Book excerpt: Gilbert/Commonwealth (G/C) has performed an assessment of the waste management operations at Oak Ridge National Laboratory (ORNL). The objective of this study was to review radioactive waste management as practiced at ORNL and to recommend improvements or alternatives for further study. The study involved: 1) an on-site survey of ORNL radioactive waste management operations; 2) a review of radioactive waste source data, records, and regulatory requirements; 3) an assessment of existing and planned treatment, storage, and control facilities; and 4) identification of alternatives for improving waste management operations. Information for this study was obtained from both personal interviews and written reports. The G/C suggestions for improving ORNL waste management operations are summarized. Regulatory requirements governing ORNL waste management operations are discussed. Descriptions and discussions of the radioactive liquid, solid, and gaseous waste systems are presented. The waste operations control complex is discussed.

Book excerpt: The U.S. Department of Energy is considering a broad range of alternatives for the future configuration of radioactive waste management at its network of facilities. Because the transportation of radioactive waste is an integral component of the management alternatives being considered, the estimated human health risks associated with both routine and accident transportation conditions must be assessed to allow a complete appraisal of the alternatives. This paper provides an overview of the technical approach being used to assess the radiological risks from the transportation of radioactive wastes. The approach presented employs the RADTRAN 4 computer code to estimate the collective population risk during routine and accident transportation conditions. Supplemental analyses are conducted using the RISKIND computer code to address areas of specific concern to individuals or population subgroups. RISKIND is used for estimating routine doses to maximally exposed individuals and for assessing the consequences of the most severe credible transportation accidents. The transportation risk assessment is designed to ensure -- through uniform and judicious selection of models, data, and assumptions -- that relative comparisons of risk among the various alternatives are meaningful. This is accomplished by uniformly applying common input parameters and assumptions to each waste type for all alternatives. The approach presented can be applied to all radioactive waste types and provides a consistent and comprehensive evaluation of transportation-related risk.

However, this purpose can be compromised or defeated if information production and organization becomes an end unto itself. Systems engineering was developed to help resolve the engineering problems that are encountered when attempting to develop and implement large and complex engineering projects. It depends upon integrated program planning and development, disciplined and consistent allocation and control of design and development requirements and functions, and systems analysis. The key thesis of this report is that proper application of systems analysis and systems engineering will improve the management of tank wastes at the Hanford Site significantly, thereby leading to reduced life cycle costs for remediation and more effective risk reduction. The committee recognizes that evidence for cost savings from application of systems engineering has not been demonstrated yet.

As a result, a large number of sites across the DOE Complex have become chemically and/or radiologically contaminated. In 1990, the Secretary of Energy charged the DOE Office of Environmental Restoration and Waste management (EM) with the task of preparing a Programmatic Environmental Impact Statement (PEIS). The PEIS should identify and assess the potential environmental impacts of implementing several integrated Environmental Restoration (ER) and Waste Management (WM) alternatives. The determination and integration of appropriate remediation activities and sound waste management practices is vital for ensuring the diminution of adverse human health impacts during site cleanup and waste management programs. This report documents the PEIS risk assessment methodology used to evaluate human health risks posed by WM activities. The methodology presents a programmatic cradle to grave risk assessment for EM program activities. A unit dose approach is used to estimate risks posed by WM activities and is the subject of this document.
