensive account to date of the two competing ideological movements which emerged after World War II to challenge the tenets of traditional French-Canadian nationalism. The neo-nationalists were a group of young intellectuals and journalists, centered upon Le Devoir and L'Action nationale in Montreal, who set out to reformulate Quebec nationalism in terms of a modern, secular, urban-industrial society which would be fully "master in its own house." An equally dedicated group of French Canadians of liberal or social democratic persuasion was based upon the periodical Cité libre -one of whose editors was Pierre Trudeau - and had links with organized labour. Citélibristes sought to remove what they considered to be the major obstacles to the creation of a modern francophone society: the all-pervasive influence of clericalism inherent in the Catholic church's control of education and the social services, and the persistence among Quebec's intelligentsia of an outmoded nationalism which advocated the preservation of a rural and elitist society and neglected the development of the individual and the pursuit of social equality. Behiels delineates the divergent "societal models" proposed by the two movements by focusing upon such themes as the critique of traditional nationalism; the roles of church, state, and labour; the response to the "new federalism"; the reform of education; and the search for a third party. He shows how the rivals combined to help bring down an anachronistic Union Nationale government in June 1960. In one form or another, he concludes, Cité libre liberalism and neo-nationalism have remained at the heart of the political and ideological debate that has continued in Quebec since the Duplessis era.
