Available in PDF, EPUB and Kindle. Book excerpt: Electricity, natural gas, telecommunications, railways, and water supply, are often vertically and horizontally integrated state monopolies. This results in weak services, especially in developing and transition economies, and for poor people. Common problems include low productivity, high costs, bad quality, insufficient revenue, and investment shortfalls. Many countries over the past two decades have restructured, privatized and regulated their infrastructure. This report identifies the challenges involved in this massive policy redirection. It also assesses the outcomes of these changes, as well as their distributional consequences for poor households and other disadvantaged groups. It recommends directions for future reforms and research to improve infrastructure performance, identifying pricing policies that strike a balance between economic efficiency and social equity, suggesting rules governing access to bottleneck infrastructure facilities, and proposing ways to increase poor people's access to these crucial services.

Book excerpt: The development of new Information and Communication Technologies (ICTs) has transformed the world over the last two decades. These technologies are often seen as being inherently 'good', with the ability to make the world better, and in particular to reduce poverty. However, their darker side is frequently ignored in such accounts. ICTs undoubtedly have the potential to reduce poverty, for example by enhancing education, health delivery, rural develop and entrepreneurship across Africa, Asia and Latin America. However, all too often, projects designed to do so fail to go to scale, and are unsustainable when donor funding ceases. Indeed, ICTs have actually dramatically increased inequality across the world. The central purpose of this book is to account for why this is so, and it does so primarily by laying bare the interests that have underlain the dramatic expansion of ICTs in recent years. Unless these are fully understood, it will not be possible to reclaim the use of these technologies to empower the world's poorest and most marginalised.

Book excerpt: More than 200 new infrastructure regulators have been created around the world in the last 15 years. They were established to encourage clear and sustainable long-term economic and legal commitments by governments and investors to encourage new investment to benefit existing and new customers. There is now considerable evidence that both investors and consumers-the two groups that were supposed to have benefited from these new regulatory systems-have often been disappointed with their performance. The fundamental premise of this book is that regulatory systems can be successfully reformed only if there are independent, objective and public evaluations of their performance. Just as one goes to a medical doctor for a regular health checkup, it is clear that infrastructure regulation would also benefit from periodic checkups. This book provides a general framework as well as detailed practical guidance on how to perform such "regulatory checkups."

Available in PDF, EPUB and Kindle. Book excerpt: Who owns the media and communications in Africa today and with what implications? The book elegantly answers this urgent question by unpacking multiple dimensions of media ownership through rare and authoritative perspectives, including both historical and contemporary digital developments. It traces the evolving forms of ownership of media and communications in specific African contexts, showing how they interact with broader changes in and outside the continent. The book also shows how Big Techs, such as Meta (formerly known as Facebook), are involved in a scramble for Africa’s digital ecosystem and how their advance brings both opportunities and concerns about ownership and control. The chapters analyse evolving forms of ownership and their implications on media concentration and democracy across Africa. The book offers a nuanced account of how media ownership structures are in some instances captured with an ever-growing and complex ecosystem that also has new opportunities for public interest media. Offering a significant representation of the trends and diversity of existing media systems, the book goes beyond the postcolonial geographical divisions of North and Sub-Saharan Africa to highlight common patterns and significant similarities and differences of communications ownerships between and within African countries. The contributors expose media and communications ownership patterns in Africa that are centralised and yet decentralising and in some cases, battling, resurging and globalising.

There are also new chapters on spectrum management (radio frequencies), and consumer protection rules. The access and interconnection chapter addresses the issues surrounding the high capacity broadband widely provided by Next Generation Networks. The chapter on licensing and authorisation has been refocused to reflect the increasing regulatory focus on the mobile sector. The chapter on regulating content has also been significantly restructured and revised to reflect the changes in how we consume content. Written by leading experts, it is essential reading for legal practitioners and academics involved in the telecommunications industry.

Book excerpt: Investment in infrastructure can be a driving force of the economic recovery in the aftermath of the COVID-19 pandemic in the context of shrinking fiscal space. Public-private partnerships (PPP) bring a promise of efficiency when carefully designed and managed, to avoid creating unnecessary fiscal risks. But fiscal illusions prevent an understanding the sources of fiscal risks, which arise in all infrastructure projects, and that in PPPs present specific characteristics that need to be addressed. PPP contracts are also affected by implicit fiscal risks when they are poorly designed, particularly when a government signs a PPP contract for a project with no financial sustainability. This paper reviews the advantages and inconveniences of PPPs, discusses the fiscal illusions affecting them, identifies a diversity of fiscal risks, and presents the essentials of PPP fiscal risk management.

Available in PDF, EPUB and Kindle. Book excerpt: Privatization and After discusses the need to monitor privatization. The authors argue that monitoring will show whether or not the process is fulfilling its objectives and contributing to improved economic performance. The book also assesses the need for, and techniques of, regulating privatized enterprises in situations of continuing monopoly or significant market control. This is supported by an in-depth analysis of regulation in the UK and its implications for developing countries. Further illustrative material is drawn from a range of developed, developing and former socialist countries.
