Book excerpt: Privatisation of public infrastructure has been the mantra of many development agencies since the late 1980s. Water supply is no exception, and various forms of private sector participation (PSP) have been tried in the water and sanitation sector. This article examines the results of these experiments. It suggests that PSP has had mixed results and that in several important respects the private sector seems to be no more efficient in delivering services than the public sector. Despite growing evidence of failures and increasing public pressure against it, privatisation in water and sanitation is still alive, however. Increasingly, it is being repackaged in new forms such as that of public-private partnership.

This study examines the structure and trends of energy demand in China, India, Indonesia, the Republic of Korea, and Thailand. Chapters focus on energy efficiency and conservation in the industrial, transportation, household, and electric power sectors. Quantitative analysis is used to estimate key income, price elasticities, and energy demand for the next 10 to 12 years. The report evaluates possible energy conservation efforts. The authors provide a brief description of those countries' energy reserves, energy trade and production, and energy consumption by sector. They also make frequent reference to the ways in which Japan has succeeded in improving energy conservation in the various sectors.

Book excerpt: Part of OECD Water Policy and Finance Set - Buy all four reports and save over 30% on buying separately! Many countries have sought the involvement of the private sector to upgrade and develop their water and sanitation infrastructure and improve the efficiency of water systems. However, high capital intensity, large initial outlays, long pay-back periods, immobility of assets and low rates of return generate high risks. These factors, when combined with poor initial information and weak investment environment, limit the scale of private sector participation in water and sanitation infrastructure. Recognising this, the OECD has developed practical guidance, building on the OECD Principles for Private Sector Participation in Infrastructure, to help governments and other stakeholders to assess and manage the implications of involving private actors in the financing, development and management of water and sanitation infrastructure. The resulting OECD Checklist for Public Action provides a coherent catalogue of policy directions for consideration by governments, including appropriate allocation of roles, risks and responsibilities, framework conditions and contractual arrangements necessary to make the best of private sector participation and harness more effectively the capacities of all stakeholders. Book excerpt: "This paper uses a new dataset, "WATSAN," of private sector participation (PSP) projects for water and sanitation in developing countries to examine the determinants of the number of projects signed for each country between 1990 and 2004. The new dataset improves on existing sources, in particular in its coverage of projects with local investors, and provides adequate data for cross-country regression analysis. The authors use a negative binomial regression model to investigate the factors influencing the number of PSP projects in a sample of 60 developing countries with 460 PSP projects. The regression results provide support for the hypotheses that PSP is greater in larger markets where the ability to pay is higher and where governments are fiscally constrained. The authors test several indicators of institutional quality and find that these are generally significant in determining the number of projects signed for each country. Measures of the protection of property rights and the quality of the bureaucracy emerge as the most important institutions that encourage PSP. Rule of law and the control of corruption are significant, albeit at a lower level, while the quality of contract law and political stability are not robustly significant. "--World Bank web site.

Book excerpt: This study examines the question of private versus public performance in a natural monopoly setting. It analyzes data from 301 utilities with private sector participation (PSP) and 926 utilities without PSP in 71 developing and transition economies to evaluate the impact of PSP on firm performance in electricity distribution and water and sanitation services. Private participation is shown to be associated with an increase in connections, labor productivity, and bill collection rates, and a decrease in employment and electricity distributional losses.

Book excerpt: Seminar paper from the year 2016 in the subject Business economics - Miscellaneous, grade: 2,7, University of applied sciences, Düsseldorf, language: English, abstract: This paper defines privatization of water supply along with its different types as a negative impact on the public, especially the poor people. It shows the risks and benefits of water privatization and how the private sector aims to gain profit with less accountability for the public. At the end, it results that the privatization of water supply has failed, and recommends the governments and private sectors to play an effective role for an improved access to water. Although water is considered by most people as a natural resource, it has been lately argued that water should be treated as a good. Public Citizen’s Water for All Campaign has been devoting their power to conserve water as a natural resource with adequate access for all people over the world and stop privatizing water for commercial purposes. On the other hand, WTO and OECD are the largest trade organizations which support all types of water privatization. Most points of view see that water should not be privatized in the fact that it is a human right while others think it should be privatized for a purpose of profit.

Book excerpt: Identifying policies which can improve water sector management is critically important given the global burden of water-related disease. Each year, 1 in 10 child deaths—roughly 800,000 in total—is the direct result of diarrhea. Can private-sector participation (PSP) in the urban piped water sector improve child health? The author uses child-level data from 39 African countries during 1986–2010 to show that introducing PSP decreases diarrhea among urban dwelling children under five years of age by 5.6 percentage points, or 35 percent of its mean prevalence. PSP also leads to greater reliance on piped water. To attribute causality, the author exploits time variation in the private water market share controlled by African countries’ former colonizers. A placebo analysis reveals that PSP does not affect symptoms of respiratory illness in the same children, nor does it affect a rural control group unaffected by PSP.
