Book excerpt: Starting in the late 1970s, the Indian authorities implemented a series of reforms aimed at exposing the economy to greater competition and at liberalizing key aspects of economic activity. This paper investigates productivity trends in India's (registered) manufacturing sectors during the 1980s and 1990s. The main findings of the paper are (i) labor and total factor productivity (TFP) growth in total manufacturing and many of the component sectors since 1980 were markedly higher than that in the preceding two decades, although the extent of the acceleration in TFP growth depends critically on the underlying assumptions about factor elasticities and the assumed structure of the production function; (ii) productivity growth for total manufacturing as well as for many subsectors picked up further after the 1991 reforms; and (iii) classification of the best performing sectors and the weakest performing sectors, based on comparative TFP, remains robust to changes in underlying assumptions.

Book excerpt: This paper analyses the productivity performance of the Indian manufacturing sector using unit level data, which is aggregated at four-digit industry level for the period 1994-95 to 2004-05 for 15 major states. The study focuses on both the organized and unorganized segments of the manufacturing sector. Both partial and total factor productivity (TFP) measures have been employed to trace the productivity performance of formal and informal manufacturing sector. TFP is estimated using Cobb-Douglas production functions at the four-digit industry level. The estimation is carried out by employing the Levinsohn-Petrin method, which uses intermediate inputs as the proxy to address the potential simultaneity bias in production function estimations. Our analysis reveals that labour productivity has increased for the organized sector over time whereas both labour productivity and capital intensity growth have slowed down in the unorganized sector during the 2000-01 to 2004-05 period. The production function analysis shows that capital has played a more significant role in the production process in both the sectors. TFP growth accelerated in the organized manufacturing sector during 2001-05 over 1995-2001 while the TFP decline that started in the first period (1995-2001) continued unabated even in the second period (2001-2005) in the unorganized manufacturing sector. We also find that output growth in both the sectors is productivity driven and not input driven. The improvement in TFPG of organized manufacturing in the post-2000 period as compared to the second half the 1990s across most states in India and that output growth was mostly productivity driven are important positive features of manufacturing performance in the post-reform period. However, the declining total factor productivity on one hand and increasing capital intensity of the unorganized sector is a cause of worry and raises several important questions.

Improving the quality and availability of transport infrastructure linking smaller urban areas to the rest of the interregional network would improve manufacturing plants' access to markets and would give standardized manufacturing activities a chance to move out of large, costly urban centers to lower cost secondary centers. "New" economic geography theory and the development of innovative methods of analysis have renewed interest in the location and spatial concentration of economic activities. Lall, Shalizi, and Deichmann examine the extent to which agglomeration economies contribute to economic productivity. They distinguish three sources of agglomeration economies: * At the firm level, from improved access to market centers. * At the industry level, from enhanced intra-industry linkages. * At the regional level, from inter-industry urbanization economies. The input demand framework they use in analysis permits the production function to be estimated jointly with a set of cost shares and makes allowances for nonconstant returns to scale and for agglomeration economies to be factor-augmenting. They use firm-level data for standardized manufacturing in India, together with spatially detailed physio-geographic information that considers the availability and quality of transport networks linking urban centers--thereby accounting for heterogeneity in the density of transport networks between different parts of the country. The sources and magnitudes of agglomeration vary considerably between industrial sectors. Their results indicate that access to markets through improvements in interregional infrastructure is an important determinant of firm-level productivity, whereas the benefits of locating in dense urban areas do not appear to offset the associated costs. Improving the quality and availability of transport infrastructure linking smaller urban areas to the rest of the interregional network would improve market access for manufacturing plants. It would also give standardized manufacturing activities a chance to move out of large, costly urban centers to lower cost secondary centers. The study also uses a Value-Added approach as well as a Revealed Comparative Advantage (RCA) approach to conclude that the comparative advantage of India in the organized manufacturing sector has not changed over the reforms period implying the existence of structural bottlenecks and domestic policy induced rigidities standing as impediments to resource reallocation.
