Available in PDF, EPUB and Kindle. Book excerpt: The basic logic is very simple. Countries around the globe have a need for more electrical generating capacity because of increases in population and increases in energy use per capita. The needs are constrained by the requirement that the ba- load energy source be economical, secure, and not emit climate-changing gases. Nuclear power fits this description. Therefore, many countries that have not had a nuclear power program (or only had a small program) see a need to develop one in the future. However, the development of a national nuclear energy program is not so simple. The purpose of the NATO Advanced Research Workshop on Nuclear Power and Energy Security was to contribute to our understanding of how these programs might evolve. The workshop took place 26–29 May 2009 in Yerevan, Armenia. Approximately 50 participants discussed the infrastructure that is needed and some of the reactor options that might be considered. The papers in this book helped define the discussion that took place. The infrastructure that is needed includes a legal framework, a functioning regulator, a plan for waste disposal, a plan for emergency response, etc. These needs were explained and just as importantly, it was explained what international, bilateral, and regional cooperation is available. Although there were many co- tries represented, the Armenian experience was of particular interest because of where the meeting was located. The papers on reactor options covered both innovative and evolutionary designs.

Inevitably and for very good reasons, a lot of attention has been given to the existing and planned pipeline routes going around or across the Black Sea. Much less attention has been given to the development of the Black Sea energy market in its own right and to the potential advantages of coping with some current and future energy issues in a multilateral regional format rather than through individual action at national level. The present book addresses, in a comprehensive manner, the current problematic of energy security and goes beyond pipeline politics, without playing down their continued significance; it addresses some topical questions related to the sustainability and resilience of energy systems as applicable to the Black Sea region.

Available in PDF, EPUB and Kindle. Book excerpt: There has been a burgeoning interest in energy security in recent years due to the transformation of the energy landscape through deepening market deregulation, rising environmental challenges, growing energy hunger, and significant political changes. Depicting energy security as an evolving concept that absorbs economic and political conditions, this book adopts an economic approach to energy security in the international gas market. Uniquely, the book explores the theoretical assumptions and practical consequences attached to both demand and supply-side security in global energy markets. It investigates why energy exporters are so protective of independence in energy exports. The book also looks at the critically important issue of environmental aspects of energy security, particularly around climate change. It also analyses the potential for a cartel in the international gas market, similarly to the oil industry. This book will be of much interest to readers in energy economics, energy security, energy policy, IR/security studies, and relevant policy-makers.

Available in PDF, EPUB and Kindle. Book excerpt: This volume provides a systematic framework for energy suppliers, policy makers, academics, students, and all others interested in energy security, and analyzes key issues concerning energy, security and sustainability with the help of a wealth of data. While sustainability is the broadest objective, energy security is an important part of it, at the global, national and societal levels. The development of a sustainable, long-term solution to meeting the world’s energy needs is a defining issue of our time, since central global challenges that the world faces—poverty alleviation, climate change, and environmental degradation—are directly linked to energy security. The contributions cover key issues in sustainable energy and illustrate that the insecurity of a majority of countries owes to internal factors which have more to do with market forces, inefficient technologies, lack of institutions, environmental insecurity, pricing mechanisms, etc., and less to do with the international situation. The links between energy and development are both direct and indirect. Directly, energy provides several services and utilities to maintain human well-being, and also does so indirectly through stakeholders. This volume addresses both the direct and indirect links and provides sustainable alternatives, helping readers to better grasp the resilience of both socio-economic and resource sub-systems in the process. The issues affecting energy supply and demand, including technology portfolios, environmental considerations and consumer attitudes are thoroughly discussed. One of the critical questions that arises is how to facilitate energy investment. The investment climate and the key issues involved are analyzed, including: the capital flows with reasonable and stable investment frameworks, timely decision-making by governments, and open markets. The broad objective of the volume is to foster a deeper understanding of the concept of energy security and to identify the methods of analysis, policy initiatives and future research needed to generate a balanced pattern of energy use and mitigate its impact on humanity and the environment.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers the first comprehensive assessment of the various internal and external measures undertaken by the European Union to guarantee security of oil and gas supply. It sets out and analyses in a coherent and thorough manner those aspects of EU external policy that are relevant in establishing a framework for guaranteeing energy security for the Union. What makes the book unique is that it is the first of its kind to bridge the gap between EU energy and EU external policy. The book discusses EU policy towards the major oil and gas producing countries of Russia, the Mediterranean and the Persian Gulf at the bilateral as well as regional and multilateral level. It brings together not only the dimensions of trade and investment but also other important aspects of external policy, namely development and foreign policy. The author argues that the EU's energy security cannot be achieved through adopting a purely internal approach to energy issues, but that it is necessary to adopt a holistic approach to external policy, covering efficient economic relations as well as development co-operation and foreign policies towards energy producing countries. The book will be a valuable resource for students of EU law, WTO law or international energy law, as well as scholars and practitioners dealing with energy issues.
