Book excerpt: The FAA International Conference on Aircraft Inflight Icing, held on May 6-8, 1996, in Springfield, Virginia, was attended by over 400 participants from the U.S. and nineteen foreign countries. The conference included a review of major aspects of airworthiness when operating in icing conditions. It consisted of an opening plenary session, five working group sessions addressing (1) Icing Environmental Characterization, (2) Ice Protection and Ice Detection, (3) Forecasting and Avoidance, (4) Requirements for and Means of Compliance in Icing Conditions (Including Icing Simulation Methods), (5) Operational Regulations and Training Requirements, and a closing plenary session. One of the primary areas of concern at the conference was icing due to supercooled large droplets (SLD). Volume I of the conference proceedings covers presentations of the speakers at the opening plenary session and the reports of the co-chairs of the working groups at the closing plenary session. Volume II of the conference proceedings is a compendium of technical papers presented in the various working groups.

Icing remote-sensing system development requires consideration of the operational environment, the meteorological environment, and the technology available. Operationally, pilots need unambiguous cockpit icing displays for risk management decision-making. Human factors, aircraft integration, integration of remotely sensed icing information into the weather system infrastructures, and avoid-and-exit issues need resolution. An icing remote-sensing system detects cloud and precipitation liquid water, drop size, and temperature. An algorithm is needed to convert these conditions into icing potential estimates for cockpit display. Specification development requires that magnitudes of cloud microphysical conditions and their spatial and temporal variability be understood at multiple scales. The core of an icing remote-sensing system is the technology that senses icing microphysical conditions. Radar and microwave radiometers penetrate clouds and can estimate liquid water and drop size. Airport-based radar or radiometers are the most viable near-term technologies. A radiometer that profiles cloud liquid water, and experimental techniques to use radiometers horizontally, are promising. The most critical operational research needs are to assess cockpit and aircraft system integration, develop avoid-and-exit protocols, assess human factors, and integrate remote-sensing information into weather and air traffic control infrastructures. This report reviews operational, meteorological, and technological considerations in developing the capability to remotely map in-flight icing conditions from the ground and from the air.

Book excerpt: On March 22, 1992 USAir Flight 405, departing from New York's La Guardia Airport, crashed on takeoff. The Federal Aviation Administration (FAA) is proceeding on the assumption that this tragedy was due to icing. In response, the FAA initiated a 6-month effort to improve the safety of winter flight operations. This effort will result in safety improvements that will be implemented before next winter. A better understanding of airplane ground deicing and anti-icing issues is a crucial prerequisite to the implementation of feasible and effective safety improvements. To achieve this goal, the FAA sponsored a conference at which the international aviation community could exchange thoughts and offer recommendation on a variety of issues concerning safe winter operations. On May 28 and 29, 1992, the FAA held the International Conference on Airplane Ground Deicing to develop a better understanding of airplane deicing and anti-icing issues. More than 750 participants discussed the problems posed by aircraft deicing and examined possible solutions. The conference produced suggestions for corrective actions the should be taken before this winter and possible long-term improvements to existing systems. The focus of the conference was carrier operated turbine-powered airplanes with more than 30 passenger seats.
