Book excerpt: Earthquakes in the last 100 years have resulted in $3 trillion U.S. dollars in economic losses worldwide. Even moderate-magnitude events, such as the Mw6.7 1994 Northridge earthquake and the Mw6.9 1989 Loma Prieta earthquake, have caused widespread damage, significant economic losses, and tens of thousands of families displaced from their homes. In the last two decades, the performance-based earthquake engineering framework developed by the Pacific Earthquake Engineering Research Center, also referred to as the PEER PBEE framework, has gained much attention from researchers and practitioners not only in the U.S. but also in most seismic-prone countries. This framework was focused on individual structures under seismic hazards. However, large earthquakes occurring close to large urban regions may strike and affect thousands or even millions of structures simultaneously, leading to large numbers of casualties and significant disruptions to the normal functionality of communities. Hence, the concept of "performance" in PBEE needs to be expanded from an individual to a regional scale, with broader definitions of stakeholders and performance metrics in order to evaluate the seismic risk of groups of structures that are spatially distributed within a region, referred to as regional seismic risk. The main goal of this dissertation is to propose improved regional seismic risk methodologies within a probabilistic framework that explicitly quantifies, incorporates, and propagates uncertainties at the different stages of the analysis, in order to provide improved information for decision makers. The main contributions of this dissertation are: • A mathematical formalization of a regional performance-based earthquake engineering (RPBEE) framework for seismic risk assessment of groups of structures and infrastructure spatially distributed within a region. • An improved model for the spatial correlation of ground motion intensity measures, which is based on 39 well-recorded earthquakes and is the first model that explicitly incorporates the event-to-event variability. • Recommendations of ground motion intensity measures to characterize the seismic hazard for regional seismic risk assessment of wood-frame single-family houses. • An investigation on the relative seismic performance of one- and two-story houses, leading to recommendations for future building classification systems for regional seismic risk assessment, where one- and two-story houses are separated into different classes with different seismic vulnerabilities. • Novel fragility curves for estimating the probability of damage to chimneys and severe damage to structural shear walls in wood-frame single-family houses which are particularly useful for improving current approaches to estimate the number of yellow- and red-tagged wood-frame single-family houses. • A model for explicitly incorporating the correlation between the damage in different structures conditioned on their ground motion intensities for regional seismic risk asessment, along with an investigation on the effect of this correlation on regional seismic risk metrics. • A probabilistic framework for evaluating and comparing alternative public policies for enhancing the seismic performance of structures in terms of regional seismic risk mitigation. • Evaluation of the inherent regional risk of collapse implicit with the probability of collapse of individual buildings that is currently specified as acceptable in U.S. seismic design provisions. • A simplified seismic design approach that explicitly considers the regional seismic risk in the seismic design criteria of structures, referred to as "regional-risk-targeted seismic design.".

Book excerpt: Understanding disaster risk is an integral aspect of disaster risk management, and it is essential for efficient risk reduction investments. Regional disaster risk assessment frameworks, including seismic risk analysis, are commonly used to quantify disaster risk and inform risk reduction strategies. However, few of the frameworks are able to quantify the full extent of disaster consequences especially as related to household recovery and the disproportionate effect on the socioeconomically vulnerable population. This dissertation proposes a set of new computational methods along various steps of the seismic risk assessment process and lays out the overall methodology for quantifying disaster impacts on the society considering the entire recovery process. This is achieved by integrating and leveraging analytical tools from other fields, namely, geostatistics, real estate investment, macroeconomics, and welfare economics. The dissertation first proposes a framework for simulating spatially distributed ground motions at multiple intensity measures. The framework allows modelers to rapidly simulate multiple realizations of earthquake ground motion intensity, which are required for regional risk assessments. Furthermore, the research investigates post-earthquake decisions on damaged commercial buildings considering the influence of real estate market conditions. An investment decision model for individual buildings that unifies seismic performance estimation and real estate investment analysis is proposed and applied to four commercial buildings in the Los Angeles area. Results suggest that the state of the real estate market has a significant influence on decisions and recovery trajectories of commercial buildings. Finally, this dissertation integrates regional probabilistic seismic risk analysis, which quantifies asset losses, with an economic recovery model to estimate the overall economic impact of a large earthquake on the San Francisco Bay Area. In addition to quantifying changes in economic output, this approach gives insight into changes in income and employment across different economic sectors. The results of this analysis are combined with information on income, employment sector, housing values, savings, mortgage, rent, and insurance of households across the Bay Area, to calculate consumption changes throughout the recovery. Furthermore, well-being losses (i.e., changes in the utility of consumption over the recovery period) are calculated and analyzed for different socioeconomic groups. Well-being losses, unlike asset losses which use absolute monetary values, are able to reflect the differential impact that a loss in consumption of $1 has on a low income versus a high income household. The analysis reveals that poorer households suffer only 19% of the overall physical asset losses, but experience 41% of the well-being losses. Well-being losses also extend over a larger region than that of severe asset losses, requiring design of policies to help people recover, in addition to reducing asset losses. We evaluate several pre- and post-disaster risk reduction strategies in terms of their effect on both asset and well-being losses and examine their efficacy across different socioeconomic groups. The tools developed in this dissertation are meant to be used by researchers, practitioners, and government agencies to understand the extent of the disaster risk. They can help policymakers identify vulnerable groups within their community who might require pre- and post-disaster assistance, and design efficient investment strategies for disaster resilience considering socioeconomic characteristics and vulnerabilities of the population at risk.

Book excerpt: Driven by the necessity to meet changing public expectations in the wake of natural disasters, such as earthquakes, the structural engineering community has been moving towards rational, risk-informed, and transparent approaches to structural design, amidst which probabilistic performance-based seismic design (PBSD) has emerged as the most scientific and promising one. The main objective of this research is to formulate a simplified yet rigorous framework for risk-targeted PBSD of Ordinary Standard Bridges (OSBs), which, despite being simple bridges, constitute an integral part of lifeline infrastructure systems, especially in earthquake-prone regions such as California. A seismic performance assessment methodology integrating site-specific seismic hazard analysis, structural demand analysis, and damage analysis in a comprehensive and consistent probabilistic framework is computationally implemented as a modular tool unifying several state-of-the-art advancements related to the field. This tool is used for a parametric probabilistic performance assessment of four different testbed OSBs over a primary design parameter space to investigate the effects of varying key structural design parameters on targeted structural performance measures. Erratic performance levels exhibited by these real-world traditionally designed bridges, compared to expert-opinion-based target performance levels, expose the inconsistency and opacity of current (prescriptive) design principles that do not explicitly state, analyze, and design for risk-targeted performance objectives but implicitly expect them to be satisfied. A comprehensive risk-targeted simplified yet rigorous PBSD method is distilled out and proposed, and its efficacy is validated using four real-world bridges as cases in point. The framework is then enhanced by the inclusion and consistent propagation of pertinent sources of uncertainty (typically ignored in practice) to obtain a more complete picture of seismic performance, thereby leading to a more comprehensive, transparent, and reliable design of OSBs, facilitating effective and risk-informed decision-making in the face of uncertainty. It is believed that the adoption of the proposed PBSD methodology, although non-traditional in its format, will be highly beneficial in the medium to long term. This initial venture will also prove crucial in supporting and fostering future research work and innovative technological developments in bridge infrastructure engineering.
