Available in PDF, EPUB and Kindle. Book excerpt: Electricity, natural gas, telecommunications, railways, and water supply, are often vertically and horizontally integrated state monopolies. This results in weak services, especially in developing and transition economies, and for poor people. Common problems include low productivity, high costs, bad quality, insufficient revenue, and investment shortfalls. Many countries over the past two decades have restructured, privatized and regulated their infrastructure. This report identifies the challenges involved in this massive policy redirection. It also assesses the outcomes of these changes, as well as their distributional consequences for poor households and other disadvantaged groups. It recommends directions for future reforms and research to improve infrastructure performance, identifying pricing policies that strike a balance between economic efficiency and social equity, suggesting rules governing access to bottleneck infrastructure facilities, and proposing ways to increase poor people's access to these crucial services.

Book excerpt: Nearly all the 3,330 airports in the national airport system in the U.S. are publicly-owned and operated. However, some argue that the private sector could better fund and operate airports than public owners. GAO reported in 1996 that many barriers to full privatization existed in the U.S. In 1996, Congress created the Airport Privatization Pilot Program (APPP) which reduced some of the barriers to privatization. However, over the program's 18 years only two airports have privatized and one of them has reverted to public control. This report describes (1) the experience with the APPP; (2) challenges airport owners and investors face to full airport privatization; (3) the potential effects of airport privatization; and (4) reasons why airport privatization is more prevalent outside of the U.S., and stakeholder views on the APPP. Tables and figures. This is a print on demand report.

Available in PDF, EPUB and Kindle. Book excerpt: Aviation performance is an important cog in modern globalized economies, which demand flexibility, mobility, efficiency, and dependability. Airport delays have gone from being a nuisance to being a salient public concern, drawing the ire of even the White House. In this important book, international transportation experts compare and contrast how different nations have managed their airports and air traffic control systems and how well they are meeting the needs of their people. The book's cross-national approach encompasses several different institutional arrangements, making it a timely and valuable study in comparative political economy. Among the countries studied, the United States is sometimes seen as a bastion of free markets, at the forefront of airline deregulation, but its airports and air traffic control system are publicly owned and operated. The same is true in continental Europe, for the most part. In contrast, Australia, New Zealand, the United Kingdom, and Canada are experimenting with privatization, while even mainland China is allowing the private sector to participate in airport ownership. Which methods work best, and under what circumstances? This book provides the answers.

Available in PDF, EPUB and Kindle. Book excerpt: This tour d'horizon book reviews airport regulation and competition in different regions of the world and contrasts different policy perspectives. Organized in four parts, the first three examine, in turn, Australasia, North America, and Europe, while the last section looks at the institutional reforms that have taken place in these regions. The book covers the regulation of airports, and competition in different regions, as well as privatization policy, the interaction between airports and airlines, and regional economic impacts. It also examines the linkages between governance structures and forms of regulation. The book's global sweep embraces all the large aviation markets, bringing together the ideas and challenges of academic economists, airlines, airport managers, consultants and government regulators. As well as looking at different methods, degrees and paradigms of regulation it also spells out the stress-points, in a way that makes essential reading for airport operators, airline operations staff, as well as academic economists concerned with transport studies. It also offers interesting reading and important lessons for those concerned with regulation of the utility industries such as, telecommunications, water and power generation and distribution - where infrastructure can be subject to natural monopoly characteristics and where firms competing in downstream markets are dependent on the investment and operational strategies of the upstream infrastructure operator.

Book excerpt: This book discusses the role of public-private partnerships (PPPs) in global transportation infrastructure. Seen as a way to provide vital services in an era of shrinking government budgets, public-private partnerships have become an increasingly important part of travel infrastructure worldwide. This book describes and analyzes the structure of various models of PPPs in various countries, evaluating their effectiveness, and drawing policy implications for future use. Written by leading international researchers and practitioners in the transportation field, each chapter is a case study on the adoption, implementation, and outcome of transportation services in different municipalities. Taken together, these diverse case studies provide an integrated framework for evaluating and using PPPs. Providing rigorous empirical analysis of PPPs in transportation, this volume will be of interest to researchers in public administration, political science, and economics as well as practitioners and policymakers involved in establishing and monitoring PPPs in transportation.

Book excerpt: A bold plan for the United States to regain the lead in infrastructure development through privatization and public-private partnerships America's infrastructure—its essential roads, bridges, ports, airports, power grids, and telecommunications systems—were once the pride of the nation and an example for the world. But now, after years of neglect and oversight, this infrastructure is crumbling and causing catastrophic changes in the US quality of life. Build seeks to explain how American infrastructure collapsed and what can be done to repair it. In a series of colorful, rarely told cases, Build takes readers on a revealing tour behind the scenes of the successes and debacles of key infrastructure projects to show what works, why the United States has failed in recent decades to invest in infrastructure, and how the private sector can help revitalize the sector, spur job growth, and contribute to climate resilience. Sadek Wahba examines the private origins of US infrastructure and the federally funded megaprojects that came after the New Deal, investigating the role the private sector can and should play in building infrastructure. By drawing comparisons with systems in the United Kingdom, France, India, and China, Wahba shows that while privatization and public-private partnerships cannot solve all infrastructure challenges, they are essential for closing funding gaps, overcoming political paralysis, and driving major infrastructure advances. Build will appeal to readers interested in public finance, domestic policy, the role of the federal government, tax policy, and urban affairs.
