Book excerpt: Drawing on various disciplinary perspectives, this book re-focuses the debate on what makes a good health system, with a view to clarifying the uses of social science research in thinking about health care issues in Africa. The explosion of the HIV/AIDS pandemic, the persistence of malaria as a major killer, and the resurgence of diseases like tuberculosis which were previously under control, have brought about changes in the health system, with implications for its governance, especially in view of the diminished capacity of the public health facilities to cope with a complex range of expanded needs. Government responsibilities and objectives in the health sector have been redefined, with private sector entities (both for profit and not-for profit) playing an increasingly visible role in health care provisions. The reasons for collaborative patterns vary, but chronic under-funding of publicly financed health services is often an important factor. Processes of decentralisation and health sector reforms have had mixed effects on health care system performance; while private health insurance markets and private clinics are pointers to a growing stratification of the health market, in line with the intensified income and social differentiation that has occurred over the last two decades.These developments call for health sector reforms.

Book excerpt: The world's freshwater resources are coming under growing pressure through such environmental hazards as human waste, urbanization, industrialization, and pesticides. The problems are exacerbated through drought in many parts of the world. The improvement of the water quality itself and access to it have been major concerns for politicians and development agencies for over a decade. First officially formulated at the Rio Earth Summit of 1992, they have been restated or expanded since then. The UN Millennium Declaration of 2000 transformed general guidelines into specific targets. The international community pledged "to halve by 2015 the proportion of people who are unable to reach, or to afford, safe drinking water" and "to stop the unsustainable exploitation of water resources, by developing water management strategies at the regional, national and local levels, which promote both equitable access and adequate supplies." Thus, ten years after Rio it is time to take stock. Based on the collective inputs of 23 United Nations agencies and convention secretariats, this Report offers a global overview of the state of the world's freshwater resources. It is part of an on-going assessment process to develop policies and help with their implementation as well as to measure any progress towards achieving sustainable use of water resources. Generously illustrated with more than 25 full-color global maps and numerous figures, the report reviews progress and trends and presents seven pilot case studies of river basins representing various social, economic and environmental settings: Lake Titicaca (Bolivia, Peru); Senegal river basin (Senegal, Mali, Mauritania, Guinea); Seine Normandy (France); Lake Peipsi/Chudskoe (Estonia, Russia); Ruhuna basin (Sri Lanka); Greater Tokyo region (Japan); and Chao Phraya (Thailand). Book excerpt: Rapid population growth, poorly planned urbanization, and evolving agricultural production and distribution practices are changing foodways in African cities and creating challenges: Africans are increasingly facing hunger, undernutrition, and malnutrition. Yet change also creates new opportunities. The food economy currently is the main source of jobs on the continent, promising more employment in the near future in farming, food processing, and food product distribution. These opportunities are undermined, however, by inefficient links among farmers, intermediaries, and consumers, leading to the loss of one-third of all food produced. This volume is an in-depth analysis of food system shortcomings in three West African cities: Abidjan, Côte d’Ivoire; Rabat, Morocco; and Niamey, Niger. Using the lens of geographical economics and sociology, the authors draw on quantitative and qualitative field surveys and case studies to offer insightful analyses of political institutions. They show the importance of “hard†? physical infrastructure, such as transport, storage, and wholesale and retail market facilities. They also describe the “soft†? infrastructure of institutions that facilitate trade, such as interpersonal trust, market information systems, and business climates. The authors find that the vague mandates and limited capacities of national trade and agriculture ministries, regional and urban authorities, neighborhood councils, and market cooperatives often hamper policy interventions. This volume comes to a simple conclusion: international development policy makers and their financial and technical partners have neglected urban markets for far too long, and now is the time to rethink and reinvest in this complex yet crucial subject.

Book excerpt: Africa is not on track to meeting the Sustainable Development Goal (SDG) 2 targets to end hunger and ensure access by all people to safe, nutritious and sufficient food all year round and to end all forms of malnutrition. The number of hungry people on the continent has risen by 47.9 million since 2014 and now stands at 250.3 million, or nearly one-fifth of the population. The 2017, 2018 and 2019 editions of this report explain that this gradual deterioration of food security was due to conflict, weather extremes, and economic slowdowns and downturns, often overlapping. A continued worsening of food security is expected also for 2020 as a result of the COVID-19 pandemic. In addition to hunger, across all countries in Africa millions of people suffer from widespread micronutrient deficiencies, and overweight and obesity are emerging as significant health concerns in many countries. This report shows that the food system in Africa does not provide food at a cost that makes nutritious food affordable to a majority of the population, and this is reflected in the high disease burden associated with maternal and child malnutrition, high body-mass, micronutrient deficiencies and dietary risk factors. The report also shows that current food consumption patterns impose high health and environmental costs, which are not reflected in food prices. The findings presented in this report highlight the importance of prioritizing the transformation of food systems to ensure access to affordable and healthy diets for all, produced in a sustainable manner.

These reports included topics such as value chains, cross-border transhumance, animal feed resources, priority animal diseases, among others, were informative in their own right. Still, the fact that they targeted specific areas of livestock in a fragmented manner did not address the need of readers whose wish was to have a comprehensive understanding of the livestock sector in West Africa. It is in response to this demand for a comprehensive outlook of the West African Livestock sub-sector that different reports and studies have been compiled into this one book. The book has twelve chapters, covering almost all aspects of livestock in the region. Attempts were made to enrich the information provided by including eight short case studies focusing on different aspects of the livestock sub-sector in West Africa. The book attempts to fill the gap of a need for comprehensive information on the potential, performance, challenges, and prospects of the livestock sub-sector in West Africa.
