Available in PDF, EPUB and Kindle. Book excerpt: With The Sentimental State, Elizabeth Garner Masarik shows how middle-class women, both white and Black, harnessed the nineteenth-century “culture of sentiment” to generate political action in the Progressive Era. While eighteenth-century rationalism had relied upon the development of the analytic mind as the basis for acquiring truth, nineteenth-century sentimentalism hinged upon human emotional responses and the public’s capacity to feel sympathy to establish morally based truth and build support for improving the welfare of women and children. Sentimentalism marched right alongside women’s steps into the public sphere of political action. The concerns over infant mortality and the “fall” of young women intertwined with sentimentalism to elicit public action in the formation of the American welfare state. The work of voluntary and paid female reformers during the late-nineteenth and early-twentieth centuries shaped what would become lasting collaborations between grassroots voluntary organizations and the national government. Women saw a social need, filled it, and cobbled together a network of voluntary organizations that tapped state funding and support when available. Their work provided safeguards for women and children and created a network of female-oriented programs that both aided and policed women of child-bearing age at the turn of the twentieth century. Through an examination of these reform programs, Masarik demonstrates the strong connection between nineteenth-century sentimental culture and female political action, advocating government support for infant and maternal welfare, in the twentieth century.

Available in PDF, EPUB and Kindle. Book excerpt: Child abuse and neglect are tragically common. Each year, more than 1,000 American children die due to maltreatment. Thousands more suffer physical abuse, sexual abuse, and neglect. Across the country, every community has a system of government-operated and funded child protective services (CPS). But given that social workers of CPS have the authority to remove children from unsafe parents, it is no surprise that CPS is controversial. Does CPS protect children? Does CPS do more good than harm? Is CPS fundamentally racist, as some critics argue? Should CPS be abolished? To answer these questions, it is essential to understand the origins of child protection in America. How did we arrive at the child protection system in place today? This book traces the history of child protection from colonial times to the present and provides the most in-depth analysis ever published of the origins of child protection.

Book excerpt: This compendium provides an orientation to basic issues of child and family policy. It includes an overview of the recent history of child and family policy in the United States; an exploration of several political economic conditions underlying changes in these policies; a historical survey of policies toward dependent children; and case studies of selected local, state, and federal policies. The case study approach helps to discern patterns in successful and unsuccessful policies, clarify assumptions and values that underlie them, and develop evaluation criteria. Policy formation is the focus in analyses of the federal Family and Medical Leave Act; family support initiatives in Kentucky, Missouri, and Maryland; and municipal policies for homeless families in Atlanta, Denver, and Seattle. Examinations of the federal Baby Doe regulations and AIDS education policy in the Cambridge, Massachusetts, public schools highlight policy implementation. An account of the Massachusetts Day Care Partnership Project concentrates on the third phase of policy analysis: policy evaluation. The concluding chapters stress the importance of considering race, class, and gender in defining social problems, setting policy agendas, and structuring and evaluating policies and programs. They then provide an analytic framework for assessing future responsibilities for U.S. child and family policy.
