Book excerpt: Ever since its employment in the First World War, chemical warfare has always aroused controversy. Governments have responded by pursuing the policies of disarmament and deterrence in the hope of avoiding its recurrence. However, despite the signing of the Geneva Protocol in 1925 which banned the use of poison gas, chemical weapons have been used in subsequent conflicts and most recently in the Gulf War between Iraq and Iran. In this work the policies of disarmament and deterrence will be reassessed within a broad historical and strategic context. It will be argued that poison gas could still be used in a modern European conflict; that the Soviet forces are the best equipped to operate in a contaminated environment; and that weaknesses persist in NATO's anti-chemical defences and in her deterrent. It will be emphasised, too, that the Geneva disarmament talks, which have made some progress in recent years, still face formidable difficulties over the issues of verification and compliance. Above all, it will be claimed that the onset of nuclear parity between the superpowers has eroded the credibility of a deterrent to chemical attack based upon the threat of nuclear release. Accordingly, this book will contend that the United States should modernize her stockpile of chemical weapons to bolster the Western deterrent and to provide more leverage for the negotiations in Geneva.

Perceptions of chemical warfare as particularly abhorrent have been successfully institutionalized in international proscriptions and, Price suggests, understanding the sources of this success might shed light on other efforts at arms control.To explore the origins and meaning of the chemical weapons taboo, Price presents a series of case studies from World War I through the Gulf War of 1990–1991. He traces the moral arguments against gas warfare from the Hague Conferences at the turn of the century through negotiations for the Chemical Weapons Convention of 1993. From the Italian invasion of Ethiopia to the war between Iran and Iraq, chemical weapons have been condemned as the "poor man's bomb." Drawing upon insights from Michel Foucault to explain the role of moral norms in an international arena rarely sensitive to such pressures, he focuses on the construction of and mutations in the refusal to condone chemical weapons.

SALW are the primary source of violations and abuses of humanitarian and human rights principles by states, rebels, terrorists and criminals. Many consider them the real weapons of mass destruction of our time, causing about half a million deaths annually. The unrestricted international transfer of SALW by states (99 states and 1000 companies involved in manufacturing and supply) is one of the major contributory and aggravating factors of this crisis; another is the illicit traffic in small arms. This book deals with the proliferation of SALW and their unregulated trade and transfer across borders. It addresses questions of definition, manufacturing, trade/transfer, and issues relating to state responsibility. The primary focus is on conventional small arms, in particular military-style weapons. The book tackles the core and most divisive legal problem of whether or not the laws relating to arms control and relevant norms of international law provide substantive restrictions upon the transfer of small arms by states. The application of the norms of international peace and security, non-intervention, humanitarian and human rights laws, and evolved relevant customary rules of arms control relating to these norms are considered particularly carefully. Questions of application and enforcement of relevant rules and institutional responses to the problem are also examined. The UN began considering an arms trade treaty in 2006; the publication of the book at this critical moment in time will make a positive contribution towards shaping the debate and aims to further enhance understanding in an area where close analysis is required.
