It is aimed at overcoming two shortcomings that have characterised historians' interpretations on the subject so far. Firstly, it adopts an aggregate approach, as opposed to most previous analyses, which focused on only one type of asset. Secondly, it offers some answers to the main ongoing debate on the matter, i.e. the conflict between the high social saving of Spanish railways and the apparent failure of the railway system, as reflected in the results of the private companies. The thesis describes the evolution of infrastructure investment over the period and shows the prominent role of railways at least until 1895. The establishment of the railway network in a relatively short period of time was the most outstanding event in the process of infrastructure construction and gave an intense boost to the Spanish infrastructure endowment. The thesis also shows that infrastructure was relatively scarce in Spain compared to other European countries. However, despite that scarcity, the response of the economy to infrastructure increases was sluggish. Apparently, although infrastructure was essential for Spanish industrialisation, the country was very slow to adapt to new conditions, due to the presence of serious constraints in other areas of the economy. These results are confirmed by the analysis of railways, as the economic impact of the Spanish railway network seems to have been very high, but to have taken a long time to be reached. In addition, the thesis also indicates that the underdevelopment of the Spanish institutions precluded adequate regulation of railway construction and operation. As a consequence, the situation of railway companies was always critical and their ability to offer an adequate service was limited. These findings shed some light on the debate on the economic role of Spanish railways.

Book excerpt: In this paper we analyze the effect of infrastructure on the cost and productivity performance of the private productive sector of Spanish regions over the period 1980-1993. We use a dual approach based on cost functions that allows us to recover the usual parameters estimated with production functions. In addition, we obtain rates of return and cost elasticities of production factors at the regional level. Our framework explicitly considers that some factors are quasi-fixed and their volume can differ from their optimal endowment levels. Our results indicate that the public sector has contributed significantly to enhance productivity and reduce costs in the private sector of almost every Spanish region. Nevertheless, there is still scope for the government to continue its investment efforts, given that there remains an appreciable gap between observed and optimal public capital, and we find that in the long run, public capital promotes private investment.

The capital city of Madrid plays a central role: it not only achieved status as the economic capital of Spain in recent decades, but, together with its status as the administrative and political capital, Madrid has become the absolute capital. The challenge is to understand why such development has taken place. First, radial policies in transport infrastructure, which were primarily subordinate to political and administrative objectives, could not be supported by the dynamics of economic activity. For that reason, these policies demanded the use of extensive budgetary resources in the form of subsidies and grants that made possible what legislation alone could not achieve. Additionally, these policies respond to a regular and continuing historical pattern in Spanish politics, which began with the accession to the Spanish Crown of the Bourbon dynasty in the early 18th century. The new dynasty tried hard to translate into practice the vision of building a 'Nation like France, with a Capital like Paris.' The enduring strength of this historical pattern allows us to understand why infrastructural policies in Spain today are so unique and different from those of surrounding and comparable countries.
