Book excerpt: Network governance has received much attention within the fields of public administration and policy in recent years, but surprisingly few books are designed specifically to help students, researchers, and practitioners examine key concepts, synthesize the growing body of literature into reliable frameworks, and to bridge the theory-practice gap by exploring network applications. Network Governance: Concepts, Theories, and Applications is the first textbook to focus on interorganizational networks and network governance from the perspective of public policy and administration, asking important questions such as: How are networks designed and developed? How are they governed, and what type of leadership do they require? To whom are networks accountable, and when are they effective? How can network governance contribute to effective delivery of public services and policy implementation? In this timely new book, authors Naim Kapucu and Qian Hu define and examine key concepts, propose exciting new theoretical frameworks to synthetize the fast-growing body of network research in public policy and administration, and provide detailed discussion of applications. Network Governance offers not only a much-needed systematic examination of existing knowledge, but it also goes much further than existing books by discussing the applications of networks in a wide range of management practice and policy domains—including natural resource management, environmental protection, public health, emergency and crisis management, law enforcement, transportation, and community and economic development. Chapters include understudied network research topics such as power and decision-making in interorganizational networks, virtual networks, global networks, and network analysis applications. What sets this book apart is the introduction of social network analysis and coverage of applications of social network analysis in the policy and management domains. PowerPoint slides and a sample syllabus are available for adopters on an accompanying website. Drawing on literature from sociology, policy sciences, organizational studies, and economics, this textbook will be required reading for courses on network governance, collaborative public management, cross-sector governance, and collaboration and partnerships in programs of public administration, public affairs, and public policy.

Book excerpt: The Urban Heat Island (UHI) is an area of growing interest for many people studying the urban environment and local/global climate change. The UHI has been scientifically studied for 200 years and, although it is an apparently simple phenomenon, there is considerable confusion around the different types of UHI and their assessment. The Urban Heat Island—A Guidebook provides simple instructions for measuring and analysing the phenomenon, as well as greater context for defining the UHI and the impacts it can have. Readers will be empowered to work within a set of guidelines that enable direct comparison of UHI effects across diverse settings, while informing a wide range of climate mitigation and adaptation programs to modify human behaviour and the built form. This opens the door to true global assessments of local climate change in cities. Urban planning and design strategies can then be evaluated for their effectiveness at mitigating these changes. Covers both on-surface and near-surface, or canopy, measurements and impacts of Urban Heat Islands (UHI) Provides a set of best practices and guidelines for UHI observation and analysis Includes both conceptual overviews and practical instructions for a wide range of uses

This book was released on 2015-04-30 with total page 30 pages. Available in PDF, EPUB and Kindle. Book excerpt: The process of economic development is characterized by substantial reallocations of resources across sectors. In this paper, we construct a multi-sector model in which there are barriers to the movement of labor from low-productivity traditional agriculture to modern sectors. With the barrier in place, we show that improvements in productivity in modern sectors (including agriculture) or reductions in transportation costs may lead to a rise in agricultural employment and through terms-oftrade effects may harm subsistence farmers if the traditional subsistence sector is larger than a critical level. This suggests that policy advice based on the earlier literature needs to be revised. Reducing barriers to mobility (through reductions in the cost of skill acquisition and institutional changes) and improving the productivity of subsistence farmers needs to precede policies designed to increase the productivity of modern sectors or decrease transportation costs.
