Book excerpt: This volume contains studies presented at the 4th International Workshop on the History of Speech Communication Research (HSCR 2021). The series of workshops was initiated in Dresden in 2015. The current workshop took place in Prague at the Institute of Phonetics, Charles University, amid the ever-changing pandemic circumstances – for the first time in a hybrid form. There are nine contributions, written by 12 authors from six countries. The contributions analyze the contextual background of particular personalities or investigate how specific research practices developed over time. Moreover, each contribution demonstrates a significant connection between various aspects of speech communication research and the wider social context. A special theme of this workshop was the link in linguistic signs between the form (sound) and the meaning (sense). The phonetic endeavour was often claimed to concern only the form, while meaning was delegated to someone else. This is not only one-sided, but also difficult to integrate into the large body of scientific knowledge, as the opening keynote emphasized.

In terms of culture, the Government is making various efforts to break the chain of the spread of the Covid-19 pandemic in a massive and systematic manner. Covid-19 is not only a deadly virus, but has a domino effect that is also terrible. One of the policies used by the government in preventing and controlling the spread of Covid-19 is implementing the Large-Scale Social Restrictions (PSBB)policy As an investment, culture also requires strategies and enablers so that it is able to achieve the target of the happiness and welfare of the Indonesian people. This strategy is implemented through providing for a diversity of cultural expressions, developing cultural practices, utilizing cultural promotion objects, accelerating institutional reform, and increasing the government's role as a facilitator. Teaching issues, especially teaching methods of language, literature and culture, need to be highlighted in terms of IT-based innovation and creativity after Covid-19. How especially teaching methods in applying the material. The authors propose a computational theory of auditory vowel perception, accounting for vowel identification in the face of acoustic differences between speakers and speaking rate and stress. This work lays the foundation for future experimental and computational studies of vowel perception.

It was shared by Finns, Estonians and other speakers of smaller Baltic-Finnic languages inhabiting the eastern side of the Baltic Sea in North-Eastern Europe. This book offers a combined perspective of a musicologist and a linguist to the structure of the runic songs. Archival recordings of the songs originating mostly from the first half of the 20th century were used as source material for this study. The results reveal a complex interaction between three different processes participating in singing: speech prosody, metre, and musical rhythm.

Structuralist and generative interface thinking is presented chronologically, but also theory by theory from the point of view of a historically interested observer who however in the last third of the book distills lessons in order to assess present-day interface theories, and to establish a catalogue of properties that a correct interface theory should or must not have. The book also introduces modularity, the rationalist theory of the (human) cognitive system that underlies the generative approach to language, from a Cognitive Science perspective. Modularity is used as a referee for interface theories in the book. Finally, the book locates the interface debate in the landscape of current minimalist syntax and phase theory and fosters intermodular argumentation: how can we use properties of morpho-syntactic theory in order to argue for or against competing theories of phonology (and vice-versa)?
