In the field of multilingual NLP (such as machine translation and terminology mining) this implied the use of parallel corpora. However, parallel resources are relatively scarce: many more texts are produced daily by native speakers of any given language than translated. This situation resulted in a natural drive towards the use of comparable corpora, i.e. non-parallel texts in the same domain or genre. Nevertheless, this research direction has not produced a single authoritative source suitable for researchers and students coming to the field. The proposed volume provides a reference source, identifying the state of the art in the field as well as future trends. The book is intended for specialists and students in natural language processing, machine translation and computer-assisted translation.

Available in PDF, EPUB and Kindle. Book excerpt: 'The Human Resources for Health Crisis in Zambia' is part of the World Bank Working Paper series. These papers are published to communicate the results of the Bank’s ongoing research and to stimulate public discussion.Despite reporting some health gains since the 1990s, health outcomes remain poor in Zambia and it will be very challenging to achieve the health-related Millennium Development Goals by 2015.The Government of Zambia recognizes that the improvement of child and maternal health and the reduction in mortality from HIV/AIDs and malaria require better access to an appropriate number of wellperforming health workers or human resources for health (HRH). This paper compiles recent evidence on the Zambian health labor market and provides some baseline information on HRH to support the government as it addresses its HRH challenges. In addition, the paper analyzes the available evidence on the national health labor market to better understand the number, distribution, and performance of HRH in Zambia. The paper also explains HRH outcomes by mapping, assessing, and analyzing pre-service education and labor market dynamics and well as the core factors influencing these dynamics. This working paper was produced as part of theWorld Bank’s Africa Region Health Systems for Outcomes (HSO) Program. The Program, funded by the World Bank, the Government of Norway, theGovernment of the United Kingdom, and the Global Alliance for Vaccines and Immunization (GAVI), focuses on strengthening health systems inAfrica to reach the poor and achieve tangible results related to Health, Nutrition, and Population. The main pillars and focus of the program center on knowledge and capacity building related to Human Resources for Health, Health Financing, Pharmaceuticals, Governance and Service Delivery, and Infrastructure and ICT. The aim is to identify and integrate the different theoretical perspectives, analytical levels, and empirical contexts in order to deepen understanding of this complex phenomenon. The authors conduct an inductive thematic analysis based on an informal ontological classification that identifies 56 key themes. Within each theme, discussion focuses on thematic patterns, potential inconsistencies and debates, and future directions and opportunities for research. The book makes a number of significant contributions to the field. First, it offers a deeper understanding of the evolution of research on BMI through an ontological map that identifies the key thematic areas in the literature. Second, a multilevel model is developed that clarifies the concept of BMI by identifying its drivers, contingencies, and outcomes. Third, the authors identify clear and specific directions for further research and offer suggestions on research design, creating an informative road map for the future. The book will be of value both to scholars and researchers and to practitioners.

Book excerpt: The break-up of BAA and the blocked takeover of Bratislava airport by the competing Vienna airport have brought the issue of airport competition to the top of the agenda for air transport policy in Europe. Airport Competition reviews the current state of the debate and asks whether airport competition is strong enough to effectively limit market power. It provides evidence on how travellers chose an airport, thereby altering its competitive position, and on how airports compete in different regions and markets. The book also discusses the main policy implications of mergers and subsidies.

Book excerpt: These writings, by Nome, are an offering to Lord Siva, to Sadguru Ramana, and to all sages of the lineage of Advaita Vedanta. Upon reading this little book, the reader immediately will recognize that he or she is reading writings of both a devotional nature and writings expressive of jnana—Knowledge. This is Parabhakti—supreme devotion. The first part of this book is in seven chapters. The reader will note subtle differences among the chapters. The first and second chapters describe bhakti (devotion), while the third chapter describes the experience of the bhakta (devotee). The fourth chapter takes the bhakta deeper into jnana through the relationship with the Guru, while the fifth chapter speaks of continuous, absorbing devotion to God and Guru. The sixth describes the practice of the bhakta and the spiritual activities and attitudes with which a bhakta infuses his or her life, and the seventh describes absorption, through bhakti, in jnana. The second part of this book is in six chapters consisting of a collection of poetry: Chapter I, Namah Sivaya, presents short verses praising Lord Siva, while simultaneously expressing Knowledge of the Lord.Chapter II, In Praise of the One Like Space, is a poem that is descriptive of Absolute Being and praising that Absolute.Chapter III, Realize the One Like Space, is composed of verses that pose questions that, if asked, guide the bhakta to realize the One like space.Chapter IV, Space of Grace, is a set of verses descriptive of the One like space—a description of Grace.Chapter V, Within the One Like Space, features verses describing the experience of the space that is the One Absolute.Chapter VI, Gracious Inquiry, appears as both a solicitation for Grace and also Knowledge of the ever-presence of Grace through inquiry. If a person practices pure, ego-less jnana, bhakti is unavoidable. On the other hand, if a person practices pure, ego-less bhakti, jnana is surely inevitable. The glorious, lofty heights of devotion and Knowledge are expressed here in this little book, and the sages assure us that the identical experience is available to all. It is sincerely hoped that the reader experiences the vastness of parabhakti while deeply meditating on these writings and remains absorbed therein. To abide unmoving, without giving rise to illusion, free of attachment to the transient unreality, desireless and fearless, absorbed by the power of devotion that gives birth to Knowledge, in That, as That, is bhakti. ~ from the book Parabhakti

Book excerpt: Centering on questions of the potential optimality of some trade protection, these original contributions present research at the frontier of international trade and trade policy. They expand and test the new trade theory that has developed during the last decade, incorporating elements of industrial organization and political economy into the study of trade structure and the formation of trade policy. Essays in the first two parts take up trade policy, addressing issues such as the formation of trading blocks, strategic trade policy, the political economy of protection, growth-oriented trade policies, and including empirical studies of the welfare effects of quality - upgrading voluntary export restrictions and import quotas. Essays in the third part discuss various structural issues such as trade in services, intersectoral adjustments, and the advantage of early entry. A lifelong Quaker, his 1929 Swarthmore Lecture explores how science and religion define and look at reality. ‘You will understand the true spirit neither of science nor of religion unless seeking is placed in the forefront.’ ‘He puts a strong line against simplistic reductionism in relation to our minds . He emphasizes that when we ask the question, “What are we to think of it all? What is it all about?,” the answer must embrace but not be limited to the scientific answer. His lecture explores this in a delightful way, that remains fully relevant today.’ — Prof. George Ellis 'The attitude of the scientist, here so admirably explained, is the attitude, also, of the mystic. Experience, to both, is what matters most.”’- The Sufi Quarterly, 1929.

Book excerpt: The Scope of Happiness is the autobiography of an outstanding world figure who was the sister, confidante, and lifelong political associate of India's first prime minister, Jawaharlal Nehru and the aunt of Indira Gandhi. Vijaya Lakshmi Pandit participated in the Indian national struggle for freedom from its inception and was imprisoned three times. In this very personal view of the struggle for independence, she gives an evocative picture of the cultured and protected world in which she grew up in Anand Bhavan in Allahabad, conveying even the textures, aromas and sounds of her childhood home. She offers an unprecedented picture of life in India under British rule, with its rigorous restrictions and racial bigotry. A compelling strength of this book is the intimate picture the author draws of many great figures: the searching and affectionate view of her brother, the insight into her niece Indira, a personal record of Mahatma Gandhi that no one else could give--and penetrating and entertaining anecdotes of world figures such as Krishna Menon, Earl Mountbatten of Burma, Chester Bowles, Dag Hammarskjold, Eleanor Roosevelt, President Tito and Prince Charles. No other living individual could draw the sweeping historical picture that Mrs Pandit has given us in her memoir, making it a book of rare significance that will speak lastingly for generations to come.
