Available in PDF, EPUB and Kindle. Book excerpt: This book presents comparative analyses and accounts of the institutional changes that have occurred to the local level delivery of public utilities and personal social services in countries across Europe. Guided by a common conceptual frame and written by leading country experts, the book pursues a “developmental” approach to consider how the public/municipal sector-centred institutionalization of service delivery (climaxing in the 1970s) developed through its New Public Management-inspired and European Union market liberalization-driven restructuring of the 1980s and early 1990s. The book also discusses the most recent phase since the late 1990s, which has been marked by further marketization and privatization of service delivery on the one hand, and some return to public sector provision (“remunicipalization”) on the other. By comprising some 20 European countries, including Central East European “transformation” countries as well as the “sovereign debt”-stricken countries of Southern Europe, the chapters of this volume cover a much broader cross section of countries than other recent publications on the same subject.

Available in PDF, EPUB and Kindle. Book excerpt: This book outlines the private sport sector in different European countries. Sport in the European countries is organized in three distinct sectors. These are the state/public sector, which provides financial and political support for sport infrastructure; the civic/non-profit sector, which provides sport activities and services for citizens, usually in the forms of sport clubs; and the private sector, which is comprised of profit-making private companies and professional teams that produce and sell sport products and services. The private sport sector is becoming ever more important in a global market economy and a financial climate characterized by a public sector in crisis. Taking this into consideration, this book provides a detailed outline of the structure and characteristics of the private sport sector, discusses recent developments in the sector, and compares data across business fields and countries. Containing contributions from sport academics from eighteen countries, this book provides an overall, up-to-date picture of the private sport sector in Europe. Filling a significant gap in sport sociology and economics scholarships, this book will be of use to students and scholars of business and social sciences of sport as well as decision makers and the entrepreneurs.

Book excerpt: Does an increase in lending by multinational development banks affect the private lending activity in developing countries? We show that this is indeed the case using data on loans and investments by the European Investment Bank (EIB) in combination with data on syndicated loans. We find that a pronounced increase in EIB operations is followed by a surge in the number and volumes of syndicate loans in countries outside the European Union. Our results suggest that multinational banks can incentivize private sector lending by playing an important role in signaling to private markets that borrowers in emerging and developing countries are safe.

Available in PDF, EPUB and Kindle. Book excerpt: In recent times the question of private sector involvement in public affairs has become framed in altogether new terms. Across Europe, there has been a growth in various forms of public-private cooperation in building and maintaining (new) penal institutions and an increasing presence of private companies offering security services within penal institutions as well as delivering security goods such as electronic monitoring and other equipment to penal authorities. Such developments are part of a wider trend towards privatising and marketising security. Bringing together key scholars in criminology and penology from across Europe and beyond, this book maps and describes trends of privatising punishment throughout Europe, paying attention both to prisons and community sanctions. In doing so, it initiates a continent-wide dialogue among academics and key public and private actors on the future of privatisation in Europe. Debates on the privatisation of punishment in Europe are still underdeveloped and this book plays a pioneering and agenda-setting role in developing this dialogue.

Book excerpt: The Commentary on the Treaty on the Functioning of the European Union (four volumes) is a major European project that aims to contribute to the development of ever closer conceptual and dogmatic standpoints with regard to the creation of “Europeanised research on Union law”. Following on from the Commentary on the Treaty on European Union, this book presents detailed explanations, article by article, of all the provisions of the TFEU, discussing the application of Union law in the national legal orders and its interpretation by the Court of Justice of the EU. The authors are academics and practitioners from all across Europe and different legal traditions, some from a constitutional law background, others experts in the field of international law and EU law. Reflecting the various approaches to European legal culture, this book promotes a system concept of European Union law toward more unity notwithstanding its rich diversity grounded in national traditions.

Available in PDF, EPUB and Kindle. Book excerpt: In mid-2009 Simeon Djankov, who had dealt with a variety of economic and financial crises as chief economist for finance and private sector development at the World Bank, was suddenly thrust into the job of finance minister of his native Bulgaria. For nearly four years in that post, he attended more than 40 meetings of European finance ministers and had a front row seat at the intense discussions and struggles to overcome the economic and financial crisis that threatened to unravel the historic undertaking of an economically integrated Europe. In this personal account, Djankov details his odyssey on the front lines, observing Europe's fitful efforts to contain crises in Greece, Hungary, Ireland, Portugal, Spain, Italy, Cyprus, and France. He tells the inside story of how the European Central Bank assumed responsibility for the crisis, pledging to do "whatever it takes" to save the euro area. This candid book recounts the disagreements over fiscal austerity, monetary policy, and banking supervision, while focusing on the personalities who promoted progress—and those who opposed it. He also tells the dramatic story of the events that led to his own resignation as finance minister in 2013 over the policies he was pursuing to spare Bulgaria from getting sucked into the crisis.
