So können beispielsweise der Fach- und Führungskräftemangel, der erhöhte Wettbewerb durch wirtschaftliche Internationalisierung, die Notwendigkeit der Bewältigung steigender Qualifikations- und Wissensanforderungen am Markt, der Kampf um Talente sowie damit einhergehend der demographische Wandel genannt werden. Personalentwicklungsmaßnahmen kommen hierbei eine wichtige Rolle zu, da diese positiv zur besseren Gewinnung, zur entsprechenden Qualifizierung sowie zur langfristigen Bindung der Mitarbeiter beitragen. Aktuelle Ansätze, wie zum Beispiel das Konzept des nachhaltigen Personalmanagements, sehen die Belegschaft eines Betriebes als langfristigen Erfolgsfaktor, der mittels mitarbeiterorientierter Ausrichtung sowie gezielter Förderung nachhaltig genutzt werden sollte. Viele große Unternehmen setzen solche Ansätze bereits um, Klein- und Mittelunternehmen hingegen haben die Notwendigkeit von Personalentwicklung zwar ebenso schon erkannt, sehen in der Umsetzung aufgrund diverser Problematiken jedoch noch Schwierigkeiten. Um dies zu erleichtern, können PE-Konzepte betriebsgrößenspezifisch ausgewählt werden sowie eigene Ansätze und Felder strategischer Personalentwicklung für KMU umgesetzt werden. Zusätzlich finden sich in den heutigen Möglichkeiten mehrere interne und externe PE-Maßnahmen die für kleine und mittlere Unternehmen gut geeignet sind. Im Zuge der Professionalisierung der Personalentwicklung in KMU nehmen die Themen Strategie und Systematik einen wesentlichen Part ein. Die Theorien über die Entstehung, Orientierung, Typologien und Einflussfaktoren von PE- und Personalstrategien sowie das Konzept Systematische Personalentwicklung. Planung, Steuerung und Kontrolle im Funktionszyklus bilden die Hauptthemen. Die persönliche Befragung von Experten und Verantwortlichen aus KMU baut darauf auf und versucht die zentrale Frage zu beantworten, welche systematischen und strategieorientierten Ansätze zur Professionalisierung der Personalentwicklung Klein- und Mittelunternehmen in Österreich verfolgen und warum diese bestimmte Vorgehensweisen wählen. Dahingehend wird ebenfalls analysiert, welchen Stellenwert Personalentwicklung in österreichischen Klein- und Mittelunternehmen hat, ob die Betriebe bezüglich ihres Personals nachhaltig agieren, wie die Struktur des Personalmanagements in österreichischen KMU aussieht und wo die Zuständigkeiten der Personalentwicklung liegen. Ergänzend soll beantwortet werden, welche Instrumente beziehungsweise Methoden KMU zur PE einsetzen, wie Bildungsanbieter in die PE eingebunden werden, ob KMU eine systematische und strategische Personalentwicklung für sinnvoll erachten und welche Voraussetzungen dahingehend als notwendig angesehen werden. Das Bewusstsein für die Wichtigkeit systematischer und strategischer PE zur Bewältigung aktueller sowie zukünftiger Problemstellungen wird von den meisten KMU bereits erkannt und Trends zur PE-Professionalisierung sind beobachtbar. Eine Umsetzung erfolgt jedoch in vielen Betrieben nicht, beziehungsweise nicht auf professioneller Ebene, was auf unterschiedliche Faktoren zurückzuführen ist.*****The topic of human resources development is becoming increasingly important due to several reasons, such as the lack of skilled employees and executive managers, the increase in competition due to economic internationalisation, the need for coping with increasing requirements of qualifications and knowledge on the market, the fight for talent and, along with this, the demographic change.
