Book excerpt: In the early part of this century, Argentina was one of the most affluent nations in the world. Since then, the Argentine economy has experienced long periods of stagnation and recession. Larry Sawers links the country's economic failure to the backwardness of the interior, which comprises 70 percent of the area of the country and in which nearly one-third of the population resides. The interior's poverty, according to Sawers, is caused by the scarcity of agricultural resources and by serious inequalities in the distribution of those resources. The region is poorly endowed, land has been degraded through abuse and overuse, and most farmers work tiny, unproductive plots. Moreover, most of the products of the interior are produced for highly protected domestic markets and face stiff competition and falling prices in world markets. Recent reforms in Argentina have dramatically aggravated the economic crisis of the interior.Sawers shows how the poverty of the interior has contributed to the dismal performance of the Argentine economy as a whole. He emphasizes the deleterious effects of extensive emigration from the interior to the major urban areas that are unable to absorb the human tide. Additionally, the national government has taxed the more prosperous regions in order to subsidize the interior, placing a severe drain on the federal government budget and worsening inflation. The effects of the interior's poverty on the nation are also political. Sawers argues that the backward political system in the interior exacerbates the worst features of the national political culture and governance, which in turn pose profound obstacles to economic progress.

Book excerpt: Labor, Class, and the International System explores the interface between the labor process, class structure, and the global requirements of accumulation as a necessary complement to the analysis of capital and dominant institutions and focus on this interaction to clarify some of the apparent contradictions and bring the general models in line with empirical reality. The book provides analysis of concepts and hypotheses derived from general theory with available empirical knowledge on each particular topic. Each chapter addresses problem areas namely, international migration; pre-capitalist modes of production and the reproduction of the urban labor force; and dominant ideologies of inequality and class structure. Sociologists, political scientists, economists, researchers, and students of international studies will find the book very interesting and insightful.

This book was released on 1989-01-01 with total page 144 pages. Available in PDF, EPUB and Kindle. Book excerpt: The noted economist Yair Mundlak presents here a theory of the growth of the agricultural sector within the context of a growing economy. He explores the various aspects of the dynamics of agriculture and their relationship to the dynamics of the economy at large, offering a unique blend of theory, methodology, and empirical analysis. The rate of agricultural growth has varied across countries and over time, even though the main innovations in agricultural technology have been made available to all countries. Consequently, the difference in performance is due to the use made of the available technology. Mundlak treats the implementation of technology as an economic decision similar to decisions about resource supply and allocation. The development of agriculture, like that of other sectors, is determined to a large degree by the economic environment, especially public policies. This framework permits the author to evaluate the effects of policies on growth by examining their effects on sectoral incentives. Mundlak shows that neutral macroeconomic policies may have a stronger effect on sectoral growth than sector-specific policies. The book contains problem sets, and will be a reference and text for graduate-level courses.

Available in PDF, EPUB and Kindle. Book excerpt: While one of the most important attempts to explain the rise of authoritarian regimes and their relationship to problems of economic development has been the "bureaucratic-authoritarian model," there has been growing dissatisfaction with various elements of this model. In light of this dissatisfaction, a group of leading economists, political scientists, and sociologists was brought together to assess the adequacy; of the model and suggest directions for its reformulation. This volume is the product of their discussions over a period of three years and represents an important advance in the critique and refinement of ideas about political development. Part One provides an overview of the issues of social science analysis raised by the recent emergence of authoritarianism in Latin America and contains chapters by David Collier and Fernando Henrique Cardoso. The chapters in Part Two address the problem of explaining the rise of bureaucratic authoritarianism and are written by Albert Hirschman, Jose Serra, Robert Kaufman, and Julio Coder. In Part Three Guillermo O'Donnell, James Kurth, and David Collier discuss the likely future patterns of change in bureaucratic authoritarianism, opportunities for extending the analysis to Europe, and priorities for future research. The book includes a glossary and an extensive bibliography.
