Yet even before Pearl Harbor, Americans feared foreign invasions, air attacks, biological weapons, and, conversely, the prospect of a dictatorship being established in the United States. To protect Americans from foreign and domestic threats, Roosevelt warned Americans that "the world has grown so small" and eventually established the precursor to the Department of Homeland Security - an Office of Civilian Defense (OCD). At its head, Roosevelt appointed New York Mayor Fiorello La Guardia; First Lady Eleanor Roosevelt became assistant director. Yet within a year, amid competing visions and clashing ideologies of wartime liberalism, a frustrated FDR pressured both to resign. In Defenseless Under the Night, Matthew Dallek reveals the dramatic history behind America's first federal office of homeland security, tracing the debate about the origins of national vulnerability to the rise of fascist threats during the Roosevelt years. While La Guardia focused on preparing the country against foreign attack and militarizing the civilian population, Eleanor Roosevelt insisted that the OCD should primarily focus on establishing a wartime New Deal, what she and her allies called "social defense." Unable to reconcile their visions, both were forced to leave the OCD in 1942. Their replacement, James Landis, would go on to recruit over ten million volunteers to participate in civilian defense, ultimately creating the largest volunteer program in World War II America. Through the history of the OCD, Dallek examines constitutional questions about civil liberties, the role and power of government propaganda, the depth of militarization of civilian life, the quest for a wartime New Deal, and competing liberal visions for American national defense - questions that are still relevant today. The result is a gripping account of the origins of national security, which will interest anyone with a passion for modern American political history and the history of homeland defense.

As war approached, the internationalist movement attempted to arouse the nation in order to defeat noninterventionism at home and fascism overseas. Johnstone's examination of this movement undermines the common belief that the Japanese attack on Pearl Harbor wrenched an isolationist United States into global armed conflict and the struggle for international power.Johnstone focuses on three organizations—the American Committee for Non-Participation in Japanese Aggression, the Committee to Defend America by Aiding the Allies, and Fight For Freedom—that actively promoted a more global role for the United States based on a conception of the "four freedoms" later made famous by FDR. The desire to be free from fear was seen in concerns regarding America’s immediate national security. The desire to be free from want was expressed in anxieties over the nation’s future economic prosperity. The need for freedom of speech was represented in concerns over the potential loss of political freedoms. These groups and their supporters among the public and within the government characterized the growing global conflict as one between two distinct worlds and in doing so, set the tone of American foreign policy for decades to come.

Book excerpt: During the Great Depression, young radicals centered in New York City developed a vision of and for America, molded by their understanding of recent historical events, in particular the Great War and the global economic collapse, as well as by the events unfolding both at home and abroad. They worked to make their vision of a free, equal, democratic society based on peaceful coexistence a reality. Their attempts were ultimately unsuccessful but their voices were heard on a number of important issues, including free speech, racial justice, and peace. A major contribution to the historiography of the era of the Great Depression, Fighting Authoritarianism provides a new and important examination of U.S. youth activism of the 1930s, including the limits of the New Deal and how youth activists continually pushed FDR, Eleanor Roosevelt, and other New Dealers to do more to address economic distress, more inclusionary politics, and social inequality. In this study, author Britt Haas questions the interventionist versus isolationist paradigm in that young people sought to focus on both domestic and international affairs. Haas also explores the era not as a precursor to WWII, but as a moment of hope when the prospect of institutionalizing progress in freedom, equality, and democracy seemed possible. Fighting Authoritarianism corrects misconceptions about these young activists’ vision for their country, heavily influenced by the American Dream they had been brought up to revere: they wanted a truly free, truly democratic, and truly equal society. That meant embracing radical ideologies, especially socialism and communism, which were widely discussed, debated, and promoted on New York City college campuses. They believed that in embracing these ideologies, they were not turning their backs on American values. Instead, they believed that such ideologies were the only way to make America live up to its promises. This study also outlines the careers of Molly Yard, Joseph Lash, and James Wechsler, how they retracted (and for Yard and Lash, reclaimed) their radical past, and how New York continued to hold a prominent platform in their careers. Lash and Wechsler both worked for the New York Post, the latter as editor until 1980. Examining the Depression decade from the perspective of young activists highlights the promise of America as young people understood it: a historic moment when anything seemed possible.
