Available in PDF, EPUB and Kindle. Book excerpt: After a decade of attempts to control pollution with broad, sweeping legislation on a national scale, recent efforts have recognized the need to evaluate waste disposal on a case-by-case or regional basis, incorporating new knowledge about the consequences of disposal. This book examines the major uses and effects of waste disposal in the ocean, paying particular attention to California's coastal waters. The contributors, representing public agencies, academe, and research institutions, take into account environmental concerns while they focus on developing management strategies of using the oceans for waste disposal. The book is a result of the 1982 symposium "Ocean Disposal in the 1980s," which was sponsored by the Southern California Academy of Sciences

Book Synopsis The Use and Misuse of Science in Natural Resource Damage Assessment by : Gary S. Mauseth
Download or read book The Use and Misuse of Science in Natural Resource Damage Assessment written by Gary S. Mauseth and published by . This book was released on 1995 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The Natural Resource Damage Assessment (NRDA) process generally followed in federal cases is intended to determine and quantify injury and related damages resulting from a pollution event, such as an oil spill. This paper reviews and comments on the fundamental issues raised by recent NRDA experiences and suggests way in which the process can be significantly improved. The paper also reviews regulations developed by the Department of the Interior (DOI) and the draft regulation proposed by the National Oceanic and Atmospheric Administration (NOAA). Because NRDA is in large part fundamentally a scientific inquiry, the paper addresses the current difficulties, complexities, and constraints in applying the scientific method to real-time pollution events such as oil spills. In addition, these pollution events, in particular large oil spills, generate enormous public scrutiny, creating great political pressures on natural resource trustees and those named as responsible for the spill in determining natural resource damages based on uncertain data. A workable and reasonable NRDA result requires careful use of available scientific theory and information, which is frequently incomplete. The potential for resolution of NRDAs raises difficult issues of the proper use of science in the context of the confrontational process of litigation. Unfortunately, the NRDA process raises the prospect of the improper use of science-especially where data are not available or are inconclusive or scientific theory is not clearly established-as a tool of selective advocacy serving one side or another rather than the dispassionate search for truth. Various options for preventing the misuse of science are presented. The authors conclude that if the focus of all participants in the NRDA is the efficient and equitable determination of injury, damage and restoration of the environment where possible, the potential for misuse of science is minimized"--Abstract.

This book was released on 2012-12-06 with total page 433 pages. Available in PDF, EPUB and Kindle. Book excerpt: Brian D. Clark PADC Environmental Impact Assessment and Planning Unit Project Director Events throughout the world substantiate the view that planning and decision-making systems need a better integration of environ mental, economic and social considerations. Many organizations are showing considerable interest in Environmental Impact Assessment (EIA) and its role in project planning and policy evaluation and as an aid to decision-making. Consequently, it was decided to hold a NATO Advanced Study Institute on EIA for the following reasons. First there is evidence of uncertainty, particularly amongst many scientists and decision-makers, as to the nature, scope and object ives of EIA. Secondly, there is much confusion over the objectives and utility of certain EIA methods. Third, there appears to be a gulf developing between decision-makers and what they require from EIA, and the ability of the scientist to provide information which is scientifically rigorous. Finally, there appears to be little concern as to the relationship between "impact prediction" and the actual consequences ofa development activity, suggesting that if EIA is not to become both politically and scientifically disreput able greater emphasis should be placed on prediction, monitoring and post-audit studies. As will be seen from the contents of this volume the ASI attempted to address all of the above topics and indeed many more. It was perhaps inevitable that the ASI raised more questions than were answered but this is indicative of the vigorous debate that is now taking place about the role and utility of EIA.
